ROLES AND RESPONSIBILITIES

The Field Officer will be responsible for:

  • Planning, coordination and implementation of the field framework for the impact evaluation study project on VSL focusing on male engagement.

  • Conduct situational analysis in collaboration with the existing VSL groups to determine the training needs with the Male engage focus and the status of VSL groups within area of assignment.

  • Identification and training of community based trainers and resourceful persons as opinions leaders' community based trainers in the community.

  • Through the Impact Evaluation Project conduct economic opportunity analysis and market surveys and in partnership conduct technical skills training and especially in the area of Gender considering the Male Engage.

  • Train ISARO Project staff members on gender related issues with a focus on engaging men in ending SGBV.

  • Liaise with the CARE/VSL and RWAMREC Offices to gather information and materials for presentation to VSL's Beneficiaries.

  • Participate in periodic activity assessments as guided by the CARE/ICRW program work plan.

  • Make periodic reports on mainstreaming male engagement activities of CARE/VSL beneficiaries.

  • Works closely with the Capacity Building Office and CARE/VSL officers in areas of program development and reporting.

  • Works within an agreed work plan, meeting ISARO and Impact Evaluation Project requirements and priorities.

  • Supports the effective day-to-day running of RWAMREC`s activities of the CARE/ICRW Impact evaluation project.

  • Assure quality of services and reports

  • Other duties assigned by the direct supervisor

Required Skills and Qualifications:

  • At least a Bachelor's Degree in social sciences, Public Health, Community Health, Education or any other relevant field.

  • At least 2 years of experience in training in gender issues.

  • Demonstrated capacity in community mobilization

  • A minimum of 3 years doing similar work

  • Experience in adult learning and child learning.

  • Varied experience in developing learning materials and delivering trainings and other capacity building initiatives.

  • Ability to maintain effective working relations both as a team member and team leader and ability to establish priorities and to plan, coordinate and monitor own work plan.

  • Proven ability to work effectively with diverse groups of people.

  • Excellent communication skills with demonstrated commitment to participatory approaches.

  • Excellent written and spoken English, French and Kinyarwanda.

  • Ability to use ICT to access information and prepares reports.

  • Ability to promote and market projects, producing a range of publicity materials.

  • Willingness to work in Huye District.

  • Possess a driving permit (Category A).

Key responsibilities:

* In charge of Internal Audit Unit

* Prepare and submits quarterly reports to the Board of Directors;
* Appraises the economy and efficiency with which resources are employed;
* Reviews operations or programmes to ascertain whether results are consistent with established goals and objectives and whether the operations are being carried on as planned;
* Reviews Audit working papers and conducts special investigations as and when the need arises.
* Ensuring technical development and capacity building of professional staff in the Internal Audit Unit.

Qualifications

* Masters degree in accounting, Finance, Management or other related fields with ACCA or CPA qualification;
* A strong experience of 5 years in Auditing;
* Should ideally be fluent in English and French with a good command of the two languages;
* Proven computer literacy in all Microsoft Office Tools.

Reporting line: The Chief Internal Auditor reports administratively to the RECO & RWASCO, Director General and functionally to the Board of Directors.

Scope
Maintenance of an efficient office support function, including book keeping, secretarial service, procurement, mail, telephone & communication operations, transport services, travel arrangements and hotel accommodation for business visits.

Minimum Qualifications and Experience
  • Bachelor of Commerce , Finance, Economics, Law , or other relevant degree;
  • Professional qualifications, ACCA will be desirable ;
  • Working experience in use of spreadsheets and financial accounting packages, Word Power, Point, email systems, website and on-line skills;
  • Self –motivated, mature , able to work long hours when necessary, and committed to contributing to the attainment of the Banks mandate;
  • Flexibility and ability to multi-task and ability to perform at a high level of proficiency;
  • At least 3 years work experience as an Accounts Assistant with knowledge of office administration and procurement in a commercial-oriented organization preferably a Bank;

Request for Expression of Interest for an Individual Consultant to Review and Update the Operations Manual for the Public Sector Capacity Building Secretariat
1.0. Background
The Government of Rwanda (GoR) has received from the Belgian Government through the Belgian Development Agency (BTC) a grant for the Support to Capacity Development in Rwanda-project which is managed by Public
Sector Capacity Building Secretariat (PSCBS).
Part of the grant shall be used to procure the an experienced and qualified consultant to review and update the POM, ensuring that it aligns with the new mandate of PSCBS, and reflects the current national and donor requirements.
2.0.General/ Specific Objectives
2.1. The General Objective of the Assignment is to make a thorough review of the existing Project Operations Manual and update it according to the new changes in the institutional and legal framework of PSCBS and the revised National Public Financial and Procurement management regulations and to facilitate the implementation of its activities.
2.2. The specific objectives of the includes:
(i) Reviewing the existing POM and its Annexes to determine areas that have to be revised as well assignment as updated;
(ii) Identifying sections in the POM that require to be updated particularly those areas that are related to the implementation of Organic Law no 37/2006 ; the Ministerial order no 002/07; the Law on Public Procurement no 12/2007 of 27/03/2007 and the rules, laws and procedures that govern public servants in Rwanda and
(iii) Proposing a revised POM that would match with the mandate of the PSCBS and which conforms to national legal provisions.
3.0. Required Profile
The Consultant should demonstrate the following qualifications and experience:
  • A relevant University degree in project and financial management, economics or public administration;
  • A minimum of 10 years proven professional experience in Public Finance and/or Procurement and hands on experience in institutional capacity building, program design and operation; monitoring and evaluation processes;
  • Experience in undertaking at least two similar assignments within the region. Experience in the Rwandan context shall be an added advantage;
  • Proficiency in English is essential; with a working knowledge of either French! Knowledge Kinyarwanda is an advantage;
  • Be highly analytical and with sound competence in the use of work processes and procedures;
  • Be able to work in a team and collaborate with institutions of different nature;
  • Be very client oriented, work out key issues and priorities and cater flexibly to needs as they emerge.

Audit Manager - World Vision International (Rwanda)

World Vision is seeking to hire a qualified, dedicated and experienced East African citizen to fill the following position:


Position: Audit Manager

Purpose of Position:


This is a senior management position that provides leadership to the Audit Department of World Vision Rwanda. The incumbent should implement the WV independent management appraisal system for the office. This appraisal system
should provide management with the reasonable assurance that the financial and operational transactions are in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and World Visions Financial Manual Internal Audit policies and procedures.

The Audit Manager plays an advisory and consultant role to the National Director, the Senior Management Team and the Board of Directors where applicable. This advisory role includes but is not limited to providing advice on risk management, internal controls systems and their impact on the operations of the organization.

Major Responsibilities

  • Develop audit plans for the WV office based on risk assessments. Communicate the audit dates, as appropriate, to management.
  • Ensure that the audit programs and work practices in the department are in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and World Vision’s Financial Manual Internal Audit policies and procedures.
  • Advise management on the formulation of risk management strategies and policies and all operations areas of the organization with a view of ensuring all management policies adequately mitigate the risks identified — this role will not include the development of the actual policies and systems.
  • Review office financial systems and report on compliance with the WVI Financial Policies and the Generally Accepted Accounting Principles and practices.
  • Carry out special audits and investigations at the request of management.
  • Review work papers before reports are issued and issue reports of audit results from internal audits and special investigations carried out by all staff members of the internal audit function.
  • Supervise internal auditors as they carry out performance and procedural audit of all office functions and projects and, when necessary, participate in such audits to provide field audit leadership.
  • Provide summaries of audit results and trends to management regularly and in subsequent audits determine that audit recommendations have been tracked and implemented by management.
  • Conduct performance appraisals for all internal auditors.
  • Develop a system to ensure the quality of work done by the Internal auditors is regularly reviewed and appraised and corrective action taken when necessary.
  • Plan for Continuous Professional Development for al Internal Auditors and either as individuals or as a team by facilitating their attendance at professional seminars and trainings by maintaining 80 units every two years (with 24 in US government accounting/auditing).
  • Assist on international audit assignments as required by WVPO Audit & Evaluation Department.
  • Assist in selecting firms, planning, and performing annual external audit work on behalf of external auditors (if applicable and cost-effective).
  • Attend and participate in daily devotional and weekly chapel meetings.
Qualifications and Conditions Required
The following knowledge, skills and abilities may be acquired through a combination of formal training, self-education, and prior experience or on the job training.
  • Graduate preferably in business related studies.
  • Full accounting qualifications — ACCA, CPA or other internationally recognized accounting qualification.

The Engagement of a Database Development/Management Specialist

1 Background

1.1 General

The Ministry of Infrastructure in Rwanda covers 5 sub-sectors; Transport, Energy, Habitat and Urbanism, Water & Sanitation and Meteorology.

Currently, all development programmes and related project activities in the respective sub-sectors- are executed by the Ministry under the supervision of sub-sector coordinators who are supported by professional in each-respective field.

The Government of Rwanda has identified that the rehabilitation and expansion of the country's physical infrastructure as one of its highest priorities for the economic development of the country.

In this regard a 5 year development programme (EDPRS 2008-2012) has been formulated with specific targets to guide the process. In order to monitor and evaluate the performance of the programme, a baseline survey and the development of a database has been proposed and a contract of engagement will be signed in due course with an external consulting company for its execution.

In UAT of this the Ministry of Infrastructure now seeks to recruit a database management specialist to oversee and manage this database.

II General Duties

The Database Management Specialist (DBS) shall work closely with the Minister of Infrastructure and provide management support on the operations of the database.

The DBS shall guide the creation of the database and help to train the personnel who would be incharge of maintaining and updating of the data.

She/he will provide guidance to the, Minister in the future expansion and integration of the information with other government entities.

2.1 Specific Duties

Specifically the Database Development/Management Specialist shall, interalia, undertake the following duties:
  • Provide guidance in the establishment of the database,vis-a-vis user friendly software, operational procedures and data input methods;
  • Provide guidance on the type and quality of information to be sourced and included in the database;
  • Design and manage a digitised fleet management database to automate the day-to-day duties required to operate and maintain a Government's centralised vehicle fleet database including the management of the vehicle loan scheme;
  • Administrator of central database at MININFRA for keeping each and every record related to the vehicle loan and joint equity schemes, and report them to the Government Fleet Management Team on monthly basis;
  • Work in close liaison with the national ICT agency, RITA in providing some synergy among the various IT applications utilized in other government ministries;
  • Prepare regular written reports on specific IT and DB related issues under the Ministry;
  • Provide guidance on the establishment of a web-based data management system with restricted access;
  • Assist in the training and capacity building of Ministry personnel and supervisors in IT related areas;
  • Identify the current IT Human Resources Capacity within the Ministry and propose strengthening measures;
  • Prepare TOR'S for any additional technical assistance or training required;
  • Perform other tasks as required and/or directed.
2.2 Required Qualifications and Experience

The Database Development/Management Specialist should have the following qualifications:

The database development/management specialist shall be an information technology professional with at least 5 years related work experience in Database development, management and computer programming.

She/he shall have substantial working knowledge of DB software such as DBSM, Linux, SQL Server, Sybase, SPSS (statistical analysis software), MS Access and the successful establishment and operation of complex databases.

In addition she/he should have sufficient working experience in the following key areas:
  • Project Design & Analysis (Classic and Object-oriented methodology);
  • Software developments-, about 3 to 5 years of experience in all stages of software development life cycle, ranging from small applications to large information systems, including experience with software design and development, programming, writing technical documentation, testing, trouble-shooting and providing end-user support;
  • At least 3 to 5 years of experience in back-end database analysis, design, development and administration;
  • Client/Server and multi-tier development using back-end RDBMS products and front end development tools;
  • Design and Programming of E-Commerce projects and Databases;
  • Strong knowledge of transport, accounting and financial software;
  • Should also have high level of professional experience in the public or private sector in administration, management or evaluation of projects, programs or policies in the fields relevant to the ICT and other highway and transport development planning and management;
  • Substantial International experience and exposure, including similar work in developing countries.
  • Excellent oral and written communications skills in English;
  • Sound interpersonal skills and ability to work in a team environment.
III. Remuneration and Duration of the Contract
  • An internationally competitive remuneration package shall be offered while the duration of the contract shall be negotiated directly with the Minister of Infrastructure.

Lead Technical Manager Job Advertisement: Rwanda Development Board

Lead Technical Manager for RCIPRW for project RBD/IT/RCIP/IC/S/18/09

Background

The Government of Rwanda is embarking on an ambitious project to provide advanced telecommunications services across the country.

In addition to its own resources, the Government has requested World Bank assistance to support this objective.

In this context the Government is formulating activities to be financed through a US$24m grant under the World Bank Regional Communications Infrastructure Program (RCIP).

RCIP is a regional program designed to improve the development and use of regional communications networks (more information on www.worldbank.org/rcip).

The specific objective of the RCIP project in Rwanda (RCIPRW) is to contribute to extend the geographic reach of broadband networks and stimulate the private-sector to provide broadband connectivity across the country at affordable rates.

Scope of Work

The main tasks of the Lead Technical Manager are:
  • Support RDB management to ensure the effective coordination, management, and implementation of the RCIPRW project activities;
  • Overseeing and being responsible for the overall implementation of the RCIPRW;
  • Functioning as the main point of contact between the project and the World Bank.
  • Liaising effectively with all public and private stake-holders involved in the implementation of RCIPRW.
  • Ensuring that project beneficiaries are well informed and involved in all project activities;
  • In cooperation with the government, ensuring effective administration and financing of the project, including timely submission of application for funds withdrawals,
  • Ensuring timely disbursements and efficient use of project funds
  • Monitoring and evaluating the project's performance
  • Supervising the RCIPRW technical team

Major responsibilities:

Management of the Budget and Contracts
  • Approve, coordinate and control all activities related to selection, acquisition, development and installation of the activities of RCIPRW.
  • The Lead Technical Manager provides advice on evaluation, selection, implementation and maintenance of these activities, ensuring appropriate investment in strategic and operational systems.
  • He also evaluates systems to measure their success.
  • Oversee the preparation of all TOR for consultants and supervises execution of contracts.
  • Oversee the preparation of all TOR, EOI, RFPs and other project related procurement documents.
  • Develop and maintain corporate policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of ICT systems.
  • Maintain contact with ICT operators, ISPs and other companies in the sector.
  • Maintain knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels.
  • Evaluate alternatives, perform appropriate cost benefit analysis, and recommend solutions that maximize effectiveness and minimize costs commensurate with acceptable risks.
  • Ensure that Government of Rwanda and World Bank policies and procedures are followed at all times.
  • Ensure that financial monitoring and reporting systems are in place and operational at all times to meet Government of Rwanda and World Bank requirements.
Planning/ Policy Development
  • Responsible for the vision and planning for the project.
  • Lead the detailed design of the project implementation mechanism (e.g. detailed technical feasibility studies, tendering process, bid evaluations, etc.).
  • Responsible for coordination with other agencies of government (including the relevant Ministries and other regulatory agencies).
  • Develop and enforce policy and procedures to ensure the protection of the project's assets and the integrity, security and privacy if information entrusted to or maintained by the RDB. Reporting

Supervision/Staff Coordination
  • Select, train, supervise, evaluate and dismiss, if necessary, the RCIPRW staff.
  • Assure that the duties and roles assigned to each member of staff will be performed during vacations, illnesses, and other cases where the primary person is not available.
  • Participate as a full member in the RDB Management Team and liaise at all times with the eRwanda Project Manager.
Required Academic Qualifications, Competences and Skills.

Successful applicants will have a strong background in project management.

It is important that the applicant have
  • a good knowledge of the ICT sector, particularly in telecommunications;
  • government and business operations in Rwanda, and,
  • knowledge of and experience of working with the World Bank.
The Lead Technical Manager should have:
