Summary of Key Functions:

Functions / Key Results Expected
Scope of Work
The Consultant will be based in Nairobi for the duration of the contract. Travel to relevant areas of Somalia, specifically Puntland and Somaliland, may be required. Other travel may be arranged at the discretion of the Resident Coordinator’s Office.
Methods and outputs
The consultant will:
advise the RCO and UNCT on how to strengthen the existing monitoring and evaluation framework for the UNSAS
Provide a detailed plan, with clear responsibilities, for the monitoring and evaluation activities of the UNCT and RCO under the UNSAS
Develop monitoring and evaluation tools for the UNCT and RCO
Develop a proposal for how to carry out real-time evaluations of UN programmes.
Monitoring and Progress controls
The consultant will be supervised by the Head of the Resident Coordinator’s Office and the quality of the consultant’s works will be assessed by the Monitoring and Evaluation Group of the UNCT.
Final product/deliverable
An improved and complete monitoring and evaluation framework for the UNSAS, including baselines and indicators;
A detailed plan, with clear responsibilities, for the monitoring and evaluation activities of the UNCT and RCO under the UNSAS
Develop monitoring and evaluation tools for the UNCT and RCO
Develop a costed and phased proposal for how to carry out real-time evaluations of UN activities and programmes throughout Somalia, including in areas where access is difficult.
Advise the RCO on how to strengthen the monitoring and evaluation framework of the UNSAS;
Advise the RCO on how to complement agency level monitoring and evaluation;
Contribute to knowledge sharing amongst UN staff on issues relating to the UN Reform Agenda and post conflict transition;
Ensure that regional disparities, inter-sectoral linkages, and cross-cutting issues are taken into account in all monitoring and evaluation activities; and

Experience must primarily relate to senior levels of programme management, change management and the monitoring and evaluation of programmes and reform interventions.
Experience in crisis or post-conflict countries or experience in Islamic societies and/or in Africa and the Arab worlds
Hands-on experience in design, monitoring and evaluation of development projects is required
Previous experience designing and conducting real-time evaluations is required
Sound knowledge of the UN system’s procedures and operational activities for development is desirable.
Familiarity with the UN, particularly the UN Reform Agenda is desirable.
Solid experience in using MS Office package and web-based management systems.
Language requirements:- Fluency in English, both written and oral communication skills

Short Term Assignment to Undertake an Evaluation of Support to Electoral Reforms and Constitutional Referendum Project
1. Background
1.1. Interim Independent Electoral Commission
The Government of Kenya established the Interim Independent Electoral Commission (IIEC) following recommendations by the Independent Review Commission of the 2007 Post-Elections (IREC) and subsequent enactment of the Constitution of Kenya (Amendment) Act No. 10 of 2008. It replaced the defunct Electoral Commission of Kenya which was accused of mismanaging the 2007 parliamentary and presidential elections resulting in the loss of over 1000 lives and displacement of hundreds of thousands of people. The mandate of the IIEC was very specific.
1.1. Support of UNDP and Other Development Partners
In response to a request from the Government of Kenya through IIEC, UNDP established a joint programme of support with other development partners entitled: “Support to Electoral Reforms and Constitutional Referendum Process in Kenya.” This in cognizance of the enormous task IIEC faced in spearheading reforms of the electoral processes in Kenya and tight timelines towards the referendum.
The Project sought to provide support in terms of technical and financial assistance for the period running between October 2009 and December 2010. This period was to cover two major events: the national voter registration and the referendum on the draft constitution. The lessons learned in this phase, intended to feed into a more long-term programme of support focused on the period 2011-2013.
2. Objective
The overall objective of the evaluation is to (1) assess the impact of the “Support to Electoral Reforms and Constitutional Referendum Processes in Kenya” Project and (2) producing recommendations for future electoral assistance programmes. The Evaluation is expected to improve the effectiveness of electoral assistance programmes supported by UNDP and its partners in strengthening electoral systems and processes in Kenya.

Planning, Monitoring and Evaluation Coordinator
Summary:
International Child Support (ICS) is a Dutch international organization that promotes children’s rights in Africa and Asia. It aims to contribute to a world of confident children and youth who can enjoy their childhood and are able to develop themselves. ICS therefore informs duty bearers about child rights and seeks to strengthen the capacity of duty bearers to design and implement programs that are in the best interest of children and the youth.
ICS is now looking to fill the position of a Planning, Monitoring and Evaluation Coordinator for the Africa Regional Office. He/ she will work closely with the ICS Programme Offices in Western Kenya and Northern Tanzania as well as with the organization’s partners including the Planning, Monitoring and Evaluation coordinator in the ICS office in Netherlands on matters of planning, monitoring and evaluation. The PM&E Coordinator will advance the PM&E practice of organizational learning, accountability and stakeholder empowerment.
The Coordinator will be based at the ICS Africa Regional Office in Nairobi and will be expected to frequently travel to the programme offices and partners in the larger Eastern Africa region - Kenya, Tanzania, and Uganda. The PM&E Coordinator will report to the Regional Programme Coordinator for ICS Africa.
Description:
1. Policy and strategy development
The PM&E coordinator will be responsible for the maintenance and development of a system for Planning, Monitoring and Evaluation in line with overall objectives for PM&E of ICS. This includes ensuring that:
(i) ICS is a learning organisation;
(ii) Data required are delivered as an input for reporting and
(iii) Implementing staff and community representatives are empowered to their work.
2. PM&E implementation
The PM&E coordinator will be responsible for coordinating and delivering results in the areas of progress reporting, data collection for monitoring processes, and internal and/or external programme evaluations. Furthermore, he/ she will closely work with staff of ICS Africa to coordinate quality management and PM&E budgeting.
3. Advise, motivate, train and/or coach ICS staff and partners on PM&E processes
The PM&E coordinator will organise capacity development events on PM&E for both ICS staff and its partners through extensive training sessions. The coordinator will also support the implementation of PM&E activities throughout the project cycle and will actively represent ICS Africa in policy issues discussions at the ICS wide PM&E Task Force.
Requirements:
A Master’s degree (or equivalent) in a Monitoring and Evaluation programme or Project Management and/or related discipline.
At least 6 years of work experience in an international development environment, preferably in areas of participatory assessment and monitoring, data processing and analysis, designing and implementing PM&E systems, and community based monitoring.
Relevant training in specialised PM&E courses will be an advantage
Superior communication skills, both written and oral
Excellent interpersonal and team working skills, including ability to work in a multicultural environment
Networking skills, ability to establish and maintain linkage networks to the realisation of the PM&E objectives
Prior experience in capacity building and training of diverse teams
Computer literate

Main Responsibilities include:
* In coordination with the project staff and M&E field focal points establish reliable and participatory M&E framework for the Somalia-Kenya mission

Required skills and qualifications:

Purpose of the Position

Key Expected Results
1. You will assist in the development of the annual evaluation and research work programme according the RBM principles with clear prioritisation. 2. 4. You will organise national and district level meetings/workshops to disseminate evaluation and policy research findings and recommendations to the intended audiences in user-friendly methods. In particular, to ensure that effective participatory feedback is provided to local government, community and civil society stakeholders. This should include supporting building relationships with national and international research institutions.
5. You will monitor and ensure that a management response to the findings and recommendations as evaluations and operational research are completed, recorded and followed up for implementation. Most specifically, ensure that that evaluation recommendations are submitted to the Country Management Team and follow up actions recorded in CMT minutes.
Qualifications of Successful Candidate
Advanced university degree in social science or other relevant disciplines.
Five years of relevant professional work experience. Developing country work experience. Professional work experience in programme development and implementation, including monitoring and evaluation activities. Additional professional in-service training an advantage.
At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.
Fluency in English and another UN language. Knowledge of the local language of the duty station is an asset.

FAO Monitoring & Evaluation Consultant Job in Kenya
The M&E specialist is responsible for guiding the development of the overall M&E strategy for the livelihood based projects thus ensuring timely and relevant information to project managers, project stakeholders and donors. This requires close coordination and communication with: project director, implementing organizations and the M&E Unit.
Critical tasks for the M&E specialist will be the set up of the M&E system and ensuring that proper procedures, human resources and budgets are allocated accordingly.
- Develop the overall framework for project M&E in accordance to the project documents together with the M&E plan.
- Conduct readiness assessment regarding M&E. What are the incentives at the system level, which are the beneficiaries, what is the existing capacity?
- Guide and coordinate the review of the project logframe including:
- Provide technical advice for the revision of performance indicators
- Ensure realistic intermediate and end-of-project targets are defined
- Identify sources of data, collection methods, who collects data, how often, cost of collection and who analyzes it.
- Ensure all critical risks are identified
- Identify the core information needs to be provided to the M&E Unit, PAC (Project Advisory Committees) and PSC (Project Steering Committee) in the different projects, funding agencies implementing agencies and authorities.
- Clarify M&E responsibilities of different project personnel and review the respective TOR.
- Outline the management information system, define reporting requirements from project managers responsible for implementing activities/components and define formats for standard reports (e.g., quarterly and annual reports).
- Contribute to the development of the Annual Work Plan, ensuring alignment with project strategy, agreement on annual targets and inclusion of M&E activities in the work plan on line with FAO rules and regulations and after discussions with LIVELIHOOD-BASED PROJECTS Project managers.
- Prepare calendar of M&E activities
- Define how often and how the M&E system will be revised and improved, as well as whose responsibility this is.
- Ensure that the M&E system is based on a learning orientation and is focused around the needs of the decision-makers to manage for impact. Reach agreement on when reflections and information analysis will take place and with whom.
- Identify other M&E staff that the projects needs to contract.
- Recommend suitable professional M&E training for all staff in the M&E unit
- Development of Project Impact Assessment (PIA) methodology in line with the livelihood based projectsdocument and implementing agencies internal M&E.
In the framework of the FAO plan of action design the FAO monitoring system, in line with the PCM (log frame matrix) approach.
- Review project log frame to access how much the projects are in line with the Plan of Action.
- Define the set of procedures and agreements through which information travels within FAO to different management levels and back, in order to support decision making and reporting (clear lines of communication).
- Help to define the roles and responsibilities of all relevant actors as well as lines of communication.
- Guide the process for identifying and assessing the value of key indicators for each projects/program to record and report progress against the plan of actions and strategy in terms of :
- Monitoring of Outputs (efficiency)
- Monitoring of Results (effectiveness)
- Monitoring of Reaction (utility and impact)
- Monitoring of Context
- Brief overview of current projects status in terms of:
- Intended achievements for the reporting period according to the Log Frame

At least ten years of proven experience with:
- The logical framework approach and other strategic planning approaches;
- M&E methods and approaches (including quantitative, qualitative and participatory);
- Planning, design and implementation of M&E systems;
- Training in M&E development and implementation and/or facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders;
- Data and information analysis
- Report writing.
- A solid understanding of environmental management , with a focus on participatory processes, joint management, and gender issues;
- Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management;
- Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders;

Basic Function of the Position:
The incumbent serves as the principle Democracy and Governance specialist on monitoring and evaluation (M&E) and the principle gender and development specialist for the USAID Mission. Major Duties & Responsibilities:

New Partners Initiative (NPI), the project aims to build the capacity of organizations to work at the community level, support long-term responses to HIV & AIDS and increase the number and diversity of organizations working with the United States Government (USG) to address HIV & AIDS around the world.
The St John’s community Centre (SJCC), located in Pumwani area was established by the Church Missionary Society (CMS) in 1957. SJCC is now under the administration of the Anglican Church of Kenya, Nairobi Diocese.
Currently SJCC runs programs in HIV/AIDS care and support for People Living with HIV and AIDS (PLWAs) and orphans and vulnerable children (OVC), pastoral services, economic empowerment, non-formal education, community health and education, youth development, information empowerment (linked to advocacy and human rights), child rescue and child development.
The programs are implemented in six villages in Pumwani’s informal settlements as well as other parts of Nairobi and 4 regions of Kenya.
Recognizing SJCC’s experience in community development, Kindernothilfe (KNH) launched a partnership with SJCC in 2005 to implement a countrywide OVC program. In 2008, KNH won an NPI grant to establish a project and continue its support of SJCC’s work with OVCs.
The project’s strategic objectives indude: building the capacity of communities to provide care and support to OVCs, placing OVCs in apprenceship training, giving guardians of OVCs access to revolving fund schemes, supporting community efforts to foster child-headed households, giving OVCs access to basic medical services, and establishing or strengthening school and community clubs that offer psychos ocial support to OVCs.
SJCC does not directly implement activities, but rather builds the capacity of selected communities with whom it has Memoranda of Understanding (MOUs) to design and manage these OVC-centered activities.
Rationale
During the TOCA at SJCC, it was agreed that there be an M&E NPI Advisor at SJCC after three months of recruitment of the M&E Officer. The readiness to receive the Advisor was communicated during the QA and QI one on one sessions and through the ticketing system. Each NPI Partner has at its disposal the services of a NPI Advisor for the preferred period of time not exceeding 2yrs.
Monitoring and Evaluation Advisor
Job Summary:
- Provide full time onsite support to strengthen the M&E system of SJCC as an organization and the NPI project
- Work closely with the NPI M&E Officer to identify, document, disseminate, scale up best practices, monitor quality standards and measure and document quality improvements for the NPI OVC Program
- Work closely with the database consultant to ensure that the developed database is responsive to KNH/SJCC information use and reporting needs
- Support SJCC to develop and implement an organizational M&E plan
- Assist in developing standard operating procedures (SOPs) for data collection and management
- Support SJCC in implementing measures to minimize double counting as part of the development of the OVC database
- Work closely with NuPITA HIV Specialist and SJCC to implement quality improvement standards
- Identify emerging technical needs on a continuous basis and ensure that the relevant technical TA providers are made aware in order to be as responsive as possible to partner needs
- Facilitate strengthening of NPI partner’s contribution to yeady regional conferences and other efforts to share best practices with other NPI partner organizations
- Support KNHISJCC communication with NuPITA; and
- All other duties and responsibilities related to the position.
Experience
- At least five years of professional experience in managing technical assistance and capacity building support to civil society organizations; experience with community-based and faith-based organizations would be helpful
- At least five years of professional expenence in monitoring and evaluation of HIV & AIDS programming with an emphasis on OVC care and support
- Experience in working on HIV and AIDS programs funded by the USAID.
- Experience with PEPFAR programs is highly preferred
- Experience in mentoring and participatory leadership

Deliverables
- Provide weekly updates on progress to NuPITA A monthly report on the progress on Action plans send to
- Periodic reports detailing;

- Documentation of actions/changes made in the organization as result of TA received
