The Truth, Justice and Reconciliation Commission is established under Section 3(1) of the Truth, Justice and Reconciliation Act No.6 of 2008 with the objective of promoting peace, justice, national unity, healing, reconciliation and dignity among the people of Kenya.
The Commission therefore is seeking to recruit suitable qualified Kenyan candidates for the following position:
Investigators

Reporting to the Director of Investigations, the Commission seeks to appoint investigators in with expertise in the following areas; Criminal Investigations, Human rights, Forensic accounting, Corporate Structures, land transactions and records.
Duties and responsibilities
The investigators will
* assist in the conduct and management of investigations of civil and political rights violations, including assassinations, massacres, illegal detentions, torture, disappearances, forensics, fiscal and economic crimes, social and cultural rights violations, including alleged misconduct, malfeasance, mismanagement, fraud, corruption, waste of public, natural and national resources, abuse of authority and all violations that fall within the TJRC mandate;
* gather evidence;
* prepare evidence for hearings, obtain and review relevant documentation, conduct interviews and take statements;
* gather and analyze electronic and documentary evidence, determine whether matters involve potential fraud, corruption or other illegal conduct warranting referral to national authorities;
* conduct forensic investigations and gather evidence related to activities of individuals, state and non-state actors, manage forensic equipment and tools.
Requirements for appointment
* Bachelor’s degree in forensic science, criminal justice, criminology, law or related areas.
* Eight years qualifying experience in administrative investigations and forensic science may be accepted in lieu of a University Degree
* A minimum of 10 years of progressively reasonable experience in professional investigatory work in law enforcement, government, national or international investigation agency, with practical experience in administrative forensic investigations is required
* Knowledge and understanding in the field of corruption, land, human rights, fraud, administrative investigations and computer/IT forensic techniques and forensic tools
* Familiarity with analysis techniques in forensic sciences;
* ability to conduct and supervise complex investigations;
* produce reports and review and edit the work of others;
* ability to gather evidence and interview subjects and witnesses, good research, analytical and problem-solving skills
* Ability to apply sound judgment in the context of assignments given; and ability to analyze and synthesize documents records and other evidence
* Ability to communicate complex concepts orally;
* ability to prepare written reports that are clear, concise and meaningful.
* Ability to gather and analyze electronic evidence;
* ability to organize complex and voluminous statements, sets of records and facts.

Reporting to the Assistant Manager, Financial Analysis the selected candidate will be responsible for;

- Providing specialist guidance and advice to listed companies about compliance practices through close liaison with the internal control and compliance environments, conducting regular and adhoc supervision.

Reporting to the Assistant Manager Compliance, the selected candidates will be responsible for:
- Planning, monitoring and conducting real time market surveillance operations on a broad range of securities transactions.

- Measuring and performing surveillance.
- Assisting in the review of surveillance procedures and control guidelines.
Required Qualifications, Competencies & Experience:
- Bachelor’s degree in Accounting, Finance, Business, IT, Engineering, Law or in a related field.
- Up to two (2) years relevant work experience e.g. IT Audits or experience gained from money and capital markets or relevant financial organizations with a strong focus on compliance and market regulation.

Senior Investigations Officer HRD /SIO
Reporting to the Assistant Manager, Investigations and Enforcement, the selected candidate will be responsible for:
- Investigating non-compliance with the Capital Markets regulatory framework and complaints raised by investors, market players or any other stake holder against licensed market intermediaries and listed companies.
- Recommending administrative and legal interventions in line with the capital markets act and regulations.
Required Qualifications, Competencies & Experience;
- Degree in finance, law or related field.
- A professional qualification such as CFE or CPS.
- At least 3 years of relevant work experience.
- A Diploma in Law is a requirement for candidates without a degree in Law.

Assistant Manager, Corporate Communications – HRD/AMCC
Reporting to the Chief Executive, the high level incumbent will lead and manage the development, planning, implementation and delivery of communications processes for the Authority with the aim of raising the public and industry profile of the Authority, provide strategic communications advice, support and expertise. S/he must establish strong working relationships with all levels of the Authority and with market stakeholders.
Key Responsibilities
- Development and implementation of integrated plans to communicate important issues strategies and messages both internally and externally to current employees, clients, the general public and other stakeholders.
- Arranging public appearances, talks and interviews for CMA.
- Coordinating customer service and implementation of the service charter.
- Event management and facilitating the media to develop positive rapport for ease of communicating the Authority’s position and projects.
- Working with public relations firms as necessary in areas deemed necessary.
- Writing speeches presentations and position papers and responses to media enquiries.
- Developing communication materials and implement activities designed to improve understanding and acceptance of Authority’s mandate, policies, objectives, strategies and services.

The ideal candidate must possess:
- A Bachelor’s Degree in a related discipline such as: Public Relations, Communications, Media, Marketing or a related field.

- Experience in handling communication for the financial services sector

Market Development Officer HRD/MDO
The Market Development Officer will be responsible for:
- Assisting in the identification of the investing public information needs as well as the public education required for the understanding of market information.
- Assisting in the identification of training needs of market, intermediaries/ service providers staff, facilitating in the implementation of an effective market development program through training workshops, seminars and presentations to the investing public.
- Assisting in the design, packaging, editing and production of training materials such as brochures, posters, magazines and other publications.
- Assisting in conducting needs assessment and baseline surveys with the view to identifying both the investing public information needs, training needs for the market intermediaries as well as the education required for the understanding of capital market information by the general public.
- Assisting in effective and prompt handling of enquiries and other general requests for information from investors, other stakeholders and the general public.
Required Qualifications, Competencies & Experience;
- Bachelor’s degree in finance, economics, business or a related field.
- Up to 2 years experience in capital markets or financial services development.
- A good understanding of Kenyan capital markets.
- Experience with information dissemination, public education and/or conducting training in financial aspects.

Accountant HRD/ACC
Reporting to the Assistant Manager, Finance, and the Accountant will be responsible for:
- Implementing stringent expenditure control procedures by ensuring that any expenditure incurred is supported by valid accounting documents.
- Receipting, analyzing & reconciliation of creditor statements.
- Posting into Syspro software trade payables, direct debits and Petty cash vouchers.
- Follow ups on O/S issues to process payments and reconciliation of creditors statements
- Filing Withholding VAT returns on weekly basis.
- Preparation of weekly payments and payables reports.
- Maintaining of the fixed assets register, raising staff vouchers on staff per diems and payroll, bank reconciliations.
- Reconciliation of staff debtors account and preparation of audit schedules.
Required Qualifications, Competencies & Experience;
- Bachelor’s degree in finance, accounting or related field, with full professional CPA or ACCA qualifications.

The Anti-counterfeit Agency (A.C.A.) is a state corporation established under the Anti-counterfeit Act of 2008 with a mandate to spearhead efforts of educating and prohibiting the making, trading and dealings on all kinds in counterfeit products.
The A.C.A. requires a LOGO and a TAGLINE that will correctly and distinctly reflect its mandate and corporate focus.
The Agency therefore invites interested individuals and/or firms designers into a competition to design the logo and the tagline.
The winning entries will be awarded the following prices:

Expression of Interest
The World Bank as the administrator of the Governance Partnership Facility is financing the GAC Initiatives for
Development Effectiveness Project in the Southern Sudan Anti Corruption Commission (SSACC). The project will be
implemented by the SSACC.
The project aims to develop the demand side of the good governance and anti corruption agenda of the Commission
in particular through the use of Social Accountability (SA) instruments and tools. Governance and Anti Corruption
(GAC) fora are proposed to be created in each state which will be chaired by the respective Governor and will be
comprised of senior state government officials, members of the relevant legislative sub committees, members of the
judiciary, tribal chiefs and CSO and NGOs operating in the state.
The fora will be convened quarterly and will review budget execution, allocation of resources across counties and the utilization of allocations made by GoSS to the state and by the allocations made by the state to counties. The GAC fora will complement the existing processes for budget formulation and execution.
Scope of Services
The services of the Consultant shall include but not be limited to carrying out the following tasks:
i) liaise between the SSACC and the State governments and assist the SSACC in operationalisation of the multi stakeholders fora; including their membership and process for convening and conduct of meetings,
ii) documentation of decisions and implementation of decisions,
iii) train and develop the capacity of the staff of the SSACC in social accountability processes (participatory policy making and planning, budget related to SA tools; M&E of public services delivery, public oversight, participatory budgeting, alternative budgeting, independent budget analysis, citizens report cards, community score cards, opinion polls and oversight committees.)
iv) Assist SSACC in developing a training plan on social accountability measures and instruments for training the participants of the multi stakeholder groups,
v) assist the Commission in any work related to achieving the objectives of the Project.
Qualifications and Experience
- At least three years experience in implementing social accountability measures and in developing capacity for social accountability.
- At least five years experience in working with, coordinating and supporting CSO/NGO activities particularly in areas where there is a cross over relationship with government.
- Experience in Sub Saharan Africa is preferable.
- Experience in post conflict situations is preferable.
- Demonstrated ability to work with government departments in defining the social accountability agenda and in mainstreaming the agenda into the functioning of the government.
- Demonstrated ability in designing training programs and implementing capacity development initiatives in the area of social accountability.
- Demonstrated ability and networks to coordinate and work with CSOs and NGOs.
- Ability to work efficiently with minimal guidance.

Governance and Anti-Corruption (GAC) Specialist - World Bank Uganda

The World Bank is looking for highly dynamic, energized and seasoned professional, capable of operating effectively in a very demanding fast-paced environment to serve as a Governance and Anti-Corruption Consultant on an Extended Term Consultant appointment for one year, subject to renewal for an additional one year.
The consultant will be based in the World Bank Country Office in Kampala, Uganda and will report to the Governance Cluster Leader based in Kampala.
The objective of the assignment is to provide support to the sector teams in finalising the governance and accountability action plans (GAAPs) for the World Bank funded projects, define entry points for sector wide governance interventions and undertake preparatory work for political economy and governance diagnostics in the water, decentralisation, education, forestry and natural resources and energy sectors.
The Consultant will be required to provide effective support for implementation of analytical work for governance including demand side engagement.
Roles and Responsibilities: The Extended Term Consultant will be required to, among other duties:
- Work with the governance team in the Country Office on the design and conduct of sector governance diagnostics, as per the priorities set by country team and agreed upon with Government, including the design of ToRs and the identification of experts.
- Design together with sector TTLs and government counterparts follow up activities to the sector governance work.
- Monitor and support the implementation of sector governance activities by ensuring;
- the effective management of the governance diagnostic studies (including drafting of ToRs)
- timely completion of four further governance diagnostic assessments and ensuring that their results are reflected in related sector programs
- effective quality control over the delivery of the studies
- Review progress with the Ministry of Works and Transport, The National Uganda Roads Authority and related agencies the implementation progress on the transport sector GAAP. The consultant will be required to identify implementation challenges and propose mitigation measures.
- Launch and accompany political economy work on the extractive sectors and the forestry and land sector, ensuring at all times the confidentiality of the analysis.
- Contribute to analytical work on governance as required and regular review of the governance risk matrix under the CAS.
- Work with the Bank team supporting the effective development and application of the data tracking mechanism tool on corruption, providing support to the host agency by supervising data review and collection.
- Work with TTLs to design effective transparency and disclosure measures for Bank projects aimed at enhancing demand side accountability through stronger citizen engagement etc.
- Regular reports on implementation of the GAAP in the various sectors;
- Quarterly activity reports on implementation of activities under the Governance Partnership Facility, and the Governance Risk Matrix under the CAS;
- Concept notes and Terms of Reference for agreed diagnostic studies as well as written reviews of drafts to be shared with Government, the Bank and other donors where relevant;
- Written inputs to related Bank analytical work
- Specific reports on the CAS Governance Risk Matrix Implementation
The consultant should have:
- Relevant postgraduate academic degree (law, public finance, economics administration, or agriculture) and more than 5 years of relevant experience in the field;
- Good knowledge and understanding of governance and anti corruption issues in Uganda and their impact on policy reforms and sector performance specifically in the public sector as a whole;
- More than 5 years of experience in consulting or advisory work on governance and institutional development issues; Proven ability to conduct interviews and excellent ability to interact with senior officials;
- High level of personal and professional integrity, and strong teamwork skills;
- Strong communication skills, with proven ability to write coherent reports, clearly analyzing issues. Ability to gain the trust and respect of country counterparts, while maintaining objectivity and clear focus;
- Previous experience working in the region and knowledge of the public sector in Uganda;

The key responsibilities shall include:
- Undertake secretarial services
- Provide high level administrative support to the Managing Director
- Manage the Managing Director’s time to ensure efficient prioritization and time management.
- Create and maintain the confidential files registry.
- Plan and schedule meetings and appointments for the Managing Director
- Manage the budget for Managing Director’s office
- Keeping abreast of everything in the Managing Director’s realm of responsibility and acting as a liaison with the departments to ensure flow of information.

- Must be able to exercise good judgment and decision making ability, be able to prioritize conflicting needs and have a strong sense of urgency when performing tasks

Key Responsibilities
Reporting to the Audit Committee of the Board through the Managing Director.
The key responsibilities shall include:
- Developing, reviewing and implementing audit systems, techniques and procedures
- Undertaking comprehensive audits on utilization of resources.
- Ascertaining the correctness of accounting records and preparing audit reports
- Drawing up audit programmes and preparing audit report, queries and observation
- Identifying audit issues and following up to ensure implementation of corrective measure
- MBA Degree (Accounting/Finance option) from an accredited institution
- Post-graduate qualification in Auditing or CPA (k)
- Understanding of Public Accounting procedures
- At least three years experience in a similar position in a busy organization
(1 Position)
Key Responsibilities
Reporting to the Internal Auditor.
The key responsibilities shall include:
- Verifying payment vouchers and Imprest surrender warrants
- Ensure proper book-keeping is carried out.
- Ensure statutory requirements and other regulations are adhered to
- Carry out audit programmes set out by the audit unit.
- Bachelor of Commerce (Accounting/Finance option)
- CPA 2 or other equivalent.
- Proficiency in the use of MS office applications
- At least 2 years experience in similar position in a busy organization

Tea Board of Kenya Jobs and Career Opportunities
Trade Compliance Manager
Reporting to the Managing Director, the successful candidate will have the principal objective of ensuring industry compliance with relevant legislation and national and international health, safety and environmental standards.
Primary Duties and Responsibilities
The job entails the following
- Developing and implementing trade compliance strategies, work plans and budgets;
- Developing and ensuring execution of compliance procedures including regular inspection of stakeholders premises to ensure compliance;
- Ensuring execution of corrective actions; and advising the Board on appropriate trade compliance matters;
- Recommending for Board’s consideration, applicants qualified for registration in the areas of tea broking, buying, exporting, packing and warehousing;
- Monitoring tea imports, exports and domestic sales activities to ensure compliance to required quality standards.
The successful applicants must have a Masters degree in a business related field or a Bachelor’s degree in a business related field backed by a recognized postgraduate professional qualification in marketing, management or Quality Management Systems.
Applicants should have ten years post qualification experience, five of which should have been at senior management level. Practical experience in executing quality procedures is a definite advantage.
Legal Services Executive
Reporting to the Managing Director, the successful candidate will be responsible for managing all legal aspects of TBK’s business.
Primary Duties and Responsibilities
The job entails the following:
- Providing legal advisory and interpretation services to the Board to ensure statutory compliance with existing law and regulatory requirements;
- Carrying out Company Secretarial activities;
- Drafting and vetting legal instruments such as contracts, lease agreements and other legal documents; and providing legal input to trade agreements;
- Acting as custodian of TBK’s legal documents including Assets Register, seal, and title deeds;
- Providing advise on any litigations affecting the Board;
- Coordinating TBK’s conveyance work; and
- Advising the Board and Management on any legal matters.
The successful applicants must have a Bachelor’s degree in law backed by a recognized postgraduate professional qualification in law and be an Advocate of the High Court of Kenya.
Possession of a Certified Public Secretary (CPS-K) would be an added advantage.
Applicants should have seven years experience, three of which should have been at senior management level. The applicants should have practical experience gained from post of an Assistant Company or Board Secretary.
ICT Executive
Reporting to the Finance and Administration Manager, the successful candidate will be responsible for managing all organization’s technologies and providing Information Technology support and training.
Primary Duties and Responsibilities
The job entails the following:
- Developing, interpreting , implementing ICT policies and strategies and advising management on ICT issues;
- Aligning TBK’s ICT policy with the e-government initiatives / strategies and using the ICT policy to undertake periodic review and re-engineering TBK’S business process both within the Board and TBK shareholders;
- Overseeing the successful implementation of all ICT projects and ensuring that the inherent risks are effectively managed;
- Coordinating the design/development and implementation of computer disaster recovery procedures to minimize on loss of data/or systems and;
- Designing, developing, implementing and maintaining databases and information systems for the Board;
- Overseeing hardware maintenance , trouble shooting and user computer training;
The applicants must have a Bachelor’s degree in Computer studies or Information Technology degree backed by relevant professional ICT qualifications such as Microsoft Certified System Engineer (MCSE), Oracle or Microsoft Certified Solution Developer (MCSD) and Certified Information System Auditor (CISA) Certification.

Integrity Assurance Officer

Reporting to the Internal Audit Manager and reference to the Corruption Prevention Committee, the Integrity Assurance Officer will undertake the following duties and responsibilities:
Key Responsibilities
- Provide strategy and support Management in conducting Integrity risk assessments and initiate corrective actions.
- Review and continuously implement the Organization's Integrity programs including the Corruption Prevention Policy, Company's Code of Conduct and Ethical behaviours and integrity sensitization training programs.
- Secretariat to the Corruption Prevention Committee in terms of preparation of agendas and planning of meetings.
- Liaise with Corruption Prevention Committee in the development and implementation of anti-corruption plans.
- Ensure ethical procedures are in built in the companywide procedures and are consistently adhered to.
- Work with Management and other relevant agencies to improve corporate awareness regarding corruption and economic crimes.
- Develop and facilitate implementation of corruption prevention and Integrity sensitization training programmes.
- Continuously compile progress reports on Integrity, ethics, corrupt incidents and functioning of all related procedures for review by the CEO and the CPC.
- A university Degree in social sciences with a post graduate training in Criminology or psychology.
- At least 5 years experience handling issues of corruption or fraudulent activities.
- Certificate of good conduct.
- Strong character, self driven with pleasant personality.
- Must be person of unquestionable integrity and can uphold confidentiality.
- Good communication, arbitration and liaison skills.
- Team player and possesses people management skills.
- Proficiency in Computer skills.
- At least 30 years.
- Knowledge of Legal framework on anti-corruption prevention and integrity will be an added advantage.

Reporting to the Quality Assurance Manager in Internal Audit function, the successful candidate will have the overall responsibility of executing quality assurance programs and developing reports on the status of quality assurance aspects affecting the business.
Key Responsibilities
- Execution of quality assurance programs per plans developed by the quality assurance Manager and signed off by the Internal Audit Manager.
- Development of appropriate reports on status of Quality Assurance, Business Continuity Process and integrated performance analysis programs.
- Support the Quality Assurance Manager in programs linked to continuous improvement tied to ; Quality Management Systems.
- Support the Quality Assurance Manager in assuring existence of operating standards (SOP's) for manufacturing operations that meet best practice guidelines.
- Support the Quality Assurance Manager in ensuring that any problems relating to the product, process and quality are identified and recorded through the non-conformance and both corrective and preventive actions taken.
- Holder of a degree in either Production Technology, Chemical Engineering, BSC in Chemistry or related field.
- Professional course in QMS, Operations and safety will be an added advantage.
- At least 3 years practical working experience in either manufacturing, engineering, processing or quality assurance.
- Possess good report writing, data analysis and communication skills
- Demonstrate ability to handle issues from a risk based approach, critical analysis of facts and development of corrective/preventive action plans.
- Knowledge of either manufacturing process or quality control and assurance.
- Good planning and result oriented.
- Good analytical skills.
