In 2004, Save the Children UK established an office in Puntland State in response to the Tsunamis and continues to undertake programmes from this office while Save the Children Denmark in Puntland works through partners.

Job Purpose

Job Purpose

The position will also function as a key liaison with all the Save the Children Donors and support point for the Save the Children in relation to grant management.
Key accountabilities
- Ensure all grant management systems are consistent with global Save the Children procedures in Southern Somalia.
- Ensure that systems to monitor and track grants on a monthly basis are working effectively and liaise closely with the Regional Manager (South), Regional Finance Officer and budget-holders to support the analysis of monthly variance. Coordinate budget realignments request going to the donors
- Ensure that grant management statistics, including Grant tracking template, Key Performance Indicators, (KPIs) are compiled on a monthly basis and advise Senior Management on how the programme can address issues of low or non-performance where necessary.
- Create, maintain and close donor grant files and ensure that the Grants Management filing system is maintained in accordance with established grant management protocols and that all grant documentation is properly filed therein.
- Ensure that all proposals, contracts and amendments are appropriately authorised (per Grant Management Scheme of Delegation (GMSD)) and uploaded on the FMS.
- Ensure grants already in the FMS system are updated with current information, and that issues appearing on the FMS dash board are addressed appropriately.
- Advise budget holders on receipt of new funding source codes to ensure the upload into FBS and ensure that Hargeisa National finance team creates FSCs for all new grants.
- Work closely with the Regional Manager, Programme Managers, Project Managers and Finance team in the preparation of budgets in FBS and linking them to donor reporting formats.
- Maintain grants income schedules and ensure the timely collection of income due from donors. Ensure timely sending of Income claims, Financial Reports, Narratives, etc to donors.
- Organise required external or internal audits from Nairobi.
- Prepare high quality and timely Donor Reports for the South.
- Ensure the system for programme-wide income and debt tracking is working and lead in chasing income from donors in liaison with Finance.
- Provide budget-holders and Hiran finance with the information and training they require in order to understand donor guidelines, compliance issues and the Save the Children grant management procedures, and that this forms part of the induction of new staff.
- Support programme staff in the preparation of high quality proposals and budgets to ensure that the donor's requirements are met.
- Advise and support programme management in the development of an overall funding strategy and the preparation of operational plans.
- Attend meetings between the donor community, UN agencies and other stake holders in Nairobi.
- Maintain an up-to-date compendium of donor profile and budget-lines, accessing information from the Programme Funding Unit and external sources and informing Senior Managers of funding opportunities.
- Together with the Finance and Grants Manager ensure adequate internal control systems are in place and all procurement procedures are consistently implemented to effectively utilise grants and all Save the Children assets.
- Together with the Finance and Grants Manager, ensure that scheme of delegations are adhered to across the country programme.
- Comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies.
- 21. Carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance the Child Protection Policy.
Working contacts
- External: Donors, non-governmental organisations, partner agencies
- Internal: Close daily contact with the Finance and Grants Manager, budget holders and finance staff in the field, as well as the Regional Manager and other staff in Southern Somalia, and the CD and DCD. Regular contact with the Regional Finance and Grants Manager and HQ Programme Funding Unit.
Person specification
- B.Com Accounting Degree (or equivalent certification and experience)
- Recognised accounting qualification – CPA (K), ACCA,CIMA
- At least 4 years financial management experience with INGOs
- Significant experience in financial monitoring, budgetary systems and controls with strong analytical skills
- Experience in staff management, supervision and training
- Knowledge and experience of financial computer applications, including accounting packages and spreadsheets
- Significant experience of managing grants and finances of a large emergency programme with a variety of funding sources
- Knowledge of donor financial policies and guidelines
- Proven ability to prepare budgets and Consortium donor financial reports
- Ability to work with, support and interpret financial reports to staff with limited financial skills
- Good personal organisational skills, including time management, team work and ability to meet deadlines and work under pressure
- Good communication and interpersonal skills and ability to work as part of a team
- Willingness to travel to field offices and work in difficult environment from time to time
- Ability to work within a multicultural setting
Desirable
- Experience of working in a busy NGO environment
- Basic knowledge of IT
- Advanced Microsoft Excel skills
