Water Conservation, Dam Construction Specialist in Southern Sudan

- The position will be within the GTZ IS Southern Sudan Infrastructure Development Program
- The Specialist shall undertake all activities related to the technical implementation of water conservation and water supply projects  within the Infrastructure Development Program

The principal tasks are listed below:
·         Identification of suitable sites and design of small water conservation structures such as dams, surface water collection reservoirs, concrete weirs, sub-surface dams etc
·         Preparation of Bills of Quantities for the structures
·         Supervision of Construction, either by Contractors or by In House Teams
·         Preparation of Method Statements for construction of Water Conservation Structures
·         Ensuring Quality Control during construction  -
o   Relevant soil and compaction tests
o   Permeability tests
o   Concrete testing

·         Design and construction of basic rural water treatment plants
·         Design of water reticulation systems
·         Attending regular progress meetings with clients and funding agencies

All activities are to be done in close cooperation with the Engineers from the GOSS Ministry of Water Resources and Irrigation with emphasis to train the Ministry’s Engineers in this particular field of water technology.

In addition the Specialist may support the Sudanese Contractors in various fields of construction technology and introduce computer aided survey and mass calculation techniques.

Local Capacity Development Team Leader and Development Leadership Initiative Coordinator, USAID Nairobi

B. BASIC FUNCTION OF THE POSITION:
The Mission DLI Coordinator/ LCD Team Leader will serve as the lead on all activities related to the DLI program in the region. This position will report to the USAID/East Africa Front Office.

C. DUTIES AND RESPONSIBILITIES:
1. The DLI Coordinator/LCD Team Leader will work with EXO and Front Office to oversee all facets of DLI administrative management:
i. Facilitate the preparation of the DLIJO Memoranda of Understanding for all assignments to post.
ii. Plan and carry out a DLI orientation for all new DLIs coming to the office---including basic information related to payroll, WebTA, etc.-in coordination with HR and Controller's office.
iii. Analyze available space accommodation at the Mission in terms of additional DLIs assigned to Nairobi.
iv. Develop and oversee logistics related to assignments, work with the EXO to determine necessary procurement of office furnishings, computer equipment and peripherals, installation hardware, etc.
v. Provided guidance and interpretation of USAID policies and overall strategic direction for the DLI program and how this intersects with and supports USAID's development programs and office operation in East Africa.

2. The DLI Coordinator/LCD Team Leader will work with the EXO and Front Office to oversee all facets of DLI training and rotations:
i. Work in conjunction with DLI and his/her supervisor to develop the DLI's Individual Development Plan (IDP).
ii. Oversee documentation and record keeping related to DLI Individual Development Plans (IDPs) -updated in light of training taken, training scheduled, and new opportunities, in coordination with supervisor and DLI junior officer.
iii. Develop training tracking plans and matrices, feedback sheets and evaluation forms to ensure that DLI rotations are productive for the junior officer, that the rotation supervisor has an opportunity to provide input to the official DLI supervisor and that the DLI junior officer will have an opportunity to provide feedback on the efficacy of the assigned rotation.
iv. Manage all aspects of any planned DLI training curriculum and, as appropriate, be responsible for the development of course curriculums.
v. Coordinate with EXO to locate, contract (if necessary), and supervise logistics and administration for instructors (USAID staff in the region, retired USAID officers, and/or USAID Washington staff).
vi. Maintain close contact with USAID technical and support offices and Embassy and other USG offices in-country to identify opportunities for DLIs to fully maximize their rotations. While developing a rotation schedule is the responsibility of each DLI, the Coordinator will provide critical guidance and support to all DLIs as they develop their individual rotation schedule.

3. The DLI Coordinator/LCD Team Leader will also play a key role in developing and maintaining a strong mentoring program at the USAID Nairobi complex:
i. Provide guidance for mentoring: including information on selecting mentors, the roles of mentor and protégé, beginning and ending a mentoring relationship, and setting and achieving goals for a productive mentor-protégé relationship.
ii. Work with Foreign Service Officers and FSNs to provide advice and guidance on becoming effective mentors.
iii. Track the DLI mentor-protégé relationships, meeting with them at least once each quarter to track progress, analyze problems or provide corrective solutions, if necessary, to improve the mentoring relationship.
iv. Serve as a sounding board to listen to DLI issues.
v. Provide advice and guidance to first tour officers regarding their roles as subordinates in the office: working with an office chief, working with local staff, etc.
vi. Make recommendations for ending non-functioning mentor-protégé relationships.
vii. Make recommendations to improve training rotations to Office Chiefs, and to the Front Office.
viii. Prepare reports documenting all programming and performance.

4. The Team Leader/DLI Coordinator will work with the USAID/East Africa Front Office to lead the Mission's LCD Team:
i. Regularly meet with the USAID/East Africa Front Office and other USAID/East Africa Office Directors to learn and stay current with their programs in the region and establish working relationships with the Contracting, Program, Financial Management, Legal and Health offices at USAID/East Africa.
ii. Establish working relationships with all DLI and FSN members of the LCD Team and hold regular staff meetings with the Team.
iii. Guide, direct, coordinate and participate in, as appropriate, the work of the LCD Team in soliciting and meeting with local NGOs eligible for USAID direct grants, coordinate with Mission Technical Officers to ensure compliance work, coordinate with Mission Contracting Officers regarding the issuance, administration and close-out of grants, and coordinate the work of the LCD Team with all concerned Mission offices to ensure that the work of the LCD Team is an integral part of the work of the Mission.
iv. Guide, direct, coordinate and participate in, as appropriate, the work of the LCD Team in collaboration with concerned Agency and Mission officials, in (a) creating more accessible eligibility criteria for local nonprofit organizations to partner with USAID; (b) develop capacity-building programs for local NGOs by training NGOs in grant and report writing, as well as in financial management, or by incorporating capacity building into NGO grants; and (c) develop and implement a Mission-wide grant programs for local NGOs.
v. Establish working relationships with the other Missions and USAID operations in the region that will host visits of the LCT Team, plan trips of the LCD Team to those Missions and operations in collaboration with those Missions and operations and as appropriate join the LCD Team on such trips and guide, direct, coordinate and participate in the work of the Team on such visits.
vi. Inform and advise all DLIs at the USAID Nairobi complex on the work of the Team, holding regular meetings with all DLIs, including DLI Team members, for this purpose and provide opportunities for training and mentoring of all such DLIs on USAID procurement reform.

5. Other duties as assigned by the USAID/East Africa Mission Director.

12. POSITION ELEMENTS:
Medical and Security Clearances:
The selected applicant must be able to obtain a Secret Security clearance and a Department of State Class I Medical Clearance.
Supervision Received:
Incumbent is supervised by the Mission Director or his/her designee. Assignments are made via annual work objectives, email exchanges, telephone calls and periodic coordination meetings. However, the incumbent independently plans and manages his/her work objectives and agenda. S/he must be able to work independently, exercise good judgment and his/her advice and input are considered valuable for the management of DLIs.

As a USPSC, the incumbent has no authority to make commitments on USG funds.

Nature, Level and Purpose of Contacts:
The incumbent serves as the coordinator and technical resource person for the DLI program. S/He has contacts with USAID/W; Mission Director, Senior Embassy officials including the Ambassador and DCM, USAID/SA; Office Chiefs and local hire employees for information dissemination and coordination. The DLI Coordinator makes recommendations to the team leaders and the SA Mission Director and Deputy Directors concerning the continuation or revision of USAID DLI mentorship, training and administrative management. Maintain close contact with technical and support offices to identify opportunities for DLIs to fully maximize their rotations.

Period of Performance
The incumbent shall provide the services described above for an initial two years with the possibility of extensions with the total contract period not exceeding five years. The option to extend will depend upon the continuing need for the services, availability of funds and satisfactory performance.

13. REQUIRED MINIMUM QUALIFICATIONS
The following factors represent minimum requirements, unless otherwise indicated. All applications will be evaluated based on the documentation submitted with the application. Applicants who meet the minimum qualifications will be further evaluated based on the following evaluation factors.

College degree is required.
2. Work experience

14. EVALUATION CRITERIA
Selection will be based on obtaining high scores on the evaluation criteria below (out of a possible 100 points). In an attachment to the application, applicants shall address each of the evaluation factors and sub-factors, describing specifically and accurately their relevant education/training and experience. Applicants shall highlight how they meet the job requirements and make special note of relevant significant awards and achievements. Failure to address the evaluation factors and sub-factors and how their qualifications meet the requirements of the position will result in an applicant not receiving credit for all pertinent education, training, and experience. Only short-listed candidates will be contacted and interviewed.
Evaluation factors will be used to establish a preliminary rating of candidates. Highly rated candidates may be asked to submit written responses to a series of questions to further evaluate their written communication skills. Highly rated candidates will be interviewed and reference checks will be conducted, after which time final ratings will be established.
A. EDUCATION (20 points):

B. KNOWLEDGE/WORK EXPERIENCE (45 points):

Candidates who also have experience in the design, development and implementation of professional development programs will be considered favorably. The incumbent's work profile should reflect an ability to work in complex organizations, coordinating staff and resources within and across units. While not required, experience working in Africa on business, banking or development in particular and Peace Corps experience in general will be deemed a positive factoring evaluating an applicant 's knowledge and experience. Similarly, experience working with USAID procurement and grant-making systems will also be deemed a positive factor in evaluating an applicant's knowledge and experience. An understanding of education and training, mentoring relationships and fostering junior officers is required.
C. SKILLS & ABILITIES (35 points):
Fluency in written and oral English is required. Fluency in written and oral French is not required but will be deemed a positive factoring evaluating an applicant 's skills and experience. A writing test may be administered to assess written fluency.
The incumbent must have ability to: organize, develop, and implement a series of training and rotational opportunities for junior officers to ensure that all goals are met for DLI junior officers. S/he must be sensitive to the needs of new officers overseas for the first time, an ability to provide counseling to both the junior officers and the senior officers who will taken on a more proactive role with on-the-job training. Must be able to track and document progress (or lack thereof) for all junior officers under the DLI program at Post. S/he must have excellent communication and leadership skills to ensure that all officers are motivated to provide the necessary training and mentoring required by this program. The incumbent must be able to independently establish and maintain contacts with senior-level as well as junior levels officers within the USG. Computer skills and familiarity with word processing and spreadsheet programs are required.
The incumbent must also be able to lead, guide and direct the work of a team of junior professionals backstopped by senior part-time local professionals, and participate in that work as necessary and appropriate to team objectives and professional development of team members. The incumbent must be prepared to travel in the East Africa region and interact with a diverse body of private and public sector parties, and be able to meet internal USAID goals for team performance.

Background

Centers for Health Solutions (CHS) is a newly formed Kenyan non-governmental organization (NGO) whose goal is to strengthen public health programs in developing countries, with specific emphasis on HIV Care and Treatment, TB, malaria, and other public health issues. CHS receives support from ICAP-Kenya an international organization funded by Centers for Disease Control and prevention (CDC) through the US President’s Emergency Plan for AIDS Relief (PEPFAR). Centers for Health Solutions (CHS) works collaboratively with the Ministries of Health in Kenya, other international and local NGOs, FBOs and CBOs. Currently CHS supports 51 government health facilities in central province reaching approximately 50,700 people living with HIV in central province, Kenya.

Our senior technical advisors within the country are often unable to adjust their existing schedules to take a technical lead in proposal development, therefore we are looking to build a network of external professional consultants for short-term assignments that can respond on short-notice with strong technical expertise and proposal writing skills for upcoming competitive proposals from major public donors such as the USG and Global fund. ROLES AND RESPONSIBILITIES

The Field Officer will be responsible for:

  • Planning, coordination and implementation of the field framework for the impact evaluation study project on VSL focusing on male engagement.

  • Make periodic reports on mainstreaming male engagement activities of CARE/VSL beneficiaries.

Required Skills and Qualifications:

Purpose of the Position

Under supervision of the Chief Social Policy & Evaluation, contribute to the social policy and evaluation work of the UNICEF Uganda Country Programme. Key Expected Results

1. You will assist in the development of the annual evaluation and research work programme according the RBM principles with clear prioritisation. Assist in planning the human and financial resources needed for fully operationalising the evaluation function. Participate in the selection and supervision of evaluation consultants in the field.

2. You will support national evaluation capacity through supporting the development of national evaluation capacity, and technically support programme partners to formulate Terms of Reference and evaluation designs of high quality in compliance with the organisation's programme evaluation policies and guidelines

3. You will monitor and ensure the quality of the field work and data management during the implementation phase of evaluations, and the quality of the analysis & ease of understanding during the report writing phase

4. You will organise national and district level meetings/workshops to disseminate evaluation and policy research findings and recommendations to the intended audiences in user-friendly methods. In particular, to ensure that effective participatory feedback is provided to local government, community and civil society stakeholders. This should include supporting building relationships with national and international research institutions.

5. You will monitor and ensure that a management response to the findings and recommendations as evaluations and operational research are completed, recorded and followed up for implementation. Most specifically, ensure that that evaluation recommendations are submitted to the Country Management Team and follow up actions recorded in CMT minutes.

Key Responsibilities

Fleet, Transport and Driver Supervision

1. Organize all daily duties of drivers and vehicles according to the Fleet Management procedures in place.

3. In coordination with Logistics Manager and sub-regional Fleet Officer facilitate the examination, recruitment, testing, training and evaluation of drivers.

6. Plan and provide all the transport services for programme activities, airport transfers and for all day-to-day operations of the region office - in line with the stipulated transport request procedures.

8. Facilitate the repair or recovery of vehicle and generator breakdowns when required, including repair / recovery outside of working hours

10. Ensure the vehicles are always clean, insured and road worthy and that all accidents, repairs and defects are reported and attended to.

11. Assist the Fleet Officer in planning, preparing and controlling the activities related to maintenance and service of vehicles in Kenya.

12. Co-ordinate and monitor, together with the sub-regional Fleet Officer, the existing service and maintenance contracts with the applicable Workshops and suppliers to ensure the best possible service and maintenance for the vehicle fleet.

Fleet reporting and records

1. Ensure that all fleet related expenses are captured and data entered in the fleet wave system.

2. Prepare regular reports on vehicle mileage, lease and rentals, fuel consumption, repairs and maintenance in accordance with Federation standards. This includes data entry on the Fleetwave system and generation of reports from the system.

3. Deal with any road accidents involving IFRC vehicles and be able to travel to the accident site to deal with the victims, driver and police in accordance with Federation Standard practices. Follow-up proper reporting and documentation of accidents and claims.

4. Receiving and processing of fleet related supplier invoices in Nairobi.

5. Respond to feedback received from vehicle users on driver / vehicle performance.

6. Maintain all EARO Fleet related records and documents (vehicle 3rd Party local insurance, driver file index cards, vehicle file index cards, driving test reports, driver authorization, drivers rules and regulations, mission orders, transport requests, vehicle fuel logs, vehicle fleet related requisitions and invoices, vehicle work/repair orders, vehicle daily inspection reports, vehicle handover reports and all other fleet documents).

The Three Areas are complex and politically sensitive; as a consequence NDI has developed a distinct program. Background

The Three Areas consists of the Blue Nile, Southern Kordofan and Abyei Area. They are distinguished by their history at the front lines in the war between the Southern Peoples Liberation Army (SPLA) and the Government of Sudan (GoS), their geographic location on the fault line between North and South and the distinct political settlements provided for them by the 2005 Comprehensive Peace Agreement (CPA). Addressing the needs and grievances of the citizens of the Three Areas is widely considered to be central to the peace and stability of Sudan and critical to any successful democratic transformation.

NDI's presence in the Three Areas

NDI currently provides technical assistance and funding to three civic and voter education coalitions, in Southern Kordofan, Abyei and the Blue Nile. To do this the Institute employs six program staff and maintains three offices which cover 5 programming locations; Agok (Abyei) Kadugli, Kauda (Southern Kordofan) Damazine and Kurmuk (Blue Nile).

Program Activities

Over the last year politics in the Three Areas has been dominated by the National Elections. Starting from May 2010 Southern Kordofan and Blue Nile have been engaged in the Popular Consultation process while citizens of Abyei await the implementation of the Abyei referendum

The Institute supports partners to conduct civic engagement activities related to these processes.

  • Support NDI's civic engagement activities into the Three Areas by building and maintaining relationships with key partners;

  • Provide guidance, technical assistance and ongoing support to civil society groups to conduct civic engagement activities;;

  • Provide training on coalition building, campaign planning, community mapping, finance and budgeting, principles and practice of neutrality as well as substantive information on election processes to the NDI partners in the Three Areas;

  • Provide guidance and support to the NDI staff working in the Three Areas;

  • Monitor current events and political developments in the Three Areas (and Sudan in general), and maintain political timetable to feed into curriculum framework;

  • Contribute to the development of voter education curricula, particularly relating to issues relevant to the Three Areas;

  • Ensure that programmatic goals are achieved, and operational and reporting requirements are adhered to;

  • Draft and submit field reports that monitor and measure program results and political developments;

During large-scale disasters, CRS responds immediately (within 48 hours), often alongside partners, with technical support and staffing presence. The organizational systems, structures and operating norms require that staff deployed have significant CRS and emergency management experience in order to set up the relief delivery infrastructure immediately and to accompany local staff and partners.

Primary Function:

The PM I provides CRS with an experienced general relief professional who can be deployed to fill critical relief management roles in the event of small, medium, and large-scale emergencies. In addition the PMI will also have a specific focus on protection and will work closely with the ERT Technical Advisor for Protection to design and implement protection programs during emergency responses and ensure protection is mainstreamed across all emergency response sectors. The PM I will also work closely with the TA Protection to develop the capacity of CRS and partner staff to address protection issues in emergency responses. The position is ideal for a candidate with a protection/peace building background and who has the capacity and flexibility to work on all aspects of an emergency response. Although emergency situations vary, key responsibilities of the PM I are listed below.

Key Responsibilities:

1. As a member of CRS' ERT will be required to travel at least 50% of time, often at very short notice (within 48 hours) and for an average of two to six weeks (with a maximum of two consecutive months under exceptional circumstances).

2. Deploy to emergency as a member of a rapid emergency assessment team at the onset of humanitarian crisis to gather data.

3. Assist country programs in analysis of assessment information and development of emergency response proposals, program development, and strategic planning.

4. Oversee and ensure the successful implementation of emergency response projects likely to focus on protection, distributions of relief supplies, WASH, and shelter. This position will have a specific leaning towards supporting emergency protection programs.

Represent IOM at meetings and conferences relevant to the project, as authorized. Plan follow-up projects and budgets with other interested partners as necessary in order to design similar projects. May be required to assist in leading/co-chairing meetings and/or workshops;

6. Capture success stories from the project and develop content presentable to distribute to donors;

7. Undertake duty travel related to project implementation in Somalia;

8. Perform other duties as may be assigned from time to time.

Desirable Qualifications:

  • Higher Diploma in Social Science or an equivalent field of study;
  • At least 5 years working experience in programme development, implementation, monitoring and reporting;
  • Minimum 3 years working experience in international or non-governmental organization(s). Experience working in governance, development, or with Diaspora populations an advantage;
  • Good writing skills (in English and Somali);
  • Proficient in Microsoft Windows. Experience with web design or video editing an advantage;
  • Required IOM functional competencies: effective communicator, successful negotiator, creative analytical thinker, active learner, team player and cross cultural facilitator;
  • Have good interpersonal skills and an ability to work in a multicultural environment;
  • Excellent command of spoken and written English. Spoken and written Somali an asset
