1. Consultant Trainers
TJRC/06/2010-2010

    * The Truth Justice and Reconciliation Commission is seeking proposals from professional consultants with minimum university degree and post graduate diploma in journalism or a university degree in communication;
    * at least 15 years experience in journalism and 3 years in training on truth seeking and criminal accountability, journalism and conflict;

1. The Parliamentary Commission has allocated funds to be used for the acquisition of a Scanning Station for the Parliamentary Library.

2. The Parliamentary Commission invites sealed bids from eligible bidders to supply, deliver, install and Commission a Scanning Station for the Parliamentary Library.

Request for Expression of Interest (EOI)

The Association of Local Authorities of Tanzania (ALAT) is a membership organization that was established on 13 December 1 984 following the re-establishment of the local government system in Tanzania after its abolishment in 1972. ALAT has 133 members comprising of all urban and district councils in Tanzania Mainland.

The objectives of ALAT are to:

1. Foster smooth local government in Tanzania;
2. Maintain and further the interests, rights and values of local authorities in the country; and
3. Represent local authorities’ views at national and international fora.

The project ‘Securing Sustainability of LAMP Initiatives’ started in January 2008 and ended on 30 June 201 0. It was supported by the Embassy of Sweden and implemented in Babati, Kiteto, Simanjiro and Singida districts.

A key objective of the project was to strengthen and revitalize user groups within natural resource management with particular focus to the following four community-based natural resource institutions:

1. SULEDO forest in Kiteto District;
2. Burunge Wildlife Management Area in Babati District;
3. Latema Water User Association in Simanjiro District; and
4. Mwitija Water User Association in Singida District.

ALAT with the proposed support of the Embassy of Sweden plans to engage a single firm to provide technical assistance in building capacity to support the four communities to ensure sustainability of the natural resource institutions; create work plans on community-based natural resource management; disseminate best practices on natural resource management including those that were developed under LAMP.

ALAT now invites eligible consulting firms to indicate their interest in providing the services of a long-term Technical Advisor. Interested consuftants must provide information indicating that they are qualified to perform the services i.e., brochures, legal status (registration/incorporation, business licences), descriptions of similar assignments in the last 7 years (name of assignment, name and contact address of the client, value, period covered) experience in similar conditions, availability of professionally qualified personnel to provide the services of a long-term Technical Advisor on community-based natural resource management.

Short-term technical advisors will be engaged as needed.

This is not a request for proposals (RFP). After a review of the expressions of interest, a shortlist will be prepared and the shortlisted firms will be invited to submit their proposals through a letter of invitation induding specific terms of reference. A consulting firm will be selected in accordance with the procedures set out in the Public Procurement Act, 2004: Selection and employment of Consultants Regulation, 2005.

Interested consultants may obtain further information at the address below during office hours from 8:00 to 15:30 hours, Mondays to Fridays inclusive, except on public holidays.

The deadline for submission of Expressions of Interest is Wednesday, 14th October 2010 at 10.00 a.m. local time at the offices of ALAT, at the address below. Invitation for Expressions of Interest for Support to the Quality Infrastructure and Standards Programme

The Ministry of Tourism, Trade and Industry (MTTI) has received funds from Sweden through the Swedish International Development Cooperation Agency (Sida) and intends to apply part of the proceeds of these funds towards the cost of Consulting Services in assistance to the Support to the Quality Infrastructure and Standards Programme (QUISP).

Background of the Assignment

Uganda is an agricultural dependent economy and derives much of her foreign earnings from export of mainly agricultural products. However, the Ugandan products continue to face stringent regulations and standards requirements on international markets.

Hence the need to ensure Uganda’s products, services and processes meet international requirements is increasingly becoming one of the key Government programmes, as standards and technical regulations continue to be fundamental elements in facilitating trade in domestic, regional and international markets.

Programme Objective

Government therefore, through MTTI is undertaking a comprehensive programme aimed at improving standards
of Uganda’s products. QUISP seeks to develop a market-driven, holistic and coordinated institutional quality and
standards framework for Uganda supporting trade, industry, health, safety, consumer protection and a sustainable
environment while at the same time promoting use of best practices in the production and service sectors.

Scope of Assignment

The selected consultancy firm will be required to provide a technical assistance team supporting MTTI in the
implementation of the programme. The team of technical experts will advise MTTI, covering the five programme
components :

(i) the Standards and Quality Policy and Strategy,

(ii) the legal and regulatory framework,

(iii) advise on the design of a coordination forum for all stakeholders in both public and private sectors,

(iv) capacity development of agencies involved in the quality and standards area, and

(v) awareness raising and implementation support

In addition, when appropriate, the consultancy firm will be required to support MTTI on tasks relating to planning,
monitoring and evaluation as well as reporting on the implementation of the programme components.

The Ministry of Tourism, Trade and Industry now invites suitably qualified Consultancy Firms to submit scaled expressions of interest for Consulting Services in assistance to the Support to the Quality Infrastructure and Standards

perform the services (brochures, description of similar assignments, experience in similar conditions, availability
of appropriate skills among staff, etc.). Consultancy firms may associate or form joint ventures to enhance their
qualifications.

Exprcssions of interest will be evaluated in accordance with the Public Procurement and Disposal of Public Assets Act,
2003 of the Government of Uganda. Expressions of interest are open to all eligible consultancy firms.

Christ is the Answer Ministries Request for Proposal – Sound Consultancy

Background Information
Christ Is the Answer Ministries (CITAM) formerly known as Nairobi Pentecostal Church was established in 1959. In
2003 Nairobi Pentecostal Church (NPC) changed its name to Christ is the Answer Ministries (CITAM) and registered
as an autonomous independent entity under the Societies Act of Kenya.
Christ is the Answer Ministries currently oversees eight church assemblies namely; Valley Road, Woodley, Karen Parklands, Ngong, Kisumu, Buruburu, and Thika Road, as well as several Ministry Units/Institutions, namely Hope FM (Radio), 4 academic institutions, NPC Children’s centre in Kiserian and a catering unit.
1. Assignment Overview
Good Sound is one of the vital aspects of the CITAM assemblies and HOPE FM. Often the ministry has experienced  challenges in offering quality sound during the Sunday services and other functions. The CITAM Leadership has therefore recommended the hiring of a consultant to provide an in-depth analysis to the causes of the production of
unsatisfactory sound, with a view of finding lasting solutions.
2. Terms of Reference for the Consultant(s)
The consultant will:-
  • Carry out an electro acoustic survey in all assemblies
  • Audit the existing sound equipment and give current status and suitability
  • Audit the storage and archiving system
  • Advise on integration of a sound and video equipment
  • Conduct skill and training analysis for capacity building
  • Establish a suitable standardization structure for the equipment across all CITAM assemblies
  • Develop a standard procurement procedure and technical specification for all equipment
  • Assess existing network infrastructure with a view of making future provisions/upgrades
  • Advise on quality, recording, archiving and storage
  • Explore WAN real-time traffic deployment at the various assemblies
  • Recommend on how the sound system and the auxiliary equipment (keyboards, drums, guitars etc) should be integrated
  • Recommend a cost effective multi phased implementation matrix
  • Networking of voice, data and video services in the LAN and WAN routing topologies including devices that facilitate server, Internet, remote access links and other configurations.
  • Any other relevant technological inputs that will enhance the spread of the Gospel.
4. Evaluation Criteria:
The consultants will be evaluated on the following parameters:-
  • Fulfill all legal requirements including but not limited to Certificate of Registration, Tax Compliance, Physical Address, PIN No, Directorship etc.
  • Demonstrate technical abilities/competence through citations and qualifications of its members of technical staff. A list of referees will also be a requirement.
  • Ability to carry out a comprehensive assessment of current audio and visual infrastructure and make recommendations.
  • Innovativeness
  • Competent on general ICT environments. This will include multi-platform networking of Audio, data and Video (Linux, sun, windows environments), Video conferencing, production and rendering.
  • Ability to carry out sufficient training for media crew
  • Ability by the stipulated terms of reference
  • Listing of other clients where similar assignment was carried out.

The National Youth Talent Academy Expression of Interest

The Kenya National Youth Talent Academy Background
The Kenya National Youth Talent Academy is a project of the Ministry of Youth Affairs and Sports (MOYAS), the Ministry of Education and UNICEF Kenya.
This project sets out to establish “Talent Academies” (TA) which is an initiative that seeks to engage and challenge the vulnerable adolescents and youths through an innovative approach that taps into their talent in order to boost their opportunities and self confidence for improved livelihoods, in line with their aspirations and possibly the needs of the communities in which they live.
In this pilot phase, the project aims to train 500 talented out of school youth to empower them and build their confidence and sense of purpose through skills and talent development over an initial nine month to period through use of the Talent Academy model as a basis for a more systematic integration of youth needs and aspiration within the GOK national planning and budgeting system.
The main project objective initially is the socioeconomic integration of children and young people in “desperate situations” through sports and performing arts. Upon success of the initial pilot phase, it is hoped that the government and other stakeholders will adopt the Talent Academies model into its national planning for out of school and in school youth.
With lessons drawn from the first phase of the project, the NYTA seeks the following:
1.  Media Partner
The media partner will develop a reality TV and radio shows based on identifying and celebrating talents among youth in Kenya.
The media company is expected to conduct an effective campaign on talent development that will include: road shows targeting all categories of youth, multi media talent competitions (radio and TV). In addition, the media partner will lead in connecting talented youth to opportunities of further growth.
Interested media houses need to indicate their profiles and intended partner contribution.
2.  Marketing and PR firm
The firm will have the responsibility of developing a comprehensive communication strategy that will include creating an appealing brand of the NYTA that will facilitate penetration of the national , regional and international markets through aggressive marketing and branding.
The strategy will include hosting of international events within and out of the country for the purposes of marketing, raising revenue for the NYTA.
3.  Established trainers in performing arts, music, fine art and various sports
Ideally national/international level accredited trainers, they should be independent technical experts with excellent grounding in theory and practical aspects.
The “talent development” experts will provide services at the main NYTA campus at Kasarani and other regional centres on contract basis.
4. Associate training institutions in performing arts, music and sports
These will be institutions already providing training in various talents in the country such as sports and arts.
Interested institutions should demonstrate training capacity by providing comprehensive profile that should include personnel and facilities. Selected institutions will be expected provide training based on the talent academy model.
5.  Established and successful performing artists, musicians and producers from Kenya, and East Africa
These will be mentors to young talented Kenyans that will provide on the job training. Selected mentors will provide time based training and may host the trainees. Performing groups will need to indicate training capacity and availability of equipment.
6.  National sports and artists associations
The national associations will partner the NYTA by coordinating selection, technical training and sustaining the concept within respective associations.
7.  Partner implementing organizations (private companies, NGOs or FBOs)
Private companies involved in various aspects of talent development who would wish to participate in the initiate will be selected on the basis of their proposed contribution to the project.
8. Training  institutions willing to  host  residential  trainings over different  periods (Universities, schools, etc)
Interested institutions should demonstrate capacity in proving appropriate physical facilities over a 6-9 month period or over school holidays.

The use of ICT is designed to enhance service delivery and increase operational efficiency.
In order to achieve this, the Institute intends to deploy an efficient, manageable and cost effective Enterprise Resource Planning (ERP) to address the current and future information management system requirements of the Institute.
KEMRI therefore invites interested, eligible and qualified firms with experience in a similar undertaking to submit their proposals. The respective request for proposal document may be obtained from the office of the Head of Procurement upon payment of a non refundable fee of Kshs. 5,000.00 at the Cashiers Office situated on 1st Floor, KEMRI Headquarters.
For each proposal, the bidder shall prepare one (1) original and three (3) copies of the technical and financial proposals which shall be clearly marked “ORIGINAL” and “COPY” as appropriate. The original and copies of the technical proposal shall be sealed in an envelope clearly marked “Technical Proposal” and the original and copies of the financial proposal shall be sealed in an envelope clearly marked “Financial Proposal” with a warning, “Do not open with technical proposal”.
The envelope containing the financial proposal should have the bidders name and address clearly marked on the outside. Both envelops shall be placed in an outer envelope and sealed. Adventist Development and Relief Agency (ADRA) Somalia alternative energy technologies and services Consultancy Services

The Adventist Development and Relief Agency (ADRA) Somalia is an International Non-Governmental Organization registered in Kenya and operating in Somalia.

ADRA is seeking services of an experienced company, organization or individuals who can work with stakeholders in Somaliland and Puntland to develop a viable and sustainable commercialization, marketing and dissemination strategies to promote alternative energy technologies and services.

Objectives of Consultancy
  • Strengthening the capacity of producers and distributors in the marketing of alternative energy options.
  • Establishment of a network of key actors in the production and marketing of alternative energy technologies
  • Commercialisation and dissemination of alternative energy activities.
Scope of Work

i. Undertake a survey to assess whether commercialization of alternative energy options is feasible and desirable. The survey will identify marketable energy options capturing designs which are acceptable to users, attractive and provide sufficient benefits, easy to produce, install and transport, price and affordability.

The survey will also identify the infrastructure for commercialisation, with the ultimate aim of tapping into existing marketing networks rather than creating new networks. This will inform the development of sustainable commercialization strategies.

ii. In liaison with the energy technology producers and sellers, the consultant will draw up a detailed commercialisation, marketing and dissemination plan. The plan should include at least 4 key commercialization strategies which can be piloted in the target regions.

iii. Identify and give the energy products/energy technologies attractive brand names that will appeal to potential purchasers.

iv. Establish the capacity of existing energy businesses, producers and organisations to undertake commercialisation of alternative energy technologies that they are promoting

Qualifications and Expertise of the Consultant
  • Have experience in developing commercialisation and marketing strategies. Professionals with experience with Social Marketing will be considered.
  • Have practical experience in energy sector development, with good understanding of energy, environment and social issues
  • Degree in Commerce, Business Studies, Economics, Marketing, advertisement, Social Studies
  • Minimum of 8 years professional experience in developing countries,
  • Proven working experience in Post Conflict Transition (PCT) countries, including previous experience working in Somalia.
Other requirements: Ability to live in shared facilities with limited amenities, a valid passport and own laptop.

GOAL Non Formal Education NGO Partners Request for Expressions of Interest

GOAL implements a programme of support to children and youth to address the needs of the most vulnerable living in the informal settlements in Nairobi.
The overall goal of this programme is to empower vulnerable children and youth to uphold their rights and fulfil their potential for sustainable livelihoods and wellbeing.
This is achieved through an integrated programme including non-formal education (NFE), vocational skills training, child protection, health and HIV/AIDS projects.
GOAL has recently assessed the strategic focus of our education activities to ensure that our response is focused and appropriate. We are expanding the scope of our work with partners (local CBOs and NGOs).
In view of this approach GOAL is calling on non-profit groups which provide NFE in the slums to indicate their interest to partner with GOAL in implementation of NFE.
The group/institution/organisation should:
  • be implementing NFE with the aim of reintegrating pupils into formal school or vocational skills training programmes;
  • have a minimum of fifty regular children participating in activities;
  • have a reasonable space for learning;
  • be operational within the informal settlements of Nairobi (specifically in Mukuru, Dandora, Korogocho and Kariobangi);
  • be implementing a set curriculum, available for review;
  • have performance and follow up records of former pupils;
  • be operational for the last one year.
Interested and qualifying institutions/organisations should submit their profiles including detailed information on how the group meets the specific criteria set out above.

Africa Now an International development Charity in partnership with the Co-operative College of Kenya and Finlays Beverages, the Co-operative College UK, James Finlays Limited and the UK Co-operative group intends to apply for Consultancy services for Tea Diversification research study on additional/alternative Agricultural products to tea in preparation for Fair trade Certification for Kenyan and International markets .
The project area is based in Kericho.
The project invites eligible and qualified consultants to indicate their interests in providing their services in preparation for Fair trade certification, and promoting export potential mixed alternative cropping options. The study will provide information on scope viability, range of products and routes to markets.
It will also establish the current status of the tea farmers(including commercially viable enterprises) provide benchmarks for monitoring and evaluation of socio-economic impact of project intervention on household income.
Specific tasks
The specific assignment for the consultant will include
  • Identify local and international markets
  • Map out the market channels, business opportunities for additional agricultural income for the co-operative farmers.
  • Calculate the gross margins and net market margins for the identified alternative crops .
  • Identify the opportunities and constraints of the value chain related to production ,processing ,handling, transporting and marketing.
  • Support and enhance productivity of small scale farmers by linking them with technical advice to enable better land and water management for future sustainability of the diverse products .
The expression of interest must be accompanied by the following mandatory requirements
  • Consultancy Profile and detailed curriculum vitae
  • Proven experience of at least ten(10) years in consultancy, Agricultural research ,baseline surveys commodity value chain analysis in Kenya or East Africa ‘
  • Proven track record of analytical research work or similar assignment.
  • Experience from in dept analysis of rural economic systems, market systems and value chain of horticultural sub sector is required.
  • The consultant should have a masters degree in relevant disciplines(Economics, Development economics, Agriculture economics, Micro-economics
  • Experience with working with commissioned assignments
  • Relevant competence in gender and environment will be an added advantage.
  • An interpretation of the task by the consultant. Work plan and budget for the task.
  • Thorough understanding of small scale sectors and agricultural marketing in Kenya
  • Sufficient experiences in community development issues.
