Purpose of the Position

Under supervision of the Chief Social Policy & Evaluation, contribute to the social policy and evaluation work of the UNICEF Uganda Country Programme. The evaluation specialist will support internal and external evaluation including supporting the development of national evaluation capacity. The Evaluation specialist will also support operational and social policy research and dissemination for the Uganda Country Office.

Key Expected Results

1. You will assist in the development of the annual evaluation and research work programme according the RBM principles with clear prioritisation. Assist in planning the human and financial resources needed for fully operationalising the evaluation function. Participate in the selection and supervision of evaluation consultants in the field.

2. You will support national evaluation capacity through supporting the development of national evaluation capacity, and technically support programme partners to formulate Terms of Reference and evaluation designs of high quality in compliance with the organisation's programme evaluation policies and guidelines

3. You will monitor and ensure the quality of the field work and data management during the implementation phase of evaluations, and the quality of the analysis & ease of understanding during the report writing phase

4. You will organise national and district level meetings/workshops to disseminate evaluation and policy research findings and recommendations to the intended audiences in user-friendly methods. In particular, to ensure that effective participatory feedback is provided to local government, community and civil society stakeholders. This should include supporting building relationships with national and international research institutions.

5. You will monitor and ensure that a management response to the findings and recommendations as evaluations and operational research are completed, recorded and followed up for implementation. Most specifically, ensure that that evaluation recommendations are submitted to the Country Management Team and follow up actions recorded in CMT minutes.

Qualifications of Successful Candidate

Advanced university degree in social science or other relevant disciplines.

Five years of relevant professional work experience. Developing country work experience. Professional work experience in programme development and implementation, including monitoring and evaluation activities. Additional professional in-service training an advantage.

At least one instance of exposure to emergency programming, including preparedness planning. Active involvement in a humanitarian crisis response programme preferred.

Fluency in English and another UN language. Knowledge of the local language of the duty station is an asset.
