Civic Engagement Officer, Civic Engagement Program

VACANT POSITION:  Civic Engagement Officer, Civic Engagement Program

PRIMARY LOCATION:  Malakal (Non-relocate able position)

SUPERVISOR:   Field Program Manager

BACKGROUND:

NDI Sudan’s Civic Engagement Program is a USAID supported program aimed at enabling a larger and more diverse audience of Sudanese citizens to become active, better informed participants in their country’s unfolding political transformation.
GENERAL POSITION SUMMARY:
Under the direct supervision and guidance of the Field Program Manager, the Civic Engagement Officer is responsible for ensuring effective implementation of civic engagement activities in their assigned state. This includes supporting all NDI partners in their activities. . Additionally, the CEO is responsible for developing and maintaining relationships with key state level stakeholders and representing NDI at the state level.

RESPONSIBILITIES/DUTIES:

1. Program Planning & Implementation
  • Support all  civic engagement activities implemented by NDI local partners in your state
  • Participate in regular meetings for NDI supported partners
  • Identify training needs for NDI local partners and coordinate with FPM to develop capacity building trainings t address those needs
  • Conduct regular consultative meetings with NDI partners to ensure they are on track to meet programs goals and objectives
  • In coordination with other field staff members, organize and conduct all NDI activities in your assigned state, Develop/contribute to the monthly program plan for your assigned state
  • Ensure timely reporting of program activities according to the NDI M&E requirements
  • In coordination with your FPM, participate in regular stakeholder coordination meetings in your state
  • Participate in staff trainings as directed by FPM
  • Demonstrate neutrality and non-partisanship in undertaking NDI civic engagement activities
 
Let’s Talk
  • Facilitate payment of broadcasting contracts for the partner radio stations in your state
  • Deliver program materials to the partner stations as designated by your supervisor
  • Assist with monitoring broadcasting contract implementation with radio station partners in your state as designated by your supervisor
  • Review Lets Talk scripts and facts sheets as designated by your supervisor
  • Provide support to the program as needed
2. Field Operations
Finance
    • Prepare activity budget for each activity
    • Ensure timely reconciliation of funds in coordination with the FPM
    • Train NDI partners on NDI finance procedures
    • Support all aspects of small grants to NDI partners such as proposal development, grant disbursement, and review of reconciliations
    • Maintain sound financial records of all expenditures in strict accordance with NDI accounting procedures.
 
Operations and Security
  • Compile/contribute to the field office weekly security reports
  • Ensure to check in on a daily basis with NDI Juba security focal point
  • Attend all weekly security coordination meetings for your state
  • Comply with all NDI operations policies, NDI field policies and Sudan HR Handbook
 
    Liaison and Coordination
  • Build and maintain relationships with election bodies, GoSS officials, civil society actors, and other stakeholder groups within your assigned state
  • Provide/contribute to regular written political context reports as designated by your supervisor
  • Inform your FPM of any political developments in your assigned state
  • Provide security update to your FPM on weekly basis
 
QUALIFICATIONS:
  • Holder of a relevant Diploma or University Degree;
  • Experience in training of trainers, dissemination and/or civic education
  • Experience in international development, community organizing, good governance, organizational development preferred
  • Good interpersonal skills to effectively interact with all levels of staff, Sudanese government officials, US and foreign government personnel, and NGO community
  • Capacity to work both independently and as a member of a team
  • Working knowledge of PC-based word processing and spreadsheet applications
  • Capacity to work in Arabic and another local language preferred
  • Ability and willingness to travel to remote regional locations which possess only basic living conditions.
  • Ability and interest to work with a multi-ethnic team in a culturally appropriate manner;

  • Demonstrated ability to facilitate trainings and dialogues for a diverse audiences including but not limited to; government representatives,  representatives of different NGOs, community leaders, and citizens

  • High motivation, initiative, and adaptability.
  • Ability to work independently with minimal supervision from the FPM
