The United Nations Mission in Sudan is seeking qualified candidates for the following post(s): 
Title: Electoral Officer (Public Outreach)  
Grade: NPO (NOB) 3 Region (please indicate preference in application): Juba

1 Vacancy will remain open for at least two weeks, or until it is filled. Preference will be given to internal candidates who are at the same grade as the post being advertised, then to internal candidates one grade below the post, and finally to external candidates.
2 Equally-qualified female candidates will be given priority for selection (DPKO Under-Secretary General’s Policy Statement on Gender Mainstreaming). Candidates wishing to return home are also strongly encouraged to apply.
3 Locally-recruited General Service (GS) staff interested in applying for a National Professional Officer (NPO) post must meet the minimum requirements of the post, including academic qualifications and years of relevant professional experience. Experience in the General Service category does not count as professional experience. If selected, the GS staff member will be required to resign his/her current post before taking up the NPO post. There will be no break in service between the two types of appointments.

 
Duties and responsibilities:
Under the supervision of the External Relations Adviser or her duly designated representative, the Incumbent will carry out the following duties and responsibilities:
 
  • Coordinate with the establishment  and maintenance , together with International counterparts, of effective working relationships with  key national stakeholders, including the Southern Sudan Referendum Commission and its subsidiary bodies, government authorities, political parties, civil society organizations, media organizations, youth organizations, and traditionally marginalized communities, including women’s groups, the disabled and IDPs;
  • Advise the External Relations Adviser in liaising with the Referendum Commission and subsidiary bodies in developing and maintaining regular, systematic, and impartial communications with government authorities, media and civil society organizations, and other target audiences;
  • Support the External Relations Adviser and Electoral Assistance Division (EAD) State Teams in providing guidance and assistance to the Referendum Commission and its subsidiary bodies on the development of public outreach policies and a strategy for maintaining relations and sharing information with all stakeholders;
  • Ensure that EAD understand the political and cultural dynamics affecting the public outreach efforts of UNMIS or the Referendum Commission;
  • Support the External Relations Adviser in the management of Donor Relations through the coordination of donor meetings, facilitation of delegation visits, and maintaining regular contact with the international community;
  • Provide oral language and technical support to the External Relations Adviser with the dissemination and management of information about the activities of EAD and the referendum process to external stakeholders, in collaboration with EAD Public Information counterparts and relevant UNMIS sections;
  • Attend meeting and participate in activities carried out by EAD such as, management/facilitation of special visits, VIP travel, and arrangements related to Referendum Commission conferences and travel;
  • Participate in relevant capacity building programmes, as required ;
  • Perform such other related tasks as assigned by the External Relations Adviser.
 
Competencies:
Professionalism - Sound understanding of, and experience in, dealing with national authorities, political and civil society organizations, the media; strong analytical skills and ability to analyse and integrate diverse information from varied sources; demonstrable up-to-date knowledge of current Sudanese political issues and the ability to identify information needs, opportunities and risks;
Planning & Organization - demonstrated planning and organizational skills, including the ability to work to tight deadlines and to handle multiple projects or activities;
Judgment / Decision-Making - discretion and sound judgment in applying expertise to sensitive and complex subjects;
Communication - highly developed spoken, written and presentation communications skills;
Client Orientation – demonstrated ability to establish and maintain productive partnerships with clients, including the ability to identify clients' needs and find appropriate solutions;
Teamwork - sound interpersonal skills, including the ability to establish and maintain effective partnerships in a multi-cultural environment, with sensitivity and respect for diversity.
 
Qualifications:
Education: University degree (Bachelor or Masters) preferably in international relations, political science, social science, public relations, education, journalism or a related field.
Experience: At least 4 years for candidate with Bachelor Degree and two (2) years for candidate with Masters Degree, work experience in public relations, the media, civil society or a related field; practical work experience in the area of governance would be beneficial. Sound organizational skills and the ability to manage a large volume of work in an efficient and timely manner; the ability to work in a difficult operational environment would be an asset. Good interpersonal and communication skills, including the ability to establish and maintain productive partnerships with target audience(s); the ability work to harmoniously with people from diverse cultural and ethnic backgrounds;
Language: Fluency in written and spoken English and working knowledge of Arabic required, ; knowledge of other local languages spoken in Sudan would be an asset.
