Zain Kenya wishes to recruit the position of Regulatory Manager.
Reporting to the Legal & Regulatory Affairs Director, the incumbent shall be responsible for:
Obtain and maintain regulatory approvals and licences required for Zain to operate.
Ø Provides analysis and counsel on regulatory issues
· Scans the regulatory environment and advices the Company of opportunities and threats
· Suggests ways to maximise licensing opportunities
· Review Licensing terms and conditions
· Bench mark licensing conditions and terms with best practices world wide
· Research on best practices
· Suggests ways to minimise environmental threats
· Review new and proposed legislation and advice on its impact on the company’s activities
· Review new and proposed government action and advice on its impact on the company’s activities.
· Oversight of competitive behaviour among operators and to take steps to correct anti competitive behaviour.
Ø Establish regular contact with regulatory and governmental bodies.
· In consultation with the Director develops the company’s position on various issues and lobbies government and regulator on these issues
· Explores opportunities for tax reduction
· Maintain cordial relationships with government and regulator
Ø Maintain good working relationships with other operators
· Works with other operators in areas of mutual interest to advance industry issues that are of benefit to the company.
· Review competitor action to ensure that it is within the law and to take appropriate action in cases of violation.
· Draws and Manages Interconnection Agreements and terms
· Manage and collect interconnect debt
Ø Co-ordinate the legal evaluation of interconnect and international carrier services and supports the negotiation of favourable interconnect tariffs.
· Monitor the implementation of interconnection agreements in respect to regulatory and legal matters:
· Coordinates compliance activities with the telecommunication regulatory bodies
Ø Identifies opportunities and threats to Zain’s operations and takes ownership in developing actions to exploit the opportunities or mitigate the threats:
· Monitors and analyses legal and regulatory developments in the country, and assists on assessing the impact on the industry and Zain’s business

· Advises on relevant policy developments in the area of telecommunications that may impact OPCO operations
· Advocating positions on regulatory matters with national regulatory bodies and other operators
· Prepares and submits monthly and quarterly reports to general management level and highlights significant events promptly.
Qualifications:
- 8+ years with University Degree in law;
- at least 2 - 5 years leadership experience
- Excellent knowledge of laws and regulations applicable to the OPCO and entire corporation
· Able to handle, prioritize, multiple projects simultaneously
· IT literacy
· Maintain confidentiality at all times
· Able to operate in a performance driven organisation
