Project Manager – Food Income and Markets, Aweil Northern Bar el ghazal state



Job purpose:

To ensure effective implementation and management of the recovery and rehabilitation components of Concern’s Food Income and Markets programme in South Sudan ensuring that programmes are planned, implemented and monitored in accordance with agreed budgets and plans are in coherence with and well integrated into the wider Concern programme 
Main duties & responsibilities 
Programme Development and Management
  • Contribute  in developing  the recovery sub sector of the FIM programme into a longer term sustainable livelihoods security programme in line with the relevant Concern sectoral policies and strategies, following Concern’s project cycle management tool, and based on a sound analysis of the country context and needs.
  • Facilitate and prepare effective work plan , ensure timely and impact oriented programme implementation
  • Facilitate and ensure proper documentation of  various surveys, needs assessments and return process surveillance/ information trucking as required according to existing Concern guidelines
  • In conjunction with the FIM team and relevant local Government Departments, develop draft project proposals through participatory planning processes;
  • Ensure that development-oriented approaches including participatory development, DRR, capacity building and sustainable methodologies are adopted in programme planning, implementation and monitoring;
  • In close coordination with Project Officers identify activities for integration that will complement and supplement the respective projects  through common planning and capacity building;
  • Contribute to and support implementation of the strategic plan for Concern South Sudan
  • Take a lead in Monitoring and regularly evaluating implementation progress and impact and propose modifications as required to increase effectiveness and impact of the project.
  • Ensure that the staffs understand and respect Concern Worldwide policies including P4 and Code of conduct.
  • Ensure the mainstreaming of HIV/AIDs and gender and equality within recovery sub-sector
  • Ensure the roll-out and implementation of Humanitarian Accountability Partnership (HAP) Standard within the recovery sub-sector of the FIM programme
 
Project Staff/Participant Capacity Building

  • Provide technical and capacity building support including training and mentoring to staff and relevant Departments/Local authorities’ staff;
  • Provide support to CSOs including organizational development;
 
Resource Management /Accountability
  • Participate in preparing and revision of FIM programme budgets
  • Contribute to the further development of a monitoring and evaluation system that will measure the effectiveness and the impact of the programmes, and train and support programme staff in its implementation.
  • Ensure that timely, good quality reports are prepared and submitted according to agreed formats and timeframes
 
Representation: 
  • As delegated by Programme Manager, represent Concern at food security/livelihood fora at local and State level, and at higher levels when requested, to ensure optimal coordination/collaboration and development of common approaches to food security.
  • Develop and maintain productive relationships with other actors involved in livelihood/food security activities at county, state, and higher levels as appropriate.
 
  • Deputize Programme Manager in his absence
  • Undertake any other related duties as may be assigned by the line manager
 Person specification:
  • Be a Sudanese National
  • Relevant qualification in development management, agricultural, social sciences or other relevant discipline
  • 3-5 years’ international NGO experience including considerable experience in a similar role
  • A conceptual understanding of the livelihoods security framework
  • Experience in personnel and financial management
  • Good experience and understanding for the need for an integrated programme and systems approach.
  • Experience of programme development, management and participatory planning methodologies in a development context / field.
  • Proven programme management and leadership ability, including ability to motivate, include and develop skills of others.
  • Ability to organize and plan work effectively within a team and organisation context.
  • Proven ability to write donor reports and proposals.
  • Proven English Language writing and speaking skills
