Vacancy Cordaid Program/Policy Advisor, Juba


Cordaid combines more than 90 years’ experience and expertise in emergency aid and structural poverty eradication. We are one of the biggest international development organisations with a network of almost a thousand partner organisations in 36 countries in Africa, Asia, Central and Eastern Europe and Latin America.
The counterpart organisations work on various themes, including health care, quality of urban life, access to markets and peace and conflict. Each year around 170 million euros is spent on initiatives in the South. Of that, over 30 million euros is available for emergency aid. A small part is spent in the Netherlands on lobby, public support and awareness-raising. 
For a new (one-person) liaison office in Juba, Sudan, Cordaid is looking for a Program/Policy Advisor

Introduction
Cordaid’s Emergency Aid and Reconstruction Sector currently works in Sudan through local partner organisations as well as through two Cordaid operational offices. As part of Cordaid’s new strategic policy for 2011-2015, a choice has been made to phase out the two operational offices while expanding and strengthening our relationships with local partner organisations in Sudan. Cordaid’s main areas of assistance in Sudan are access to basic services (including health care and economic empowerment), women’s rights, local capacities for peace and citizenship and participation. Strategies of intervention include strategic financing, capacity building; linking and learning and lobby.  
Position and responsibility
The Program/Policy Advisor reports to the Programme Officer Sudan at Cordaid HQ located in the Emergency Aid and Reconstruction Sector (Team Latin America, Central and West Africa and Sudan).  
General objective of the posting
The Program/Policy Advisor provides quality information and advice to Cordaid headquarters about socio-political developments, program based portfolio development and linking and learning opportunities. He/she provides information and advice on capacity building needs of local partner organisations. He/she identifies back donor funding possibilities and facilitates the submission of partner proposals to such funding. He/she facilitates dialogue between Cordaid and a broad range of local stakeholders to support selected ‘communities of change’ in Sudan. The Program/Policy Advisor analyzes political developments and feeds quality information back into Cordaid’s lobby activities.   
Specific objectives
  • Monitoring of socio-political developments and security situation in Sudan;
  • Providing input to Sudan Program Officers based at Cordaid headquarters for program-based policy development and policy implementation;
  • Provide information and analysis to Cordaid’s Sudan lobbyist based at Cordaid headquarters;
  • Participate in relevant church-affiliated, (I)NGO and donor networks;
  • Identify needs and possibilities for capacity building of partner organisations, especially in the areas of (financial) management, PBME systems and lobby;
  • Develop strategies for capacity building of Sudanese civil society organisations;
  • Dialogue with partners on relevant lobby and advocacy issues;
  • Identify funding opportunities for partners and for joint programmes;
  • Represent Cordaid at national and regional (state) level. Coordination and liaison with national and international NGOs and faith-based organisations/churches, relevant UN and EC agencies; World Bank and national and regional (state) authorities.
 

 

Qualifications
  • MA in Development Studies or other related field;
  • 5 - 10 years experience in developing and managing capacity building programmes in conflict-affected states in Africa, preferably Sudan;
  • Proven experience of working with and advising local partner organisations, including Church and faith-based organisations;
  • Proven experience with (financial) project management;
  • Experience assessing needs for, and delivering, capacity-building training;
  • Experience with lobby and political analysis;
  • Experience of working with international donors, and reporting and monitoring according to donor templates;
  • Excellent English language writing and communication skills;
  • Knowledge of the political, religious and social structures in Sudan.
 

Duty station
The Program/Policy Advisor will be based in Juba, Sudan. He/she will have to travel frequently within (Southern) Sudan, especially also to Khartoum.
This is a non- accompanied post.
Contract information
The contract period is for 12 months initially, with the possibility of extension, starting as soon as possible. We offer a Cordaid contract with a competitive salary and a benefit package which includes R&R, comprehensive insurance cover, social security and pension contribution and a holiday allowance.
