The United States Embassy – Centers for Disease Control (CDC) Kenya has two vacancies in Nairobi and Kisumu for Public Health Specialist - Statistician.
The statistician will be responsible for all statistical tasks of assigned project or program under the supervision of a more experienced senior statistician but with increasing autonomy.
The statistician will assist in the creation/extraction of datasets for the analysis and in programming, execution, presentation and reporting of analyses.
The statistician will also assist in developing the data analysis plans in collaboration with non-statistical staff team members with the support of the senior statistician.
Requirements:
* Masters degree in the field of Statistics or Biostatistics/Medical statistics is required.
* At least two years working experience in a supervisory data management, programming and analysis position in the health related field and advanced analysis using either SPSS, SAS, STATA or any other statistical software is required.
* Level IV (Fluent) English ability is required.
* In-depth, comprehensive, and evolving knowledge of statistical and mathematical analysis techniques integrated with computer applications is required.
* Knowledge of parametric and non-parametric techniques, along with categorical data analysis is required to provide statistical support.

Purpose of the Post:
Under the supervision of the Planning & Monitoring Specialist, responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the country programme.
Major duties and responsibilities:
- Design data collection methodologies and research related to programme interventions; (Sentinel Site Survey, RAP, CAP, etc.)
- Conducts research and data analysis.
- Assists in the introduction of new approaches and methods in project monitoring and evaluation. Leads MICS Survey.(This is a substantial part of the job and takes 50% of the incumbent’s time)
- Assess trends and measure outcomes, in context of country programme.
- Maintain a data bank of social indicators on the situation of women and children through managing the SomInfo project.
- Contribute towards the preparation of the Situation Analysis.
- Prepare Country Programme integrated monitoring, evaluation and research plans.
- Participate in Programme mid-term review, annual reviews, previews, meetings.
- Analyzes and evaluates data to ensure achievement of objectives and recommends corrective actions, when necessary.
- Provides technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation (M&E).
- Prepare the Monitoring and Evaluation sectoral documents for the Country Programme Recommendation (CPR) and Plans of Operations, Plans of Action, Country Programme Summary Sheet (CPSS).
- Participate in the development of the Monitoring and Evaluation section’s work plan, ensures compliance to specific assigned objectives.
- Provides guidance and support to staff.
- Assist Government authorities in planning and organizing M&E training programmes.
- Identify training needs for the purpose of capacity building in monitoring and evaluation and liaise with the regional M&E Officer and the Evaluation and Research Office at UNICEF Headquarters in this regard.
Qualifications, experience & Skills
- Advanced university degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
- Five years of progressively responsible professional work experience at national and international levels in programme research, monitoring and evaluation. Practical experience in community-based research.
- Strong analytical, quantitative and qualitative research skills. Specialized training in statistics.
- Knowledge of computer management skills, including internet navigation and various office applications.
- Knowledge of the latest developments and technology in related fields.
- Ability to organize and implement training.
- Good negotiating and communication skills.
- Supervisory and managerial skills.
- Leadership and teamwork abilities.
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.

Duties and responsibilities
Under the supervision of the Division Manager, the Chief Statistician will:
- Provide leadership and advice on economic statistics relating to concepts, methods, classifications, best practices in such areas as: national accounts, prices, international trade, domestic trade, business, industries, finance, money, non-market services, debt, private sector, etc.;
- Develop and maintain a knowledge base on social and cross-sectoral statistics relating to the concepts, methods, classifications, best practices in such areas as demography, employment, health, education, poverty and living conditions, housing, environment, gender, governance, infrastructures, etc.;
- Coordinate the development and maintenance of the Bank’s statistical databases, including access, interface and utilization;
- Provide expert advice on statistical matters, develop methodological frameworks and apply quantitative methods, such as trend analyses and forecasting methods to estimate socio-economic aggregates of African countries at the regional and sub-regional levels and provide analysis of socio-economic trends in African countries;
- Coordinate and undertake analytical and methodological studies mainly on building a framework for monitoring and evaluating development indicators to support the Results Measurement Framework for the Bank;
- Provide statistical and analytical support to meet the operational and research needs of organizational units throughout the Bank by providing advice and assistance on use of appropriate statistical methods and techniques, on data sources, its availability and quality, and by participating in missions where statistical issues are of particular importance;
- Provide the statistical input for the Bank Group’s Annual Report, the African Development Report, the African Economic Outlook and other important Bank publications;
- Prepare publications for dissemination within the Bank and to officials and institutions in member countries; and review data for consistency, accuracy and reliability in Bank reports;
- Represent the Bank at international and regional meetings and provide guidance on statistical issues and applications;
- Assist in preparing coherent implementation work plans for each core activity of the division based on country driven activities
- Assist the Division Manager in quality control of the work of the Division and also act as Manager in his/her absence.
Selection Criteria
Including desirable skills, knowledge and experience
- At least a Masters degree or its equivalent in statistics, economics or a related field with a strong background in quantitative methods;
- Preferably a minimum of 7 years of relevant working experience in a research or development institution;
- Must be highly competent in applying statistical methods, including forecasting techniques, and in the use of statistical computer programs;
- Ability to work in a complex multicultural environment; Ability to organize and effectively manage work teams;
- Must have coordinated a least a survey programme or managed statistical projects
- Competence in the use of Bank standard software applications (Word, Excel, Access and PowerPoint), SAP desirable;
- Proficiency in English and/or French, with a working knowledge of the other language.

- Be conversant with Integrated Library Management System such as KOHA.

Computer Technician

Applicants must be holders of KCSE C or KCE Division III and above. They must have professional qualification of a Diploma in Electrical and Electronics or Computer Engineering or its equivalent from a recognized institution.

Applicants must be holders of KCSE D+ or KCE Division III and above. They must also have a certificate in Braille Transcription.

- Have three (3) years experience as a life-saver in an institution of higher learning or sports organization
- Must possess a swimming instructor certificate
- Must possess a certificate in life saving
- Demonstrate ability to supervise swimming training sessions
- Have a valid first Aid Certificate
Terms of service for teaching posts of lecturer and above include membership to a pension scheme, a generous medical scheme, housing allowance and commuting allowance.
Other posts will be on performance based two (2) year renewable contract plus gratuity at the end of the contract, a generous medical scheme, housing allowance and commuting allowance.
