Uganda Ministry of Tourism, Trade and Industry (MTTI) Support to the Quality Infrastructure and Standards Programme

Invitation for Expressions of Interest for Support to the Quality Infrastructure and Standards Programme

MTTI/QUISP/SERVICE/10-11/00049.

The Ministry of Tourism, Trade and Industry (MTTI) has received funds from Sweden through the Swedish International Development Cooperation Agency (Sida) and intends to apply part of the proceeds of these funds towards the cost of Consulting Services in assistance to the Support to the Quality Infrastructure and Standards Programme (QUISP).

Background of the Assignment

Uganda is an agricultural dependent economy and derives much of her foreign earnings from export of mainly agricultural products. However, the Ugandan products continue to face stringent regulations and standards requirements on international markets.

Hence the need to ensure Uganda’s products, services and processes meet international requirements is increasingly becoming one of the key Government programmes, as standards and technical regulations continue to be fundamental elements in facilitating trade in domestic, regional and international markets.

Programme Objective

Government therefore, through MTTI is undertaking a comprehensive programme aimed at improving standards
of Uganda’s products. QUISP seeks to develop a market-driven, holistic and coordinated institutional quality and
standards framework for Uganda supporting trade, industry, health, safety, consumer protection and a sustainable
environment while at the same time promoting use of best practices in the production and service sectors.

Scope of Assignment

The selected consultancy firm will be required to provide a technical assistance team supporting MTTI in the
implementation of the programme. The team of technical experts will advise MTTI, covering the five programme
components :

(i) the Standards and Quality Policy and Strategy,

(ii) the legal and regulatory framework,

(iii) advise on the design of a coordination forum for all stakeholders in both public and private sectors,

(iv) capacity development of agencies involved in the quality and standards area, and

(v) awareness raising and implementation support

In addition, when appropriate, the consultancy firm will be required to support MTTI on tasks relating to planning,
monitoring and evaluation as well as reporting on the implementation of the programme components.

Interested eligible consuitancy firms may obtain further information from Ministry of Tourism, Trade and Industry
at the address given below, from 9:00am to 5:00pm local time.

The Ministry of Tourism, Trade and Industry now invites suitably qualified Consultancy Firms to submit scaled expressions of interest for Consulting Services in assistance to the Support to the Quality Infrastructure and Standards
Programme (QUISP)]. Interested consultancy firms must provide information indicating that they are qualified to
perform the services (brochures, description of similar assignments, experience in similar conditions, availability
of appropriate skills among staff, etc.). Consultancy firms may associate or form joint ventures to enhance their
qualifications.

Exprcssions of interest will be evaluated in accordance with the Public Procurement and Disposal of Public Assets Act,
2003 of the Government of Uganda. Expressions of interest are open to all eligible consultancy firms.

Interested eligible consultancy firms may submit expressions of interest, consisting of one

(1) original and five (5) copies plus one soft copy on CD, to Ministry of Tourism, Trade and Industry, including (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Expressions of interest must be delivered to the address below at or before 4:30pm, on 28th October.

Late submissions shall be rejected.
