CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan.
CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.
CARE is looking for a suitable candidate to fill the position of Capacity Building/GED Advisor its Upper Nile program.
Reporting to the Program Coordinator in Malakal and working in close collaboration with the Project Managers (Tagwiya, CIDA, LLP) and the Institutional Capacity Development Advisor, the Capacity Building/GED Advisor will be charged with overseeing the process of capacity building (governance) and mainstreaming GED issues into programming in all CARE Upper Nile Programs.
Capacity building for communities and local government institutions and GED mainstreaming are key tasks for the position.
This will involve conducting capacity assessment and capacity development for local government staff, development committees and communities. In addition the position will have the responsibility of conducting participatory planning exercises to define project priorities in selected Payams and ensuring that GED issues are taken into account both at community and project level.
Specifically on GED the position will ensure that women benefit from all project interventions and are equitably represented in project committees (PDCs, WUCs, women farmer groups, and VSLA groups). This will strengthen their ability to play an active role in the development and reconstruction of their communities, while improving their standard of living.

Required skills and qualifications
- A masters degree in Development Studies, International Development, Social Sciences or any other relevant technical area with specific training on GED, Capacity Building, and Participatory Approaches.
- At least three (3) years working an International Organization within the organizational development/capacity building and gender sector
- Specific experience in addressing community-focused actions and direct technical oversight capacity building/GED through local implementing partners.
- Hands on experience in conducting participatory planning with communities in conflict and post-conflict settings
- Experience in community group development and organization
- Proven competence in computer skills and excellent skills in Ms Word, Excel and MS PowerPoint
- Demonstrated competence in successfully capacity building communities, CBOs and local government
- Demonstrated experience in the application of participatory planning methodologies and tools
Desired skills and qualifications
- Knowledge of the Arabic language, written and spoken.
