Provision of Technical Assistance for Support to Community-Based Natural Resource Management and Promotion of Best Practices

Request for Expression of Interest (EOI)

The Association of Local Authorities of Tanzania (ALAT) is a membership organization that was established on 13 December 1 984 following the re-establishment of the local government system in Tanzania after its abolishment in 1972. ALAT has 133 members comprising of all urban and district councils in Tanzania Mainland.

The objectives of ALAT are to:

1. Foster smooth local government in Tanzania;
2. Maintain and further the interests, rights and values of local authorities in the country; and
3. Represent local authorities’ views at national and international fora.

The project ‘Securing Sustainability of LAMP Initiatives’ started in January 2008 and ended on 30 June 201 0. It was supported by the Embassy of Sweden and implemented in Babati, Kiteto, Simanjiro and Singida districts.

A key objective of the project was to strengthen and revitalize user groups within natural resource management with particular focus to the following four community-based natural resource institutions:

1. SULEDO forest in Kiteto District;
2. Burunge Wildlife Management Area in Babati District;
3. Latema Water User Association in Simanjiro District; and
4. Mwitija Water User Association in Singida District.

ALAT with the proposed support of the Embassy of Sweden plans to engage a single firm to provide technical assistance in building capacity to support the four communities to ensure sustainability of the natural resource institutions; create work plans on community-based natural resource management; disseminate best practices on natural resource management including those that were developed under LAMP.

ALAT now invites eligible consulting firms to indicate their interest in providing the services of a long-term Technical Advisor. Interested consuftants must provide information indicating that they are qualified to perform the services i.e., brochures, legal status (registration/incorporation, business licences), descriptions of similar assignments in the last 7 years (name of assignment, name and contact address of the client, value, period covered) experience in similar conditions, availability of professionally qualified personnel to provide the services of a long-term Technical Advisor on community-based natural resource management.

Short-term technical advisors will be engaged as needed.

This is not a request for proposals (RFP). After a review of the expressions of interest, a shortlist will be prepared and the shortlisted firms will be invited to submit their proposals through a letter of invitation induding specific terms of reference. A consulting firm will be selected in accordance with the procedures set out in the Public Procurement Act, 2004: Selection and employment of Consultants Regulation, 2005.

Interested consultants may obtain further information at the address below during office hours from 8:00 to 15:30 hours, Mondays to Fridays inclusive, except on public holidays.

The deadline for submission of Expressions of Interest is Wednesday, 14th October 2010 at 10.00 a.m. local time at the offices of ALAT, at the address below. Expressions of Interest submitted in writing and enclosed in plain sealed envelope will be opened in public and in the presence of firms’ representatives who choose to attend in the ALAT’s conference room, immediately after the deadline.

Expressions of Interest sent by post must be registered.

Envelopes containing the Expressions of Interest must be clearly marked “EXPRESSION OF INTEREST FOR PROVISION OF TECHNICAL ASSISTANCE FOR SUPPORT TO COMMUNITY-BASED NATURAL RESOURCE MANAGEMENT AND PROMOTION OF BEST PRACTICES”.

Expressions of interest received late will not be considered.
