Expression of Interest
The World Bank as the administrator of the Governance Partnership Facility is financing the GAC Initiatives for
Development Effectiveness Project in the Southern Sudan Anti Corruption Commission (SSACC). The project will be
implemented by the SSACC.
The project aims to develop the demand side of the good governance and anti corruption agenda of the Commission
in particular through the use of Social Accountability (SA) instruments and tools. Governance and Anti Corruption
(GAC) fora are proposed to be created in each state which will be chaired by the respective Governor and will be
comprised of senior state government officials, members of the relevant legislative sub committees, members of the
judiciary, tribal chiefs and CSO and NGOs operating in the state.
The fora will be convened quarterly and will review budget execution, allocation of resources across counties and the utilization of allocations made by GoSS to the state and by the allocations made by the state to counties. The GAC fora will complement the existing processes for budget formulation and execution.
Scope of Services
The services of the Consultant shall include but not be limited to carrying out the following tasks:
i) liaise between the SSACC and the State governments and assist the SSACC in operationalisation of the multi stakeholders fora; including their membership and process for convening and conduct of meetings,
ii) documentation of decisions and implementation of decisions,
iii) train and develop the capacity of the staff of the SSACC in social accountability processes (participatory policy making and planning, budget related to SA tools; M&E of public services delivery, public oversight, participatory budgeting, alternative budgeting, independent budget analysis, citizens report cards, community score cards, opinion polls and oversight committees.)
iv) Assist SSACC in developing a training plan on social accountability measures and instruments for training the participants of the multi stakeholder groups,
v) assist the Commission in any work related to achieving the objectives of the Project.
Qualifications and Experience
services. Interested consultants must provide information including CV indicating that they are qualified to perform the social accountability services.
The candidate will be selected in accordance with the procedures set out in the current edition of the World Bank’s
Guidelines: Selection and Employment of Consultants by the World Bank Borrowers.
Duration: The services will be provided over a period of 15 Months in 2010-2011.

Qualifications and Experience
- At least three years experience in implementing social accountability measures and in developing capacity for social accountability.
- At least five years experience in working with, coordinating and supporting CSO/NGO activities particularly in areas where there is a cross over relationship with government.
- Experience in Sub Saharan Africa is preferable.
- Experience in post conflict situations is preferable.
- Demonstrated ability to work with government departments in defining the social accountability agenda and in mainstreaming the agenda into the functioning of the government.
- Demonstrated ability in designing training programs and implementing capacity development initiatives in the area of social accountability.
- Demonstrated ability and networks to coordinate and work with CSOs and NGOs.
- Ability to work efficiently with minimal guidance.
