Background
UNDP Somalia works in the three main regions of Somalia and its programme has three main areas; Rule of Law and Security (ROLS), Governance, and Recovery and Sustainable Livelihoods (RSL).
The Recovery and Sustainable Livelihoods programme focuses on activities in the following areas:
* Empower local communities to participate in sustainable recovery and development of their social, economic and productive infrastructure;
* Promote local economic recovery for livelihoods improvement, employment creation and food security of vulnerable households and communities;
* Support inclusive economic growth with focus on creating an enabling environment for private sector and micro-finance development;
* Enhance capacities for climate risk and community based natural resource management;
The programme combines upstream and downstream approaches in partnership with local authorities, NGOs and Community organizations while adopting human rights based, conflict and gender sensitive approach, and empowering of youth. A key priority is to bridge the gap between humanitarian assistance and development, with a focus on creating sustainable solutions and reducing aid dependency in partnership between humanitarian and development agencies working in Somalia.
Under the overall guidance of the Deputy Country Director for Programme and the direct supervision of the Programme Manager for Recovery and Sustainable Livelihoods (RSL), the Project Manager is responsible for day today management of the livelihood and local economic development activities of RSL. Furthermore, the incumbent will be responsible for the guidance to the project team and for ensuring cross-unit cooperation and coordination. The Project Manager is expected to travel frequently to Somalia, as security permitting.
The Project Manager works on a daily basis with colleagues in the UNDP CO and at the project level, necessitating that the incumbent of the Project Manager post be able to develop and maintain viable working relationships with colleagues across the organization and with stakeholders, and be able to work with them in a responsive client orientation and problem solving mode.
Somalia is a country frequently afflicted by floods, drought, and armed conflict. Livelihoods and quick employment generation aim to bridge the gap between humanitarian assistance and development, building sustainable capacities of communities for the recovery of livelihoods and services.
Duties and Responsibilities
Summary of key functions:
* Ensuring strategic direction of project operations, day to day management and delivery of the Project’s components.
* Efficient support to tasks related to advocacy, planning and programming, resources mobilization, monitoring and evaluation, and representation.
* Financial resources management.
* Human Resources Management and efficient procurement and logistical services.
* Facilitation of knowledge building and knowledge sharing.
Ensures strategic direction, proper planning, and efficient monitoring focusing on the achievement of the following results:
* Ensures, in close consultation with Project Support Team, the effective application of RBM tools, elaboration of coherent work plans, project and programme documents, preparation of compelling proposals and monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
* Leads the livelihood and economic development project team and ensures team spirit
* Ensures the highest possible quality of delivery and ensures value for money.
* Maintains regular contact with project staff on programmatic issues and oversees the work of the project coordinators in the various Somali regions;
* Participate in all internal and external (coordination) meetings representing the project;
* Coordinate and cooperate with initiatives of other sections of the UNDP country office, specifically the ROLS, Governance and Human Development Units
* Coordinates with existing programme activities and capitalize on other ongoing similar interventions in the same sectors by other implementing agencies;
* Improve/establish communication and coordination mechanisms and procedures amongst the various stakeholders;
* Prepare inception reports, work plans and regular donor progress and impact reports for the project;
* Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities;
* Ensures monitoring and evaluation of the projects, including regular field visits and the organization of Project Board and Steering Committee meetings and report on project progress and constraints;
* Support the enhancement and update of a web-based database to serve as monitoring and reporting tool
* Manage and monitor identified project risks and update the status of these risks;
* Keep the Programme Manager abreast of emerging project issues;
* Ensures that national counterparts, at local and central level, endorse and participate in the identification of priority interventions, building national capacity and ensuring growing responsibilities of counterparts;
* Ensures the promotion and application of the UNDP drivers of development effectiveness (promotes national ownership and the development of national capacities; fosters policies and partnerships and promotes gender equality) for enhanced programmatic results, and other development standards as per UNDP’s corporate multi-year strategy;
* Ensures that all programming is founded on Rights Based approach and that programme resources are used in a balanced way and are “conflict sensitive”, ensures adherence to the Do-No-Harm principle and any joint UN operating principles in Somalia relevant to the programme area;
* Ensures the integration of cross-cutting issues, such as gender, HIV/AIDS, peace building, human rights and ICT, into the design, implementation, and monitoring and evaluation of programme/projects of the Livelihoods programme;
* Preparation of high quality project documents and proposals, and encouraging adequate peer review of the same through established mechanisms (LPAC);
Ensures efficient support to resource mobilization, focusing on the achievement of the following results
* Supports overall resource mobilization for the programme area;
* Advocates for UNDP with government counterparts, donor community, international financial institutions and the UN;
* Liaises continually with and forge close linkages with other UN offices, programs, agencies and entities, and other international and national stakeholders concerned with or providing assistance on Sustainable Livelihoods issues to Somalia
Ensures effective and efficient financial resources management, focusing on the achievement of the following results:
* In close consultation with the Programme Management Support Team (PMST), the elaboration of coherent work plans and budgets for all activities in the programme portfolio and the continuous monitoring of project work plans,
* Ensures timely and adequate reporting against plans in consultation with PMST, including providing timely and articulate progress reports and inputs to the Strategic Results Framework and Results Oriented Annual Report;
* Integrity of financial and administrative operations in the programme area by oversight of financial and budgetary aspects of the projects, under advice of the Programme Manager, Operations staff, and other support staff;
* Strict and consistent application of UNDP rules and regulations and ensuring the implementation of clear accountability mechanisms throughout the programme portfolio;
* Cost recovery for services provided by the CO to projects, in collaboration with the Programme Management Support Team and the Deputy Country Director-Operations;
* Participates in internal control mechanisms for adherence UNDP rules and regulations in contracts, assets, procurement, recruitment, etc. as required;
* Approval of financial transactions for the Recovery and Sustainable Livelihoods programme in Atlas, up to the designated level.
Ensures proper human resources management and efficient procurement and logistical services, focusing on the achievement of the following results:
* Project compliance with corporate human resources policies and strategies,
* Optimal staffing of the project;
* Mobilize goods and services to various initiatives’ activities, including drafting TORs;
* Ensure that all project recruitment and contracting is done in accordance with the standing criteria and procedures as worked out for the project and be directly responsible for their recruitment, contracting and management of national staff as well as contractors involved in the implementation of the programme;
* Project compliance with corporate rules and regulations in the field and management of procurement processes;
Ensures knowledge building and management focusing on achievement of the following results:
* Identification and synthesis of best practices and lessons learned from the Recovery and Sustainable Livelihoods Programme for organizational sharing and learning;
* Actively participates in the knowledge networks and takes advantage of best practices and lessons learned that are available in the region and globally;
* Supports capacity-building of national counterparts;
* Promotes a knowledge sharing and learning culture in the CO and, in particular, within the Recovery and Sustainable Livelihoods programme

Required Skills and Experience
Education:
* Master’s degree (or equivalent) preferably in political science, international studies, development studies or any other related field.
Experience:
* Minimum of 7 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting and/or post-conflict setting
* Required expertise in the area of Recovery and Sustainable Livelihoods, preferably with recent experience in local economic development (long term income generation and micro-finance), early recovery from conflict/post conflict or disaster country
* Experience in high-level policy advisory services to Government counterparts is desirable
* Experience in inter-agency coordination of development or humanitarian assistance is desirable
* Three or more years of senior-level management responsibilities of similar size and complexity is desirable
Language Requirements:
* Strong written and spoken English skills. Another UN language is an asset.

General Information:
ACK Eldoret Region, Christian Community Services is a rapidly growing non-profit Faith Based Organization dedicated to the expansion of economic opportunity and income for the poor in the North Rift, Kenya.
It carries out Participatory Development activities that enhance the competitiveness of agricultural and other industry “value chains” for the benefit of small-holder farmers and other market participants in the North Rift.
It also focuses on the identification and development of high potential entrepreneurs for the expansion of their businesses and generation of employment opportunity.
Primary Purpose & Function:
ACK Eldoret Region is undertaking a two year Project to contribute to improving income growth opportunities for smallholder’s farmers and other actors in selected counties of the North Rift’s Irish Potato and Dairy Value Chain.
The purpose of the Project is to develop a more competitive, sustainable and inclusive Irish Potato and Dairy value chain that increases the income of the smaller holders and creates employment.
This will be done through Empowering Producer Business Groups (PBGs) to increase production and diversify income in a sustainable manner, improving the supply chain to strengthen market linkages, fostering competitive local processing businesses to increase local value addition, and facilitating supportive enabling environment.
Duties and Responsibilities:
* Ensure the project is implemented with sound managerial, technical, financial and human resources practices and that the processes and activities adhere to corporate policy, legal and contractual obligations and corporate and donor standards.
Knowledge & Expertise
* Degree in business-related studies or Agricultural Economics, Agricultural Business Management or a related field required. * Strong analytical and project managerial skills. * Minimum of three years experience in business development and management, program design and planning. * Field and technical experience with farmer co-operatives and / or agribusiness development in region is preferred * Expertise in value chains and markets is preferred. * Strong interpersonal / people management skills and excellent oral and written communication skills required. * Proficiency in English and Kiswahili * Strong private sector experience and entrepreneurial skills * Willingness to travel domestically and internationally

Project Manager – Strengthening Social Protection to prevent and mitigate the impact of HIV and AIDS and poverty in sub-Saharan Africa

The Project Manager will provide overall management of a three year Project by working with HelpAge Country Offices, partners and nested organisations.

Overall purpose of the Job:
To provide overall management of a three year Sida funded Regional Programme by working with HelpAge country offices and partners in Africa. The Programme Manager will ensure the execution of the programme in accordance with the plans, budgets and terms and conditions of the contract with the donor.
In particular the Programme Manager will be responsible for the nesting arrangement currently with the Africa Platform for Social Protection (APSP) and the Coalition on Children Affected by HIV and AIDS (CCABA).
Job content and Key Tasks
* Provide management, technical and supervisory support to the Advocacy and Social Protection teams and partners in the implementation, monitoring and evaluation of the project activities related to this programme and measuring its impact.
* Responsible for the co-ordination and timely implementation of the programme project ensuring effective liaison with the SP and Advocacy teams, country offices and partners ensuring they all support the delivery of the project in accordance with the approved plans and budgets.
* Ensure effective coordination between the various ARDC thematic, M&E, Contracts Management, Communication and Finance and Administrative teams to ensure the programme receives all round support.
* Manage contracts and be responsible for ensuring compliance with the Terms and Conditions of the Grant as agreed with Sida and in accordance with HelpAge’s internal contract management policies and procedures
* Ensure annual programme targets are delivered on time by refining the existing and proposed annual plans and budgets and developing workable detailed plans.
* Assist the Regional Advocacy Manager and the regional team, including partners, in the implementation of the regional level advocacy activities
* Participate in meetings and other events involving key HelpAge International’s audiences
* Responsible for the preparation and submission of timely donor narrative reports and ensuring corresponding financial are prepared and submitted on time.
* Be responsible for the profiling of the programme by abiding by internal reporting systems and timeframes including monthly report, annual planning, mid-term and year end reports and others as appropriate
* Coordinate capacity building activities to ensure the milestones developed for APSP’s autonomous status are achieved and regular technical and management support is provided to APSP to achieve this goal
* As the budget holder, be responsible for programme finances ensuring the programme phasing is produced on time and a Detailed Budget Sheet is generated and uploaded in the SUN system to facilitate the generation of timely Project Monitoring Sheets.
* Ensure the budget is managed with strict adherence to good practice financial procedures and the specific donor conditions. In case of deviation, provide feedback and guidance on corrective measures.
* Work closely with the Finance team in designing effective budget monitoring systems, ensuring individual project budgets are regularly tracked and deviations from the budget are identified, investigated and corrective measures taken promptly
* Ensure the quality of the programmes/projects is maintained through an effective monitoring system and that accurate data and information documented and reported according to requirements.

Job Summary

Duties and Responsibilities
* Ensure proper financial management, accounting, reporting, and administration of projects by indigenous implementing partners.
* Assist IP’s in development, review and update of appropriate policies and procedures.
* Maintain communication with indigenous implementing partners and work with SAIDIA team to assist facilities in developing a plan for integration of HIV services and systems into the wider health system structure of the organization.

The job
As the project administrator you will be expected to deliver:

The person

Bachelor’s degree preferably in the social sciences (Preferably in Business Management)

The Africa Soil Health Consortium project will seek to address the issue of poor soil fertility in Africa using Integrated Soil Fertility Management.

The project will work with on-going initiatives in the region that are introducing and implementing ISFM.

Context and Background
Merlin has been working in Kenya since 1998. Merlin is currently operational in three geographic regions: Lake Victoria, the Western Highlands and the Arid and Semi Arid regions of northern Kenya.
In addition to the country office in Nairobi, Merlin maintains offices in Kisii and Kisumu towns in Nyanza province, Lodwar in Turkana district and Wajir town in Wajir province. Since January 2008, Merlin has also been implementing an emergency response project in Nakuru North district in Rift Valley province.
The overall objective of Merlin’s work in Kenya is to contribute to a reduction of health inequalities and to a reversal in the current downward trend in health related indicators.
Merlin does this by responding to emergency needs as well as continuing to build on lasting working relationships with communities and local partners; supporting the strengthening of the Kenyan health system; approaching health problems with innovative interventions; developing answers to key practical questions through operational research; and using the lessons learned at local levels to feed into national-level programming and planning.
Main purpose of the role
The main purpose of the role is to provide programme support, development and implementation. Ensure relevant Merlin procedures and best practice are followed in relation to logistics, security, and human resource management.
Overall Objectives (scope)
The Programme Coordinator (PC) is responsible for overall management of all Merlin personnel, programmes and support functions in Turkana district, Rift Valley Province. Merlin is working closely in partnership with the Ministry of Health and communities to implement health and nutrition assistance to pastoralist and marginalised populations in Turkana district. Activities currently running include nutrition assistance through a Community Therapeutic Care (CTC) approach, support for the provision of Primary Health Care, capacity building of local partners, and HIV/AIDS activities.
Responsibilities
Management/programme development
* Overall responsibility for effective and efficient management of all Merlin programmes in Turkana district ensuring that they meet their intended objectives, consistent with the project management cycle and in accordance with Merlin principles, policies and procedures.
* Ensure programme activities are successfully implemented in accordance with the programme documents including proposals and project log-frames as well as the terms and conditions of the contract with partner agencies (including donors).
* Ensure monitoring systems are developed and are in place and that project reviews and evaluations are carried out as planned with the appropriate participation of stakeholders and partners at all stages.
* Employ participatory approaches for the development of links with community groups to raise awareness, increase knowledge and change attitudes and practices towards health issues.
* Assist the Project Health Coordinator in the process of work plan development, implementation and monitoring; field research/assessment, analysis, documentation, reporting and dissemination.
* Ensure all relevant authorities are included in the planning, implementation and monitoring of the programmes.
* Develop and maintain good working relationships with provincial and district MOH, communities and their leaders as well as other stakeholder organisations.

Logistics, finance and administration
* Ensure Merlin HR, administrative, financial and logistical systems/procedures are in place in accordance Merlin policies and procedures, maintained and adhered to so that all support functions are carried out effectively and efficiently.

* Ensure that all Merlin contractual matters including contracts of office and team accommodation premises as well as hired vehicles are up-date and well maintained.
Human Resource Management
* Overall direct management and development of Merlin support function staff in Turkana district.
* Ensure that all Merlin staff contracts and job descriptions are up-to-date at all times and personnel files are maintained properly.
* In conjunction with the Project Health Coordinator, manage, supervise and support the work of the programme teams.
* In consultation and coordination with the Country Director and HR Manager and in accordance with Merlin Kenya HR policies, procedures and manual; be responsible for national staff selection, recruitment and disciplinary processes including dismissal in the province
* Ensure that timely staff appraisals are conducted for all Merlin staff in Turkana as per Merlin standard requirements and procedures.
* Ensure all new team members are adequately briefed on arrival in the field, clearance procedures are followed for departing staff members, and that staff members are debriefed at the end of their employment.
* In consultation with the Project Health Coordinator, Country Health Director, the Country Director and HR Manager, develop TORs, identify external consultants and facilitate and monitor their field work (i.e. surveys).
* Maintain good inter-team communications and develop and maintain positive team dynamics.
* Ensure that Merlin’s national staff policies and procedures are understood and correctly followed.
* Support team members professionally and monitor and support stress management.
Security
* Be responsible for security and safety of Merlin staff and resources in the district in line with Merlin Kenya security and safety policy.
* Develop and update district specific security management plan in consultation with the Regional Logistics Coordinator and the Country Director.
* Record and report any security incidents to the Nairobi Country Office.
Representation
* Be the focal point for representing Merlin in Turkana with district level government authroities, Ministry of Health, donors, NGOs, networks and other stakeholders.
* Ensure all relevant parties are kept informed of Merlin activities as appropriate (e.g. donors, MoH, etc.).
* Represent Merlin at all relevant meetings and forums at provincial and district levels regarding matters related to Merlin programmes in Turkana district.
* In consultation with and guidance from the Country Director, act as the contact person with the press and media in the district.
* Contribute towards the dissemination of lessons learnt and best practice through publications (general, health sector, academic) and presentations at conferences, in consultation with the Country Director, Country Health Director, and the London Headquarters Staff.
Other
* To respect all Merlin organisational and country specific policies, procedures and regulations and ensure that they also adhered to by all Merlin staff in the district.
* Carry out any other responsibilities as requested by the Country Director.
Person Specification
Essential
Qualifications, experience and competences
* Extensive experience of international programme management including project proposal and logical-framework development,
* A university level qualification in public health, development, social sciences or other relevant area

* Experience in the development and implementation of project monitoring and evaluation systems
* Demonstrated experience in financial management, budget preparation, organisational and planning skills

USAID Project Management Specialist Job Vacancy in Kenya
The United States Agency for International Development (USAID) East Africa Mission seeks to fill the position of Project Management Specialist - Transition Initiative for Somalia (TIS) Program in its Limited Presence Countries Office.
The position is based in Nairobi and is open to all qualified candidates. This is a re-advertisement and previous applicants need not reapply.
Basic functions of the position:
The Project Management Specialist will have a primary role in managing the Transition Initiative for Somalia (TIS) Program, which will support quick impact, results-based activities to demonstrate the positive impact of the political reconciliation process.
He/she will serve as a technical resource to foreign assistance activities especially in reviewing sub-grants and proposals and liaising with government and donor officials.
He/she will require a sophisticated knowledge of communication strategies, media relations, and journalism as well as a solid understanding of development issues in the Eastern Africa region, particularly in Somalia.
The incumbent will act as a U.S. Government (USG) representative in formal and informal settings related to the position.
He/she will serve as the Contracting Officer’s Technical Representative and/or AgreementOfficer’s Technical Representative for some implementing partner agreements managed under the TIS Program.
The Program Management Specialist will provide day-to-day oversight and management of program performance to ensure program implementation achieves planned results.
This is a key management position requiring excellent communication skills, an ability to perform in a complex and highly sensitive political environment, and a strong interest in assisting countries in transition.
Since position duties may require continued changes in program direction and implementation, including frequent coordination, the incumbent will be someone who is highly flexible and willing to work under conditions of ongoing change.
Required qualifications:

Education: Master’s degree with significant study in, or pertinent to, the specialized field, including, but not limited to, international development and social sciences is required.
Experience (40%):
5-7 years of recent professional experience in project management experience with a USG agency, an international assistance organization, or a non-governmental organization, in community development, economic development, conflict resolution, democracy and governance, international law, human rights activities, and/or political analysis is required.
Experience in Somalia or the Horn of Africa is required.
Previous experience with the USG, international donors or development organizations is highly desirable.
Knowledge (30%):
Must have managerial and coordination skills and excellent interpersonal skills in various settings, be able to work under complex situations and maintain high quality work output, and to develop and maintain an extensive range of working level contacts with stakeholders.
Must be able to communicate ideas in writing and orally, clearly and effectively in English.
Working knowledge of Somali is required.
Candidates must have a solid monitoring, evaluation, and
program management background.
Skills & Abilities (30%):
A strong ability to analyze information, evaluate data and prepare reports and related documents in English is required.
Must possess demonstrated ability to make politically and culturally sensitive oral presentations logically and persuasively to senior USG and Somalia officials and other donors.
The successful candidate must be proficient in Microsoft Office Suite.

The successful candidate will oversee and manage IntraHealth’s work with the Sudan People’s Liberation Army (SPLA), Ministry of Health (MOH), the Southern Sudan AIDS Commission (SSAC), sub-guarantees, and other stakeholders, to create and implement a broad range of HIV activities focusing on I-IIV prevention, treatment, care and support.
S/he will also support HIV/AIDS policy development and contribute to the organizational development of the SPLA HIV/AIDS Secretariat. This will involve liaising with the SPLA HIV/AIDS Secretariat, the MOH, SSAC, stakeholders, and donors locally and externally.
Reporting to the Senior Program Manager based in Chapel Hill, NC, USA, the successful candidate will assume overall technical and managerial responsibility for program implementation with travel in Southern Sudan and internationally up to 50% of the time.
Qualifications and experience
Masters degree in public/international health, public administration, social sciences, development, health or related discipline.
At least 6 years working experience in HIV/AIDS program implementation in low resource settings
Demonstrated success in a managerial role of a comparable program, managing professional and financial resources on a similar scale preferred.
Ability to interact productively and proactively with military officials, MOH and SSAC officials, CDC and other donors, sub grantee partners and civil society organizations.
Self-starter with competence to assess priorities and manage variety of complex activities in a time
Flexibility and ability to perform in a difficult physical and resource-poor environment.
Computer literacy in Word, Excel, Power Point.
Experience delivering HIV/AIDS-related trainings and intervention programs.
Excellent organizational and communication skills (both oral & written)
Familiarity with US CDC operating protocols and procedures

Department: Project Services
Summary
Responsible for the management of all technical project services resources and delivery of high quality services required in project development, including valuation, urban planning, procurement, contracts, cost estimation, design & architecture, and facilities management
Key Duties & Responsibilities: (Include but not limited to the following)
Select and develop professionals with strong technical skills to provide the required services to project development teams
Plan project services manpower based on inputs from operating units
Participate in resource allocation process across projects
Coordinate provision of technical services such as valuation, master-planning, design & architecture, cost estimation, for project development
Capture and disseminate knowledge across projects for different service groups
Identify and develop relationships with service providers to whom work can be outsourced if required
Provide inputs on procurement strategy
Identify and implement productivity tools for services functions
Ensure application and compliance with Group Fraud Policy
Ensure that knowledge management database is updated regularly with all accurate and relevant information
Ensure adherence to Quality and Safety, Health and Environment (QSHE) standards, as defined from time to time
Education and Experience
Professional qualifications and/ or experience equivalent to a Master’s degree in construction engineering and/ or project management
At least 15 years of experience in real estate industry
At least 7-8 years in experience in project management, design, urban planning, architecture, cost estimation
Specific Knowledge/ Skills
Solid understanding of project commercials and financial management
Strong team and leadership skills
Effective communication skills
