Job Title: Policy and Advocacy Officer

Based in Nairobi you will be expected to contribute to the development of policy and advocacy strategies of TJN-A; You shall provide high quality and high speed research and analysis for the TJN-A policy & advocacy needs, in support of emerging TJN-A work on tax justice as well as issues related to effective mobilisation of domestic resources.

You will be required to establish and maintain strategic relationships with policy makers, opinion formers, relevant institutions, African CSO and partners to promote the tax justice agenda. As part of your core functions you will identify and carry out targeted advocacy activities as agreed by TJN-A. You will be responsible to identify, prioritise, and develop policy and positioning on all areas of work that relate directly or indirectly to international finance and public finance.

Basic requirement is a graduate level qualification in any branch of economics, political science or related discipline. A post graduate qualification in economics with specialisation in international finance or public finance is desirable. You are required to have very strong research skills, with specialisation in International or Public Finance and quantitative analysis skills.

You should bring along considerable experience in development-related research in government, NGO or research institute environment.

Additionally a sound and informed knowledge of development economics and of the broader international development agenda together with proven experience in writing and commissioning policy briefs and reports, and in lobbying decision makers will be desirable.

Responsibilities
This post is in the United Nations Political Office for Somalia (UNPOS) and is at the D-2 level. The Deputy Special Representative to the Secretary-General (DSRSG) will be expected to be available immediately. The DSRSG of UNPOS reports to the Special Representative of the Secretary-General (SRSG) and acts as Officer-in-Charge in her/his absence. Under the delegated authority of the SRSG and on his/her behalf, the DSRSG directs and manages the Mission’s activities in both the substantive and administrative areas, including political affairs, security sector development, electoral/civil affairs, human rights, gender affairs, public information, joint planning, human resources and budget. QUALIFICATIONS

Education
Advanced University Degree (Master's or equivalent) in Political Science, International Relations, Social Science, Law or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience
At least 15 years of progressively responsible experience in diplomacy, good offices including in bilateral and multilateral negotiations, and political analysis is required. Senior level experience serving in conflict, post-conflict, or development settings at the national and/or international level is required. Experience serving with the United Nations system, in particular in the field, in a combination of areas including conflict prevention, mediation, conflict resolution, peacekeeping, human rights, development and/or humanitarian assistance is required. Demonstrated track record of excellent management and leadership skills in a multicultural environment is essential. Sound knowledge of and experience working in reconciliation and conflict resolution, human rights and security issues in the Horn of Africa would be highly desirable.

Languages
Fluency in written and spoken English is essential. French and Arabic are an asset.

Other Skills
Excellent drafting skills are essential.

To meet the growing demand for its services, KIPPRA invites qualified, experienced and dynamic candidates to fill the following positions:

Policy Analysts Ref. No. AS/OCT
The Institute seeks to fill several policy research positions (Analysts, Senior Analysts & principal Analysts) in the following areas of specialization: Macroeconomics; Econometrics; Agriculture; Tourism; Environment and Natural Resources; Transport; Energy; ICTs; Construction; Housing; and Social Sector (poverty, education, health, labour, and social protection).

SENIOR COUNTERPART GOVERNANCE ADVISOR, Abyei Area 
Mercy Corps is an international development organization.  We are working with the government of Sudan and the United States Agency for International Development (USAID) to enhance the capacity of governments to plan, manage and provide services to the people.  This program falls within the Democracy and Governance objective of the USAID BRIDGE program.
Mercy Corps and ARD seek improvements in transparency and accountability, particularly of management, planning and budgeting systems of government institutions to improve service delivery capacity in Abyei Area. The program will promote increased interaction and collaboration between communities and governments in identifying, prioritizing, and addressing needs to improve service delivery and to increase economic opportunity.
BRIDGE program activities will focus on (1) building government capacity to implement newly decentralized functions and responsibilities, (2) building government capacity to render services to local communities, (3) promoting constructive and effective vertical and horizontal linkages among different government institutions (e.g., inter- and intra-ministerial), and (4) facilitating community participation in government service planning, decision-making processes and sustainability of government services.
We are currently recruiting for qualified internal and external Sudanese nationals to fill the position of SENIOR COUNTERPART GOVERNANCE ADVISOR, Abyei.
JOB SUMMARY: The Senior Counterpart Governance Advisor will work with the Governance Advisor to increase the capacity of government agencies, officials and staff to deliver services to the people of Abyei area.  Under the supervision of the Governance Advisor, the Senior Counterpart Governance Advisor will provide administrative and programmatic support in the implementation and monitoring of BRIDGE government capacity building program by assisting in the design, implementation and monitoring of planned activities such as workshops, training packages and mentoring systems to government institutions. 
ESSENTIAL JOB FUNCTIONS:  
  • Work collaboratively with the Governance Advisor, the BRIDGE Chief of Party, other Mercy Corps staff, partner organizations and government agencies.
 
  • Assess the capacity building needs in the governments, working closely with government officials to identify technical assistance and training needs.
 
  • Assist in developing and maintaining a range of working contacts in governmental institutions at local level, democracy and governance agencies and non-governmental organizations (NGOs) to support the identification of program complementarities and synergies.
 
  • Assist in meetings and briefings with government institutions, key democracy and governance implementing agencies and NGOs, and provide records of these meetings. Follow up on decisions and recommendations made in such meetings to ensure that actions are taken.
 
  • Assist in the design and implementation of workshops and training of government agencies responsible for finance, agriculture, rural water and sanitation, education and other relevant government institutions. This includes organizing, compiling and distributing training and workshops materials as well as supporting documents as needed.  Identify training partners and supervises their work on-site. 
 

  • Support decentralization policy issues with government representatives.
 
  • Assist and/or conduct follow up meetings with government institutions to implement mentoring systems or mechanisms to strengthen government planning and budgeting processes and systems as well as project implementation.
 
  • Establish and maintain tracking systems of government institutions. This includes tracking records, basic information on the institutions (mandates and structures), their sector activities and performance, type and number of projects under implementation and projects carried out successfully, unsuccessfully, etc.
 
  • Perform, arrange, and coordinate field trips and site visits to assist and/or interact with officials, monitor activity implementation and collect Monitoring and Evaluation (M&E) data.
 
  • Support the Mercy Corps and other BRIDGE partners’ efforts focused on improving good governance and institutional capacity of governments to more effectively deliver services in a participatory manner.
 
  • Prepare correspondence (letters, invitations, memoranda, etc.) as needed.
 
  • Arrange meetings with government institutions and officials, key democracy and governance implementing agencies and NGOs;
 
  • Work with the Governance Advisor to prepare work plans, budgets, and program reports as needed for the timely implementation of the program.
  • Assist the drafting of weekly, quarterly and annual reports to BRIDGE Management and USAID/Sudan.
 
  • Work with preparation of work plans, budgets, and program reports as needed for the timely implementation of the program.
  • In coordination with the Governance Advisor, support the design and update of BRIDGE monitoring and evaluation; define government indicators; monitor activity implementation; and evaluate progress.
 
  • Complete any other tasks as assigned.
 
QUALIFICATIONS & ATTRIBUTES:
  • University Degree required (advanced degree preferred) preferably in public administration, finance, accounting, political science, international relations, law, economics, sociology, or equivalent.
  • Minimum 8 years experience required in implementing and managing development projects, with at least 5 years in capacity building projects. Experience must demonstrate the ability to work within and understand intricate local, State, GoSS and GoNU government structures and to successfully implement programs under complex situations.
  • Computer skills in word-processing, email and spreadsheets are required.
  • Fluent written and spoken Arabic and English.
  • Prior capacity building, teaching or training experience preferred.

1. Health Planner/Administrator MOH-CDC Co-operative Agreement

Oversee the efficient operation of the finance, supply chain and human resource functions.

This entails ensuring the development of strategies, budgets and work plans to ensure effective and efficient program support within the concept of shared services.

Specific Responsibilities
  • Coordinate the preparation and review of the renewal application which serves as the strategic plan and budget for the MOH-CDC (COAG) Cooperative Agreement.
  • Develop and ensure existence of a sound control environment across the program and manage external audits and support the role of the compliance officer. Ensure audit schedules are available on a monthly basis.

  • In liaison with the Senior Procurement officer MOPH&S manage the procurement process strategically thus ensuring contracts with able vendors are in place early during the year to avoid repetitive order placing and confirm market prices through an independent market survey.
  • Manage the change process by ensuring buy-in with Program Health Component Managers.
Qualifications
  • A Bachelor’s Degree in Economics or its accepted equivalent.
  • Masters degree in Health Economics, or Business Administration with a background in accounting or Certified Public Secretary (CPS), will be an added advantage.
Experience
  • Minimum 5 years experience in program management.
  • Management experience in AIDS, Health, Social Welfare, or development program funded by USAID is an advantage.
  • Experience with budget preparation and computerskills is required.

The Carter Center is guided by a fundamental commitment to human rights and the alleviation of human suffering; it seeks to prevent and resolve conflicts, enhance freedom and democracy, and improve health. 

The Center is seeking highly-qualified candidates to serve as Electoral and Legal Analyst in Sudan. The Electoral and Legal Analyst is primarily responsible for engaging with key referenda and governmental stakeholders and analyzing the framework governing Sudan’s referenda on Southern self-determination and the status of Abyei. This analysis will be in accordance with international standards for democratic elections, taking into consideration the country’s legal framework. This independent contract position requires short-term commitments of two months at a time, with an expectation of several return visits to Sudan. Applicants should have a minimum of 5-7 years of legal analysis experience on democracy and governance issues preferably on election observation missions. The position requires travel to Sudan beginning in September 2010. Salary is commensurate with experience.

Arabic language skills and/or prior work experience in Sudan is highly preferred. Leadership skills, cross-cultural understanding, and a background dealing with sensitive political situations are encouraged. Strong writing/communication skills and competence with technology required. 

Primary Responsibilities:

General Referenda Issues:

1. Contribute to the Carter Center assessment of whether the referenda processes were conducted in accordance with Sudan’s legal framework and international standards for democratic elections. 

2. Meet with referenda administration officials, judicial and other relevant bodies. In coordination with the Field Office Director (FOD), meet with political party representatives, NGO and civil society leaders, and domestic observer organizations.

3. Assess the referenda administration, in particular:

i) Capability of referenda commissions and supporting bodies to interpret and apply national legislation in a consistent manner;
ii) Role of the referenda commissions and supporting bodies in dispute resolution; 
iii) Conduct and effectiveness of complaints and appeals processes.

4. Prepare reports on legal and referenda related issues as requested by the Field Office Director and Project Manager. Contribute to the preparation of public statements and other mission reporting, including suggestions for methodological improvements;

Briefings and Liaison:

5. Brief mission members on important legal and referenda issues, and provide training to observers on Sudan’s legal framework and international standards for democratic elections. 

6. Support the activity of international observers by responding to all inquiries and following up on observations with relevant authorities;

Voter Registration Process:

7. Be fully familiar with and assess the legal framework and technical procedures, including voter registration, for the Southern Sudan and Abyei referenda. 

8. Analyze the results of the voter registration process vis-à-vis national census results, other population data, international legal standards, and observer/staff findings. 

9. Review complaints submitted and adjudication process regarding voter registration and offer recommendations on ways to improve procedures for the complaints process.

GENERAL POSITION SUMMARY:  
Under the direct supervision of the SuNDE Coordinator, the Advocacy officer is responsible for working with the SuNDE policy and advocacy committee to develop and advocate for SuNDE policy recommendations.  The Advocacy Program Officer is responsible for designing and implementing an overall advocacy strategy for SuNDE including SuNDE’s media strategy. The Advocacy Program Officer will also take the lead in drafting SuNDE press releases and other official correspondence with external actors.

Briefly, the key responsibilities include:

 1. Plan, develop and implement an appropriate policy & advocacy strategy for SUNDE

NDI Sudan’s Civic Engagement Program is a USAID supported program aimed at enabling a larger and more diverse audience of Sudanese citizens to become active, better informed participants in their country’s unfolding political transformation.

Under the direct supervision and guidance of the Field Program Manager, the Civic Engagement Officer is responsible for ensuring effective implementation of civic engagement activities in their assigned state. This includes supporting all NDI partners in their activities. . Additionally, the CEO is responsible for developing and maintaining relationships with key state level stakeholders and representing NDI at the state level.

RESPONSIBILITIES/DUTIES:

1. Program Planning & Implementation
  • Support all  civic engagement activities implemented by NDI local partners in your state
  • Participate in regular meetings for NDI supported partners
  • Identify training needs for NDI local partners and coordinate with FPM to develop capacity building trainings t address those needs

QUALIFICATIONS:
