TB/HIV TECHNICAL ADVISOR

Columbia University's International Center for AIDS Care and Treatment Programs (lCAP) in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania provides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma, Pwani and Zanzibar. This program is part of a broader US Government HIV / AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania CCDC), PEPF AR and the support of the American People. A key aspect of the program is to build the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program management and technical advisory skills. The program has employed competent dynamic individuals with programmatic understanding, clinical background as well as public health management knowledge in implementing the program objectives.



Job Title: TB /HIV Technical Advisor


Overall Core Responsibility:


The successful candidate will be a key member of the central technical team staff and will assist the ICAP Tanzania team in the implementation ofTB/HIV program. Specifically, the candidate will be responsible for developing program objectives, work plans and budgets and reporting and monitoring program progress. He/she will provide technical support to all lCAP-supported sites in Kagera, Kigoma', Pwani and Zanzibar in focusing on TB/HIV integrated plans in the overall implementation of HIV / AIDS care and treatment programs.




Specific Responsibilities:


Design, plan and monitor the implementation ofTB/HIV collaborative activities at all ICAP-supported sites that offer CTC and PMTCT


Liaise with Ministry of Health officials, National TB & Leprosy Program (NTLP), NACP and other TB /HIV stakeholders at regional and district level in coordinating implementation of the program and compliance to Ministry of Healtlrgtrideline


Coordinate training of site staff,in TB /HIV screening, diagnosis and management


Conduct frequent site visits to provide supportive supervision, mentoring, review data, emerging needs and program challenges


Prepare budgets, work plans, reports and other technical papers and provide periodic progress reports


Provide technical assistance to MOHSW on national policy, guidelines, training curricul~ development




Essential Qualifications and Experience:


• Medical Degree with an Advanced Degree in Public Health, Health Management or any other related discipline from a recognized institution.


• Proven working experience in TB/HIV research projects will be an added advantage


• Minimum of 3 years in management position in TB/HIV Care and Treatment program


• Working experience in USAID / CDC funded public health projects is desirable


• Experience working closely with Local Government (districts) in Tanzania




Required Knowledge and Skills:


• Extensive clinical/public health knowledge on TB/HIV integration


• Excellent written and verbal communication skills in English and Kiswahili


• Strong analytical, supervisory, and management skills


• Excellent interpersonal and team-building skills


• Knowledge in work planning, budgeting, and project monitoring




Physical-ability requirement .


• Ability and willingness to travel to remote areas in Tanzania, as well as travelling overseas


• Ability to work effectively with different levels of professional cadres
