Supply, Installation, Configuration, Testing and Commissioning of Open Source Web-Based Enterprise Resource Planning (ERP) Solution
The Kenya Medical Research Institute (KEMRI) is a state corporation, established through the Science and Technology (Amendment) Act of 1979. Its mandate is to carry out research in human health and training services. KEMRI has grown from humble beginning 30years ago to become a regional leader in human health research. The Institute has 10 Centersfour at KEMRI headquarters, three at Kenyatta National Hospital; one in Busia, one in Kisumu and another one in Kilifi.
As part of its strategy, KEMRI intends to use Information and Communication Technology (ICT) to significantly reshape and support new and better ways of conducting business.
The use of ICT is designed to enhance service delivery and increase operational efficiency.
In order to achieve this, the Institute intends to deploy an efficient, manageable and cost effective Enterprise Resource Planning (ERP) to address the current and future information management system requirements of the Institute.
KEMRI therefore invites interested, eligible and qualified firms with experience in a similar undertaking to submit their proposals. The respective request for proposal document may be obtained from the office of the Head of Procurement upon payment of a non refundable fee of Kshs. 5,000.00 at the Cashiers Office situated on 1st Floor, KEMRI Headquarters.
For each proposal, the bidder shall prepare one (1) original and three (3) copies of the technical and financial proposals which shall be clearly marked “ORIGINAL” and “COPY” as appropriate. The original and copies of the technical proposal shall be sealed in an envelope clearly marked “Technical Proposal” and the original and copies of the financial proposal shall be sealed in an envelope clearly marked “Financial Proposal” with a warning, “Do not open with technical proposal”.
The envelope containing the financial proposal should have the bidders name and address clearly marked on the outside. Both envelops shall be placed in an outer envelope and sealed. The outer envelope, bearing no indication of the bidder and clearly marked: “KEMRI/ICT/01/2010-2011: SUPPLY, INSTALLATION, CONFIGURATION, TESTING
AND COMMISSIONING OF OPEN SOURCE WEB-BASED ENTERPRISE RESOURCE PLANNING (ERP) SOLUTION” should be deposited in the tender box at the Reception Area, Ground Floor, KEMRI Headquarters or sent by post to:-

so as to reach not later than Tuesday 31st August 2010 at 10.30am East African Time.
Interested bidders or their representatives are invited to witness the opening to be held in the Board Room, situated on 2nd Floor at KEMRI Headquarters on the same day at 11.00am.
All proposals must be accompanied by a bid security of Kshs 500,000.00 in the form of a bank guarantee from a reputable bank. Please not that any proposal that shall not be accompanied by a bid security in the stated amount and form shall be deemed to be nonresponsive and disqualified.
KEMRI may terminate the procurement proceedings prior to entering into a contract and reserves the right to accept or reject any or all proposals, without being bound to give reasons for its decision or incurring any liability. The Corporation is also not obligated to award to the firm that offers the lowest price.
