Overall Objective of the Position

The Medical Superintendant will be based in Nimule hospital in Magwi County and will have overall responsibility for the management of the Nimule hospital in collaboration with the Project Coordinator and Senior Health Coordinator. S/he will ensure that Nimule hospital is managed according to MoH guidelines and Merlin’s internal procedures.

Main Duties and Responsibilities

    * Overall responsibility for the delivery of healthcare services at Nimule hospital
    * Together with Senior Health Coordinator and Project Coordinator, responsible for the recruitment and selection of all hospital personnel;
    * Supervises activities of the hospital administrator and hospital matron (hospital management team) and heads of hospital departments;
    * Conducts performance appraisal of hospital management team and heads of hospital departments
    * Overall responsibility for discipline of all hospital personnel;
    * Responsible for quantification of needs and ordering of medicines and other medical consumables;
    * Chairs regular meetings of hospital management team and hospital department heads (including heads of support services (e.g. laboratory, pharmacy etc.)
    * As a member of the Hospital Board, s/he will closely work with the hospital Board to ensure that the hospital is properly functional as well as attend Board meetings
    * Ensure that monthly epidemiological, EPI, DHIS and administrative reports are submitted on timely basis to Country Health Director and SMoH
    * Participates in data analysis and interpretation
    * Participates in hospital clinical activities including performing of surgical interventions
    * Participates in the conduction of studies and surveys;
    * Together with Senior Health Coordinator, organizes in-service training of technical hospital personnel and participates in the training including Continuing Medical Education (CME)
    * Participates in the preparation of new project proposals that are aimed at improving the delivery of healthcare services at the Nimule hospital;

General Requirements

    * To carry out any other duties/responsibilities assigned to him/her by the immediate supervisor.
    * To be flexible as required.
    * To be accountable, give feedback and appropriate information on all ongoing tasks as required by his/her supervisors.

Qualifications

    * Qualified MD with surgical skills and at least 5 years clinical and hospital management experience.
    * Experience working in southern Sudan desirable.
    * Fluency in spoken & written English language. Knowledge of local languages is an added advantage.
    * Diplomatic with excellent management and communications skills
    * Previous experience in staff supervision and training/coaching
    * Ability to analyze and interpret health data and to write clear and concise reports
    * Good computer skills - Word, Excel, and Power Point Presentation

BASIC PURPOSE:

KEY RESPONSIBILITIES

Internal Auditor Job in Nairobi - Goal North and South Sudan

Location: Nairobi, Kenya with significant travel to Sudan

General Overview/Description of the Role

Stakeholders including; trustees, employees, donors and the public expect those charged with governance of the charity to manage the significant risks the charity is facing and to put adequate controls in place to deal with these. These risks encompass risks related to charitable operations, as well as risks related to compliance with laws and regulations and financial reporting.

Good governance, by its nature, demands effective systems of internal control and a charity's system of internal controls therefore has a key role in the management of risks that are significant to the fulfilment of its charitable objectives. A sound system of internal control contributes to safeguarding all stakeholders and the charities assets.

A charity's objectives, its internal organization and the environment in which it operates are continually evolving and as a result, the risks it faces are continually changing. A sound system of internal control therefore depends on a thorough and regular evaluation of the nature and extent of the risks to which the company is exposed.

Since quality programs from which beneficiaries will benefit are, in part, the reward for successful risk-taking by charities; the purpose of internal control is to help manage and control risk appropriately, rather than to eliminate it.

The purpose of internal audit within GOAL is to work with senior management to continually review and develop sufficient systems of internal control in order to manage the respective risks that the charity faces thereby protecting all stakeholders.

GOAL has been working in Sudan for over 30 years with bases in North and South Sudan focussing on primary health care programmes. Funding for these programmes is derived from a variety of donors including OFDA, ECHO, DfID, Irish Aid and GOAL public funds.

Responsibilities

    * Review Internal Audit Plan for 2010 in North and South Sudan with CFO and Head of Internal audit, and decide on prioritisation of field sites based on risk assessment. The Plan will be reviewed and amended if necessary at half-year.
    * To establish a risk-register in each location that is regularly updated.
    * Management of in-country national Internal Auditor and their plans.
    * Work with CFO and head of internal audit to develop a comprehensive standard audit programme for use in auditing field offices in North and South Sudan.
    * Review GOAL's field reporting procedures and identify areas for improvement.
    * Familiarisation with current structures, systems and procedures of the Finance Department in GOAL Dublin and its interaction with the finance function of field offices.
    * Provide advice on improvements to GOAL finance systems and procedures where appropriate.
    * Familiarisation with GOAL's relationship with major donors, including main donor guidelines and principles, (in co-ordination with GOAL's donor liaison officer).

Execution of Audit Plan:

    * Undertake internal audits in field offices as described in the plan.
    * Provide recommendations to Country Director (CD), Field FC, Head of internal audit where necessary, on improvements to be made in systems and controls.
    * Discuss findings of audit with CD and Field FC in advance of finalising Audit Report and incorporate their comments.
    * Report to Head of internal Audit on findings in formal Audit Report. Follow up on recommendations made in the Report with CD and Field FC to ensure they have been implemented.
    * Conduct any ad-hoc audit or financial investigation assignments at the request of the Audit Committee or Head of internal audit.
    * A principal focus of the work will be to assess how efficient budget management and monitoring is within North and South Sudan.
    * Another important focus will be to review systems of control around the use of cash in each field office.

Donor Compliance

    * Knowledge and understanding of the key areas of donor compliance. As a further remit to each field visit ensure appropriate systems are in place in all relevant areas; reporting, documentation, filing protocols, resources allocated to ensuring donor compliance, training of staff.

Subsidiary ongoing responsibilities:

(It is intended that these responsibilities will be minimal but if urgent need arises they may be prioritised)

    * Assume the role of acting Field FC (i.e. provide cover) in situations where:

   1. there may be a time period between contract end and contract start of successive Field FCs, or
   2. a Field FC may require a prolonged leave of absence.

    * Provide inputs / recommendations in ongoing review of GOAL's financial procedures and control structures.
    * Assist in training of national staff in GOAL financial policies and procedures as required.
    * Assume the role of emergency financial co-ordinator in a field where an emergency may occur.
    * Undertake project management tasks if required in emergency circumstances.

Overall Programme Coordinator (Ref. 120/10-11)

Location: Sudan (the) - Juba

Reporting to the Country Director, the person selected will coordinate, monitor and control the quality of all programmes implemented in the mission, including emergency responses according to the policies and strategies of IO.

Key Responsibilities

-Define in collaboration with the rest of the coordination team and the Country Director, and within the framework of the country strategy, operational plan

-Oversee the production of proposals and reports, in coordination with the technical coordinators, with inputs from the Logs and the RAF

-As a key member of the Country Coordination Team, contribute to overall development of longer-term strategy

-Ensures that strategic decisions regarding programs are implemented

-Analyse the information provided by the technical coordinators in order to take appropriate operational decisions

-Ensure that all the programs have an appropriate MEL system defined and that it is implemented

-Ensure the Field Managers implement the recommendations provided by the technical coordinators on program standards and quality, as well as the guidance of the Country Director

-Work with the logistics and HR departments to ensure that adequate means are available to support the field managers to implement good quality programs

-Facilitate regular field trips for supervision and discussion of each programme, define constraints, priorities, plans of action, etc.

-Through coordination with the technical coordinators and the field managers, ensure the timely drafting and submission of proposals and reports

-Review proposal and reports prior to submission to the Country Director for validation

-Ensure good coordination between the program teams and the logistics and administrative teams

-Facilitate the design of the operations plan for an emergency response, in conjunction with the humanitarian coordinator and the other technical coordinators

-Coordinate the operations of an emergency response in conjunction with the humanitarian coordinator

-Should circumstances require, assume management of the humanitarian coordinator, as delegated by the Country Director

-Ensure the appropriate follow-up of the emergency interventions

Experience and Skills

-At least 4 years experience in the field of humanitarian missions with at least 2 years in similar positions

-Experience in volatile contexts managing security

-Management and leadership skills

-Ability to act as a part of a multi-cultural and multidisciplinary team

-Ability to represent the Organisation and negotiate in its name

-Adaptability to changing contexts

-Good knowledge of English language, both written and spoken

Context

Merlin has been working in Southern Sudan since 1998 and has had a continuous presence in the country since 2004. The goal of Merlin projects in South Sudan is to address the humanitarian health needs through supporting essential primary and referral level health care interventions, increasing capacity of local health structures to deliver effective and quality health care services.

Responsibilities

Overall responsibilities

The Nurse in Charge of Ward will be fully based in Boma Hospital, Pibor County and will have overall responsibility for patient care in the Paediatric and Medical Wards as well as taking part in the supplementary feeding activities. They will also be responsible for training and capacity building of the staff working in the ward.

The Nurse in Charge of Ward is supervised by the Hospital Matron and works closely with Clinical Officers and Medical Officers in the delivery of curative services to patients visiting outpatient department and those admitted to hospital.

Responsibilities of Nurse in Charge of Ward

    * Supervise and monitors nursing care of patients in the Paediatric ward and Nutrition Unit.
    * Supervise Community Health Workers (CHW) in the management of patients under their care.
    * Provide on job training, mentoring and capacity building of all staff in the ward
    * Supervise activities of nurses working in her/his ward
    * Together with CHW responsible for submitting requests for medicines and medical supplies to hospital pharmacy
    * Participate in the supplementary feeding program for both inpatients and out patients
    * Together with Nutrition assistant ensure care of children admitted on TFC and OTP.
    * In collaboration with PHC nurse/nutrition assistant monitor screening of all under 5s attending the hospital
    * Together with medical assistant responsible for ensuring appropriate patient feeding
    * Ensure that patients receive medicines prescribed by doctors and Clinical Officers
    * In collaboration with the team participate in Outreach activities
    * Conduct regular meetings of ward technical and non technical personnel
    * Organize and participates in in-service training of staff in her/his ward
    * Conduct regular appraisals of staff under their management
    * Assist in theatre and out patients department when the need arises.
    * To carry-out any other duties and/or responsibilities assigned by his immediate supervisor
    * Produce weekly and monthly reports in a timely and thorough manner
    * Participate in the shift system of emergency call outs and radio monitoring
    * Oversee shift handover reports of good quality
    * To carry-out any other duties and/or responsibilities assigned by his/her immediate supervisor

In general:

Qualifications/requirements

    * Registered nurse with at least 2 years working experience in a busy hospital preferably in paediatric ward and or Nutrition Unit.

    * Capable for taking responsibility for nursing care
    * Training and capacity building experience
    * Fluent written and spoken English language
    * Working experience in insecure setting will be an added advantage

Chief Financial Officer

    Living Fund is looking for a qualified & motivated person committed with working with the vulnerable in society to fill the position of Chief Financial Officer based in Yei with travel to programme operations inside South Sudan.

    The Chief Financial Officer (CFO) provides both operational and programmatic support to the organization. The CFO supervises the finance unit and is the chief financial spokesperson for the organization. The CFO reports directly to the country director and directly assists the Programme Coordinator on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

        *

          Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans.
        *

          Train the Finance Unit and other staff on raising awareness and knowledge of financial management matters.
        *

          Work with the Country Director on the strategic vision including fostering and cultivating stakeholder relationships on city, state, and national levels, as well as assisting in the development and negotiation of contracts.
        *

          Participate in developing new funding proposals, specifically: assist the Country Director and Programme Coordinator in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery.

          Assess the benefits of all prospective contracts and advise the Executive Team on programmatic design and implementation matters.

          Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.

          Provide the Programme Coordinator with an operating budget. Work with the Programme Coordinator to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes: 1) interpreting legislative and programmatic rules and regulations to ensure compliance with all Donor, local Government and contractual guidelines, 2) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3) monitoring compliance.

          Oversee the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.

          Oversee all purchasing and payroll activity for staff and participants.

          Develop and maintain systems of internal controls to safeguard financial assets of the organization. and oversee donor reporting. Oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with IFRS and and other required supplementary schedules and information.

          Attend Board and Subcommittee meetings; including being the lead staff on the Audit/Finance Committee.

          Monitor banking activities of the organization.

          Ensure adequate cash flow to meet the organization's needs.

          Serve as one of the trustees and oversee administration and financial reporting of the organization's Savings and Retirement Plan.

          Oversee the production of monthly reports including reconciliation's as well as financial statements and cash flow projections for use by Executive management, as well as the Audit/Finance Committee.

          Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.

Job Summary

The Senior Human resources Officer (SHRO) will be responsible for staff recruitment, orientation and separation for the Nairobi and Somalia offices.

S/he will be required to continually revise the HR manuals and policy documents to ensure compliance with CARE’s strategy and the present challenges, ensure compliance of the department’s activities with the organization’s strategy as well as provide advisory services to management on HR related matters.

The Senior Human Resources Officer will also be required to take on need based special projects such as salary surveys and job evaluations as and when required. She/he will provide any required support to the program team in the application of the Somalia program Gender, Equity and Diversity strategy.

Regional Pharmacy and Commodity Management Specialist

These positions are seconded to a health systems strengthening program that focuses on; strengthening commodity management in MoMS, MoPHS and in their peripheral health facilities, strengthening pharmaceutical policy and services and strengthening laboratory systems. The positions will be based in Kisumu and Garissa, Kenya.

The Regional Pharmacy and Commodity Management Specialist (RPCMS) is responsible for coordinating, organizing and facilitating the supply chain management and appropriate medicines use activities for pharmaceutical and other medical commodities in their respective region with the aim of supporting access to and rational use of commodities at health facilities in the region.

The health commodities will support HIV/AIDS, TB, malaria, reproductive health and

The National Democratic Institute for International Affairs (NDI) seeks a Program Manager (PM) for the “Three Areas” (Southern Kordofan, Blue Nile, and Abyei), based in Khartoum, Sudan but with significant time spent in the Three Areas. The PM will work closely with other program staff to support the work of NDI's programs in Sudan; deepen the impact of its current programs and contribute to all future activities.

The Three Areas are complex and politically sensitive; as a consequence NDI has developed a distinct program. The purpose of the program is to strengthen democracy and reduce conflict by increasing the capacity of civil society for civic engagement and raising awareness of the political processes specific to these areas amongst the citizens of Blue Nile, Southern Kordofan and Abyei. The position is available immediately.

Background

The Three Areas consists of the Blue Nile, Southern Kordofan and Abyei Area. They are distinguished by their history at the front lines in the war between the Southern Peoples Liberation Army (SPLA) and the Government of Sudan (GoS), their geographic location on the fault line between North and South and the distinct political settlements provided for them by the 2005 Comprehensive Peace Agreement (CPA). Addressing the needs and grievances of the citizens of the Three Areas is widely considered to be central to the peace and stability of Sudan and critical to any successful democratic transformation.

NDI's presence in the Three Areas

NDI currently provides technical assistance and funding to three civic and voter education coalitions, in Southern Kordofan, Abyei and the Blue Nile. To do this the Institute employs six program staff and maintains three offices which cover 5 programming locations; Agok (Abyei) Kadugli, Kauda (Southern Kordofan) Damazine and Kurmuk (Blue Nile).

Program Activities

Over the last year politics in the Three Areas has been dominated by the National Elections. Starting from May 2010 Southern Kordofan and Blue Nile have been engaged in the Popular Consultation process while citizens of Abyei await the implementation of the Abyei referendum

The Institute supports partners to conduct civic engagement activities related to these processes.

  • Support NDI's civic engagement activities into the Three Areas by building and maintaining relationships with key partners;

  • Provide guidance, technical assistance and ongoing support to civil society groups to conduct civic engagement activities;;

  • Provide training on coalition building, campaign planning, community mapping, finance and budgeting, principles and practice of neutrality as well as substantive information on election processes to the NDI partners in the Three Areas;

  • Provide guidance and support to the NDI staff working in the Three Areas;

  • Monitor current events and political developments in the Three Areas (and Sudan in general), and maintain political timetable to feed into curriculum framework;

  • Contribute to the development of voter education curricula, particularly relating to issues relevant to the Three Areas;

  • Ensure that programmatic goals are achieved, and operational and reporting requirements are adhered to;

  • Draft and submit field reports that monitor and measure program results and political developments;

  • Build and maintain relationships with USAID, government officials, civil society actors, and other stakeholder groups;

  • Contribute to NDI board memos, briefing memos, bi-weekly reports to the DC office, reports to donors, and other reporting requirements as needed;

  • Keep financial records of all expenditures in strict accordance with NDI accounting procedures, and reconcile with NDI-Sudan administration.

Requirements:

  • Bachelor's degree, preferably in International Relations or related subject; graduate degree preferred;

  • Minimum of eight (8) years relevant work experience in international development, community organizing, political campaigns, organizational development, legislative affairs, or equivalent experience at NDI;

  • Familiarity with U.S. Agency for International Development (USAID) regulations, reporting requirements and methodology; experience developing and maintaining collaborative relationships with USAID and other international organizations;

  • Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, members of donor organizations and donors;

  • Excellent managerial and interpersonal skills;

  • Excellent oral and written communications skills to effectively present information and respond to questions, PC-based computer literacy is required;

  • Exceptional writing skills to effectively edit proposals and write reports and publications;

  • Ability to work both independently and as a member of a team;

  • Ability to multi-task and manage time effectively - juggling work load and deadlines of donors;

  • Ability to live, travel, and work in an extremely challenging political environment, with Middle East or Africa experience and/or experience working in conflict or immediate post-conflict environments preferred;

  • Experience managing national staff for an international development organization highly preferred;

  • Exceptional analytical skills for interpreting and resolving complex program and political issues as they arise;

  • High degree of organization and initiative;

  • Experience in financial management and reporting;

  • Experience living and working in Eastern Africa or the Middle East preferred;

  • Fluency in English; knowledge of Arabic preferable but not required.

VACANCIES AT CHAS


The Christian Health Association of Sudan (CHAS) is a registered Sudanese NGO operating under the auspices of the Sudan Council of Churches (SCC). CHAS’ mission is to build the capacity of member organizations/groups with a vision of creating a health service that is accessible, affordable, and equitable, of high quality and is sustainable for the whole of Sudan. CHAS’ mandate is translated into four (4) strategic focus areas namely: i) Institutional Capacity Strengthening for CHAS members; ii) Human resource development for health; iii) Expansion of coverage and scale-up priority health interventions; iv) Advocacy and private/public partnerships. As an emergent institution CHAS also has organizational strategic areas of focus for strengthening its capacity. These are: i) CHAS sustainability; ii) CHAS regionalization; iii) CHAS policy development; iv) CHAS systems development; and v). CHAS resource mobilization 
The Government of Southern Sudan has signed an agreement with the World Bank and other donors to implement the Southern Sudan HIV/AIDS Project and CHAS is the lead Agency for this project. CHAS is looking for suitable candidates, with a preference for Sudanese nationals with the following minimum qualifications, to fill the following key positions:
  1. Administration and logistical specialist:
 
    1. A recognized degree in Management, Business, or a related discipline;
    2. A minimum 5 years of overall project management experience in developing countries, preferably in the health sector;
    3. At least 3 years of experience in a position with responsibility for preparing procurement plans and organizing procurement systems (ideally using World Bank procedures) for works, goods, and services; and
    4. proven ability to organize supply and distribution systems and find innovative solutions to complex problems under difficult conditions.
 
  1. Accountant/Financial management specialist:
 
    1. A recognized degree in accounting, economics or a related discipline, and preferably professional accounting qualifications (CPA, ACCA, ACA, etc.);
    2. A minimum of 5 years of experience, with at least 3 years in a developing country, ideally in a project related setting;
    3. Experience with World Bank financial management procedures (accounting and reporting formats, withdrawal applications, external audits, etc.) is desirable; and
    4. Proven ability to ensure the continuous availability of funds, to control the disbursement of these funds, and to properly establish recognized procedures to account for their use.
 
All the above positions will be on one year contract and based in South Sudan. A commensurate remuneration package will be offered to the successful candidates. Mercy Corps is an international development organization.  We are working with the government of Sudan and the United States Agency for International Development (USAID) to enhance the capacity of governments to plan, manage and provide services to the people.  This program falls within the Democracy and Governance objective of the USAID BRIDGE program.
Mercy Corps and ARD seek improvements in transparency and accountability, particularly of management, planning and budgeting systems of government institutions to improve service delivery capacity in Abyei Area. The program will promote increased interaction and collaboration between communities and governments in identifying, prioritizing, and addressing needs to improve service delivery and to increase economic opportunity.
BRIDGE program activities will focus on (1) building government capacity to implement newly decentralized functions and responsibilities, (2) building government capacity to render services to local communities, (3) promoting constructive and effective vertical and horizontal linkages among different government institutions (e.g., inter- and intra-ministerial), and (4) facilitating community participation in government service planning, decision-making processes and sustainability of government services.
We are currently recruiting for qualified internal and external Sudanese nationals to fill the position of SENIOR COUNTERPART GOVERNANCE ADVISOR, Abyei.
JOB SUMMARY: The Senior Counterpart Governance Advisor will work with the Governance Advisor to increase the capacity of government agencies, officials and staff to deliver services to the people of Abyei area.  Under the supervision of the Governance Advisor, the Senior Counterpart Governance Advisor will provide administrative and programmatic support in the implementation and monitoring of BRIDGE government capacity building program by assisting in the design, implementation and monitoring of planned activities such as workshops, training packages and mentoring systems to government institutions. 
ESSENTIAL JOB FUNCTIONS:  
  • Work collaboratively with the Governance Advisor, the BRIDGE Chief of Party, other Mercy Corps staff, partner organizations and government agencies.
 
  • Assess the capacity building needs in the governments, working closely with government officials to identify technical assistance and training needs.
 
  • Assist in developing and maintaining a range of working contacts in governmental institutions at local level, democracy and governance agencies and non-governmental organizations (NGOs) to support the identification of program complementarities and synergies.
 
  • Assist in meetings and briefings with government institutions, key democracy and governance implementing agencies and NGOs, and provide records of these meetings. Follow up on decisions and recommendations made in such meetings to ensure that actions are taken.
 
  • Assist in the design and implementation of workshops and training of government agencies responsible for finance, agriculture, rural water and sanitation, education and other relevant government institutions. This includes organizing, compiling and distributing training and workshops materials as well as supporting documents as needed.  Identify training partners and supervises their work on-site. 
 

  • Support decentralization policy issues with government representatives.
 
  • Assist and/or conduct follow up meetings with government institutions to implement mentoring systems or mechanisms to strengthen government planning and budgeting processes and systems as well as project implementation.
 
  • Establish and maintain tracking systems of government institutions. This includes tracking records, basic information on the institutions (mandates and structures), their sector activities and performance, type and number of projects under implementation and projects carried out successfully, unsuccessfully, etc.
 
  • Perform, arrange, and coordinate field trips and site visits to assist and/or interact with officials, monitor activity implementation and collect Monitoring and Evaluation (M&E) data.
 
  • Support the Mercy Corps and other BRIDGE partners’ efforts focused on improving good governance and institutional capacity of governments to more effectively deliver services in a participatory manner.
 
  • Prepare correspondence (letters, invitations, memoranda, etc.) as needed.
 
  • Arrange meetings with government institutions and officials, key democracy and governance implementing agencies and NGOs;
 
  • Work with the Governance Advisor to prepare work plans, budgets, and program reports as needed for the timely implementation of the program.
  • Assist the drafting of weekly, quarterly and annual reports to BRIDGE Management and USAID/Sudan.
 
  • Work with preparation of work plans, budgets, and program reports as needed for the timely implementation of the program.
  • In coordination with the Governance Advisor, support the design and update of BRIDGE monitoring and evaluation; define government indicators; monitor activity implementation; and evaluate progress.
 
  • Complete any other tasks as assigned.
 
QUALIFICATIONS & ATTRIBUTES:
  • University Degree required (advanced degree preferred) preferably in public administration, finance, accounting, political science, international relations, law, economics, sociology, or equivalent.
  • Minimum 8 years experience required in implementing and managing development projects, with at least 5 years in capacity building projects. Experience must demonstrate the ability to work within and understand intricate local, State, GoSS and GoNU government structures and to successfully implement programs under complex situations.
  • Computer skills in word-processing, email and spreadsheets are required.
  • Fluent written and spoken Arabic and English.
  • Prior capacity building, teaching or training experience preferred.
