Project Consultant - Human Rights Watch

Human Rights Watch (“HRW”) is seeking highly-qualified applicants for the position of Nairobi Office Administrator.

Description: Human Rights Watch is seeking an Office Administrator to be responsible for providing professional day-to-day support to ensure the smooth and efficient running of HRW’s office in Nairobi, Kenya. The position reports to the Deputy Director of the Africa Division and the NY-based Africa Finance Manager.

Working in conjunction with staff in Kenya and HRW’s New York-based headquarters, responsibilities will include, but are not limited to:

Finance
Managing monthly bill payments and handling office banking needs; liaising with accounting and payroll as required; recording of all monthly financial activity into the organization’s financial system; being responsible for petty cash; working with service vendors such as auditors; and handling government filings.

Human Resources
Directing queries for all staff issues such as staff contracts, benefits, retirement savings, changes in local employment laws and insurance to the appropriate department; providing local HR support; and maintaining attendance records.

Facilities and Administration
Maintaining the smooth and effective functioning of the office; scheduling legal-related duties of running meetings and liaising with local counsel; liaising with the premises landlord on pertinent office matters; handling public queries and overseeing visitor management; being responsible for stocking office supplies, and general office maintenance and meeting room preparation; overseeing office moves, configuration and space sourcing; assisting with travel arrangements and follow up; answering general post, email and telephone inquiries; handling office security and protocols; and providing light office security by screening visitors and ensuring the office is opened and closed during the specified business hours.

Information Technology
Liaising with the IT/helpdesk to troubleshoot computer problems and backing up and updating network files as necessary.

Focal Person for Human Rights - Deutsche Gesellschaft fOr Technische Zusammenarbeit (GTZ) , Tanzania

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft fOr Technische Zusammenarbeit (GTZ) GmbH supports the German Government in achieving its development-policy objectives. GTZ is commissioned by the German Government to implement together with the Tanzania Ministry of Health and Social Welfare the Tanzania-German Program to Support Health (TGPSH).

Within the health sector support programme the Human Rights approach plays an important role. It centers on increasing and disseminating information on health rights and services, especially in the area of sexual and reproductive health, particularly for vulnerable groups to understand better and demand their rights and protection. It also aims at increasing awareness of health providers and public health decision makers about the right to health and the importance of human rights to achieving quality, equity and universal access to health.



Core responsibility

Support TGPSH staff and their partners in analysing their work, setting priorities and identifying key intervention areas for mainstreaming a human rights-based approach to health.



Main tasks

• Assess new developments regarding the health and human rights situation in Tanzania, particularly with regard to the legal and political context.

• Comment on forthcoming Tanzanian policies and guidelines with regard to their human rights orientation.

• Support TGPSH components to apply practical guidelines to develop and strengthen a human rights-based approach in their work.

• Comment on documents and products of the TGPSH and its partners with regard to their human rights orientation.

• Communicate with programme manager and component team leaders.

• Prepare regular meetings of TGPSH staff to discuss mainstreaming process and decide on further steps, attend and give inputs to meetings, write minutes of meetings and follow-up with team components.

• Document main steps and results of mainstreaming process.

• Liaise with human rights focal points in relevant Tanzanian organisations and development agencies.

• Enhance capacity of partners to include human rights perspective into policy, programming and implementation. Link up with human rights and civil society organisations, and assess th'eir potential for cooperation.

• Act as resource person to the InWEnTIWHO e-Iearning course on health and human rights.

• Liaise with Tanzanian Alumni of the InWEntIWHO e-Iearning course on health and human rights and explore possibilities for exchanging information and networking.



Qualifications:

University Degree in Law/Legal Practice (Local, International law) with Advanced Training/Specialization in human rights is desirable; Postgraduate in related field will be an added advantage. Experience in the area of health and development cooperation in Tanzania or a neighbouring country is desirable. Good knowledge of Tanzania legal and political framework. Sound interpersonal and communication skills

Key Responsibilities
  1. Determine the communications needs of the Eastern Africa region and develop regional and country based plans and budgets to provide communications support.
  2. Build and sustain relationships with members of the International Press and other professional communications networks in the region. Design and implement activities, including high quality communications materials that result in broad visibility of our programmes, emergency response to disasters and advocacy positions.
  3. Maintain a database of National and International journalists and media contacts; ensure they receive press releases etc. Develop and maintain relations with key media; propose potential subjects and/or identify their needs and offer adequate solutions for media tours to IFRC and NS operations/programmes.
  4. Maintain a database on key stakeholders, donors and decisions makers on disaster and health work in East Africa and ensure key messages are communited in the right forums.
  5. Respond in a timely fashion to routine enquiries from the press and requests from other parts of the Movement for information.
  6. Assist in the development and maintenance of a roster of credible Red Cross and Red Crescent spokespersons.
  7. Write articles for internal and external Red Cross publications, including online channels such as www.ifrc.orgor other corporate/internal platforms. During field trips take photographs to document the IFRC/NS programmes and share these with the media as appropriate.
  8. Reach out to wider audiences, including beneficiaries, through the use of the latest communication technologiessuch as web communications, social media and virtual communities, in line with IFRC’s Strategy 2010.
  9. Work closely with programme teams, secure and use their resources efficiently to ensure that quality promotional/marketing materials are produced to highlight our actions and results to partners and the general public.
  10. Work closely with information and communications colleagues in the National Societies to facilitate the development of their relationship with the media, production of communications materials etc.
  11. Contribute to and maintain a database of publishers, designers, videographers and other specialist technical communications contacts. When appropriate propose the services of these freelancers to the various departments, IFRC representations and/or NS

1. Associate Regional Director - Advocacy  
Reporting to the Regional Director, the Associate Regional Director, Advocacy will be responsible for providing leadership in crafting advocacy strategies and plans for the region, developing and implementing a regional communications plan and managing advocacy projects in the region.

Primary Duties and Responsibilities
Manages the Africa Regional Advocacy Program, working closely with Advocacy Program Manager, the country team leaders and program officers.

Works with the country team leaders to identify country advocacy needs and in conceptualization of new projects, design, implementation, and long term viability of the advocacy programs.
Contributes to regional effort to improve program visibility by leading country teams to document and disseminate information about regional advocacy initiatives, including drafting donor documents.
Supervises select regional program staff.
Represents the regional office throughout the region and internationally.  
Qualifications and Experience
Education: Master's degree in public health, health administration, international development, social sciences or related field required.
Experience: Five or more years of progressively responsible advocacy, project planning, designing, monitoring and evaluation preferably with a reproductive health and rights focus in addition to financial management experience in the region.
Related Skills or Knowledge: Strong writing, editing, analytical, negotiation, interpersonal, facilitation and training, teambuilding, networking, and problem-solving skills. Proven skills in project development, budget management and proficiency in Microsoft Office (Outlook, Excel, PowerPoint and Word). In addition, knowledge of reproductive health rights issues in the region, ability to work both independently and as part of a team, and knowledge and sensitivity about cultural diversity are key.
Other Requirements: Ability to travel minimum of 40% time. Fluent in written and spoken English. French, Swahili, Arabic or other regionally spoken language desirable. Knowledge of diverse groups and working with a multicultural workforce and sensitivity to cultural differences is required. The candidate should possess strong interest in international human and women’s rights and commitment to the empowerment of women.  
2. Associate Regional Director - Service Delivery  
Reporting to the Regional Director, the Associate Regional Director, Service Delivery is responsible for leading and managing the Africa Regional Office’s service delivery programs.

3. Program Officer  
Under the direction of the Associate Regional Director for Service Delivery, the program officer is responsible for managing the Kenya and Ethiopia programs.
This is a full time position and is available immediately.
Primary Duties and Responsibilities
Works with partners in Kenya and Ethiopia to design, develop and implement projects that provide quality, client-centered sexual and reproductive health services or advance sexual and reproductive rights. Provides overall program monitoring and evaluation through reports and on-site visits, and tailors technical assistance trainings to ensure the achievement of project goals in technical, project management, financial, and commodity-related issues.
Works with partners to develop and plan strategies specific to each project for ongoing improvements. Identifies, develops, adapts, translates and facilitates appropriate training and technical support in sexual and reproductive health. When necessary will coordinate with regional staff, consultants, PPFA, or other international collaborating agencies in order to provide specialized technical training.
Monitors assigned projects through analyses of financial reports, tracking of project progress and ongoing correspondence with partners. Evaluates projects through data analysis and assessments with participation of partners. Uses analytical problem solving to find systematic approaches to solutions.
In collaboration with the Associate Regional Director for Service Delivery, prepares reports, including project reports, donor reports and refunding donor proposals.
Assists in the adaptation and translation of instruments for evaluation purposes.
Writes articles and abstracts for publication and presents at conferences on behalf of PPFA and country partners in order to raise visibility and to develop a greater understanding of our work.
Collaborates with the Associate Regional Directors for Service Delivery and Advocacy to identify new opportunities for new projects and develop new project proposals. Makes contacts and communicates with other agencies working in SRH to identify new opportunities, exchange information, maintain cordial relations in order to maintain visibility of PPFA’s international work and broaden personal understanding of the current level of services provided in country.
Provides orientation to new staff in both the office and field in PPFA systems and procedures and collaborates with other regional staff for backstopping and other technical support of projects.
Stays updated on relevant issues to PPFA’s projects.
Completes special projects as assigned and required.  
Qualifications and Experience
Education: Master’s Degree, advanced degree, or related number of years of experience, in public health, international development, sociology or related field required.
Experience: Three to five years of experience in project planning, designing, monitoring and evaluation, preferably with a reproductive health and rights focus. Experience in reproductive health service delivery and program management. Preference will be given to candidates with NGO experience and experience working in multi-sector programs.
Skills or Related Knowledge: Ability to work independently and as a member of a team. Ability to synthesize information and generate persuasive and clear verbal and written communications; Strong time management skills and the ability to multitask and meet deadlines with a keen attention to detail and follow through; Self-directed; Able to anticipate, prioritize, and manage tasks. 4  
Excellent written and oral communication skills; Must demonstrate good interpersonal and negotiation skills, in addition to ability to work autonomously, using good decision making and computer skills (word processing, spreadsheet and statistical analysis applications). Analytical problem solving using systematic approaches to analyze and propose solutions is part of everyday activities, and cultural sensitivity is imperative. Knowledge of reproductive health issues.
Other Requirements: Ability to travel a minimum of 35% of time within the country and outside the country.

Kenya Human Rights Commission (KHRC) - Senior Programme Officer (SPO

The Kenya Human Rights Commission (KHRC) is a national NGO with the Mission to promote, protect and enhance the enjoyment of all human rights by all individuals and groups.

We are looking for a dynamic, results-oriented person to fill the position of Senior Programme Officer (SPO)-Resource Mobilisation and Monitoring.

Purpose of the Job

Mignone International Human Rights Prize” was established in 2007 by the Argentine Ministry of Foreign Affairs, International Trade and Worship to grant recognition to foreign institutions and/or individuals residing abroad that are making or have made an outstanding contribution towards the promotion and/or protection of human rights in their own countries in the fight against impunity in cases involving systematic violations of human rights, discrimination and social, economic and cultural rights, among other areas. Although other countries award human rights distinctions, the Mignone prize is the first one to be awarded by a developing country that has been conspicuous in this field because of its own historical and political context.

The profile and work of Emilio F. Mignone, founder of the “Centre for Legal and Social Studies“ (CELS), as well as the work carried out by other NGOs will guide the definition of priorities and selection criteria for the award. Biographical data of Mr. Emilio Mignone in English and Spanish is enclosed.

In previous editions, the Emilio Mignone Prize was awarded to the Asociación de Familiares de Detenidos, Desaparecidos y Mártires por la Liberación Nacional de Bolivia (ASOFAMD - 2007); the Comisión Colombiana de Juristas (CCJ - 2008); and the Washington Office on Latin America (WOLA - 2009).

The Prize is formally awarded at a ceremony presided by the Minister of Foreign Affairs, International Trade and Worship, and attended by Argentine Government officials. To this end, the winner of the prize or a representative of the chosen organization will be invited to visit the country for a week (economy class ticket, accommodation and per diem included). During the visit, the winner will be invited to disseminate experiences in a number of activities and conferences organized by CELS and academic institutions and to hold meetings with NGO´s, human rights entities, parliamentary human rights committees, national authorities and the press.

Procedure for nomination and selection of candidates

Argentine Embassies and Consular Offices throughout the world propose candidates based on information gathered and on consultations with the main local human rights organizations. National or foreign non governmental human rights organizations and international organizations may also make nominations.

All nominations must indicate:
  • country of residence or seat of the proposed foreign individual or organization;
  • name of the nominated organization or individual;
  • if an organization, name of the main representative and of the board, executive committee or council members;
  • contact details (address, phone number, e-mail);
  • grounds for the candidacy including: historical summary, objectives and background of the candidate (three A4 size pages maximum length).
Any additional information deemed relevant to the consideration of the candidacy may be included as an annex.

Candidates and proposals (with supporting documentation) must be sent by July 15, 2010 to the Ministry of Foreign Affairs, International Trade and Worship. NEW DEADLINE: August 16, 2010

The ad-hoc committee will agree on a list of three candidates to be submitted to the Minister of Foreign Affairs for a final decision, on October 1st, 2010. The award ceremony is conducted every year by the beginning of the month of December.

1. Child Bid Assistant (2 Posts)

The Child Bid Assistant will be based in Kakuma and shall be responsible for assisting in coordinating and overseeing operational plans in the Child unit as assigned by the Child Protection Officer. The person will work to improve the proper operations, management and improvement of the Child unit.

The incumbent will report directly to the Child Protection Officer while working closely on a daily basis in collaboration with other sectors of LWF.

Duties and responsibilities will include:
  • Facilitate establishment of mechanism for conducting BID assessments and review of decisions
  • Coordination of regular and ad hoc BID panel meetings as instructed.
  • Document and update data on unaccompanied minors and separated children
  • Carry out monitoring and evaluation of child development BID projects.
  • In collaboration with the beneficiaries carry out community needs assessment and coordinate the compilation of a report that reflects areas of priority in child development in Kakuma.
  • In collaboration with the beneficiaries, assist to assess the community’s training needs and plan and facilitate relevant training.
  • Carry out other duties as may be assigned by the immediate supervisor or designate.
Professional Qualification:
  • At least Diploma in Social Sciences or related area
  • Understanding of child protection laws and issues.
  • Considerable amount of experience in Child related areas.

Regional Program Development Director for East, Central and the Horn of Africa (ECA) Nairobi, Kenya Vacancy

Our client, AED, is a nonprofit organization working globally to improve education, health, civil society and economic development in collaboration with local and national partners. The AED East and Central Africa Regional Support Office based in Nairobi represents AED in the region and coordinates programs and new developments in the region.

We are seeking to recruit a Regional Program Development Director to be based in Nairobi, Kenya, to serve as AED’s principal representative and nurture new program development in the East, Central, and the Horn of Africa region.

Key Responsibilities
  • Represent the AED in the East and Central Africa region by interacting with current and potential donors, government ministries, as well as with organizations with whom AED can collaborate on future programs.
  • Develop and implement a three-year strategic business plan for AED’s development work in the region.
