Capital Markets Authority (CMA) is a statutory agency charged with the responsibility of regulating and developing efficient capital markets in Kenya. To take our increasingly vibrant market to the next level, the Authority now invites applications from qualified, competent and experienced candidates for various roles.

Senior Financial Analyst – HRD/SFA

Reporting to the Assistant Manager, Financial Analysis the selected candidate will be responsible for;

  • Preparing schedules, reviewing and interpreting financial information and periodic financial statements of listed companies and market intermediaries aimed at securing compliance with capital markets rules and regulations.
  • Reviewing applicable accounting guidelines to assess the adequacy of information disclosed.
  • Participating in special projects related to corporate finance issues.
  • Performing analysis to ensure disclosures are consistent with the capital markets rules and regulations.
  • Facilitating testing of controls related to financial reporting as necessary.
  • Carrying out financial analysis of all applications submitted by issuers and new license applicants to determine compliance with the subject applied for such as initial public offers, rights issues, and new licenses.

Required Qualifications, Competence & Experience

  • Degree in Mathematics, Economics, Accounting, Finance, IT, Engineering, Actuarial Science or in a related field.
  • Professional qualifications such as CFA, CPA or equivalent.
  • A strong understanding of IFRS and its interpretation.
  • At least three (3) years relevant work experience gained from money and capital markets or relevant financial organizations.
  • Must be a member of a professional body.

Financial Analyst- HRD /FA

Reporting to the Assistant Manager, Financial Analysis, the selected candidate will be responsible for:

  • Examining and interpreting periodic financial statements of listed companies and market intermediaries to ensure compliance with the Capital Markets Act and regulations.
  • Examining financial statements of applications submitted by issuers and new license applicants to determine compliance with the subject applied for, such as initial public offers, rights issues and new licenses.

Required Qualifications, Competence & Experience

  • Bachelor’s degree in Economics, Commerce, Maths, IT, Engineering, Accounting, Actuarial Science or in a related field.
  • Up to two (2) years relevant work experience, gained from capital markets or relevant financial organizations, with strong focus on financial analysis.

Additional preferred requirements:

  • Qualification in CFA or a candidate demonstrating progress in undertaking CFA or an equivalent professional qualification is an added advantage.

Senior Compliance Officer HRD/SCO

Reporting to the Assistant Manager, Compliance, the selected candidate will be responsible for:

  • Reviewing applications for registration of publicly listed companies to verify the accuracy of the information.
  • Providing specialist guidance and advice to listed companies about compliance practices through close liaison with the internal control and compliance environments, conducting regular and adhoc supervision.
  • Inspection and investigation of listed companies, examining financial disclosure records of listed companies to ensure that adequate information is provided to the public for making investment decisions.
  • Conducting initial investigations aimed at detecting violations of capital market rules and regulations.
  • Making recommendations for further investigations and sanctions against specific non complying listed companies.
  • Conducting impact analysis with regard to take overs, mergers and acquisitions and all forms of business combinations.
  • Providing weekly supervision and inspection reports detailing careful and intensive analysis of non- compliance.

Required Qualifications, Competence & Experience

  • Bachelors degree in Law, Economics or Finance, IT, business or in a related field.
  • Professional qualifications such as CFA, CPA, ACCA, CISA, ACA or ACMA or be admitted as an advocate of Kenya.
  • At least 3 years relevant work experience gained from money and Capital Markets or related financial organizations, with strong focus on financial compliance and market regulation.

Additional preferred requirements:

  • Membership of professional bodies

Compliance Officer- HRD/CO

Reporting to the Assistant Manager, Compliance, the selected candidate will be responsible for:

  • Planning and conducting compliance inspections and inspections of Stockbrokers/ dealers, investment advisers, investment banks, Fund Managers and other market players in order to determine compliance with statutory and/or regulatory requirements.
  • Examining the operations and financial conditions of companies, the adequacy of books and records, procedures for safeguarding funds and securities, and methods of doing business.
  • Validating securities data and determining the accuracy of reported securities transactions.
  • Preparing required schedules, analyzing risk based capital adequacy returns worksheets and narrative materials.
  • Evaluating findings and draw conclusions regarding the degree of compliance with statutory and/or regulatory requirements.

Required Qualifications, Competence & Experience

  • Bachelors degree in, Law, Economics, or Finance or in a related field.
  • Up to two (2) years relevant work experience gained from money and Capital Markets or related financial organizations, with strong focus on financial compliance and market regulation.

Additional preferred requirements:

  • Membership of professional bodies.

Surveillance Officer– HRD/SO

Reporting to the Assistant Manager Compliance, the selected candidates will be responsible for:

  • Planning, monitoring and conducting real time market surveillance operations on a broad range of securities transactions.
  • Identifying any key compliance risks.
  • Measuring and performing surveillance.
  • Assisting in the review of surveillance procedures and control guidelines.

Required Qualifications, Competencies & Experience:

  • Bachelor’s degree in Accounting, Finance, Business, IT, Engineering, Law or in a related field.
  • Up to two (2) years relevant work experience e.g. IT Audits or experience gained from money and capital markets or relevant financial organizations with a strong focus on compliance and market regulation.

Additional preferred requirements:

  • A professional qualification e.g. CISA.

Senior Investigations Officer HRD /SIO

Reporting to the Assistant Manager, Investigations and Enforcement, the selected candidate will be responsible for:

  • Investigating non-compliance with the Capital Markets regulatory framework and complaints raised by investors, market players or any other stake holder against licensed market intermediaries and listed companies.
  • Recommending administrative and legal interventions in line with the capital markets act and regulations.

Required Qualifications, Competencies & Experience;

  • Degree in finance, law or related field.
  • A professional qualification such as CFE or CPS.
  • At least 3 years of relevant work experience.
  • A Diploma in Law is a requirement for candidates without a degree in Law.

Additional preferred requirements:

  • Experience in capital markets or financial/forensic investigations.

Assistant Manager, Corporate Communications – HRD/AMCC

Reporting to the Chief Executive, the high level incumbent will lead and manage the development, planning, implementation and delivery of communications processes for the Authority with the aim of raising the public and industry profile of the Authority, provide strategic communications advice, support and expertise. S/he must establish strong working relationships with all levels of the Authority and with market stakeholders.

Key Responsibilities

  • Development and implementation of integrated plans to communicate important issues strategies and messages both internally and externally to current employees, clients, the general public and other stakeholders.
  • Arranging public appearances, talks and interviews for CMA.
  • Coordinating customer service and implementation of the service charter.
  • Event management and facilitating the media to develop positive rapport for ease of communicating the Authority’s position and projects.
  • Working with public relations firms as necessary in areas deemed necessary.
  • Writing speeches presentations and position papers and responses to media enquiries.
  • Developing communication materials and implement activities designed to improve understanding and acceptance of Authority’s mandate, policies, objectives, strategies and services.
  • Providing overall vision and direction to the Authority’s corporate social investment and ensuring that the principles of corporate social investment are integrated into the operating practices of Authority.
  • Responsible for issuance of press releases on CMA activities.

The ideal candidate must possess:

  • A Bachelor’s Degree in a related discipline such as: Public Relations, Communications, Media, Marketing or a related field.
  • At least 4 years prior experience in public affairs, public relations, communications or other related communications disciplines.
  • Experience in handling communication for the financial services sector
  • Familiarity with Government protocol.
  • A practical understanding of the Kenyan capital markets and the local financial environment.
  • Outgoing personality and excellent interpersonal skills
  • Excellent communication skills: written and presentation skills.
  • Individual must be proactive and thrive on variety and challenge.

Additional preferred requirements:

  • A relevant Masters degree.
  • A track record of building productive relationships with stakeholders including media (print and broadcast), government and non-governmental organizations.

Market Development Officer HRD/MDO

The Market Development Officer will be responsible for:

  • Assisting in the identification of the investing public information needs as well as the public education required for the understanding of market information.
  • Assisting in the identification of training needs of market, intermediaries/ service providers staff, facilitating in the implementation of an effective market development program through training workshops, seminars and presentations to the investing public.
  • Assisting in the design, packaging, editing and production of training materials such as brochures, posters, magazines and other publications.
  • Assisting in conducting needs assessment and baseline surveys with the view to identifying both the investing public information needs, training needs for the market intermediaries as well as the education required for the understanding of capital market information by the general public.
  • Assisting in effective and prompt handling of enquiries and other general requests for information from investors, other stakeholders and the general public.

Required Qualifications, Competencies & Experience;

  • Bachelor’s degree in finance, economics, business or a related field.
  • Up to 2 years experience in capital markets or financial services development.
  • A good understanding of Kenyan capital markets.
  • Experience with information dissemination, public education and/or conducting training in financial aspects.
  • Excellent report writing skills, excellent communication and interpersonal skills and ability to multitask.

Additional preferred requirements:

  • A professional diploma in marketing or education would be an added advantage.

Accountant HRD/ACC

Reporting to the Assistant Manager, Finance, and the Accountant will be responsible for:

  • Implementing stringent expenditure control procedures by ensuring that any expenditure incurred is supported by valid accounting documents.
  • Receipting, analyzing & reconciliation of creditor statements.
  • Posting into Syspro software trade payables, direct debits and Petty cash vouchers.
  • Follow ups on O/S issues to process payments and reconciliation of creditors statements
  • Filing Withholding VAT returns on weekly basis.
  • Preparation of weekly payments and payables reports.
  • Maintaining of the fixed assets register, raising staff vouchers on staff per diems and payroll, bank reconciliations.
  • Reconciliation of staff debtors account and preparation of audit schedules.

Required Qualifications, Competencies & Experience;

  • Bachelor’s degree in finance, accounting or related field, with full professional CPA or ACCA qualifications.
  • 3 years relevant working experience.
  • Expert knowledge of accounting, auditing, financial and management reporting.
  • Experience with computerized accounting packages and a registered member of a relevant professional body.
  • In addition, the candidate must have strong analytical skills, problem solving skills, ability to multi-task, strong attention to detail and of high integrity.

Assistant Accountant HRD/ASACC

Reporting to the Assistant Manager Finance, the Assistant Accountant will be responsible for:

  • Compiling and analyzing financial information to prepare accounting entries such as cashbooks entry journal and general ledger accounts, checking correctness of supporting documents.
  • Raising payment vouchers, preparing cheques and maintaining the cheque registeAssist in preparation of weekly fund report, management of the petty cash use and reimbursement process.

Required Qualifications, Competencies & Experience

  • Bachelors degree in finance, accounting or related field, with CPA II or its equivalent.
  • 2 years relevant working experience in a computerized environment.
