The Government of Kenya is implementing a seven-year (2004-2011) Multi-Sectoral Mt. Kenya East Pilot Project for Natural Resources Management (MKEPP) with financial support from International Fund for Agricultural Development (IFAD) and Global Environmental Facility (GEF).
The project’s goal is to contribute to poverty reduction and improve rural livelihoods for the poor communities in selected sub-catchments of five rivers (Kapinganzi/Ripinganzi, Ena, Tungu, Mutonga and Kathita) in eight districts namely: Embu, Mbeere, Meru Central, Imenti South, Imenti North, Meru South, Maara and Tharaka.
The Project Management Unit is based in Embu. The project wishes to recruit a suitably qualified person who must be a Kenyan Citizen to fill the above mentioned post at the PMU.
Duties and responsibilities
The officer will be:-
  • Guiding/coordinating the development and operationalization of the project’s M&E framework;
  • In consultation with the Project Manager and the technical officers, he/she will be responsible for compiling and distributing the project’s periodic progress reports;
  • In collaboration with other PMU technical staff, he/she will be responsible for guiding the integration of project activities in government planning, Budgeting and policy framework;
  • In collaboration with project executing agencies and PMU technical staff, she/he will coordinate specific project studies, including Reviews and Impact Assessments for incorporation into the Project’s M&E System;
  • Guiding and supervising organizations and individuals contracted to carry out special project surveys, studies and trainings etc;
  • Undertaking and assessing of the M&E training requirements among the project officers and community and initiate/organize relevant short training courses/sessions;
  • Coordinating the revision of the Project Logical Framework and ensuring specific and general M&E indicators are developed and regularly reviewed to inform and guide project planning and implementation;
  • In collaboration with the Management Information Systems Officer, the M&E officer will guide the implementation of Knowledge Management and Communication Strategy to enhance information exchange and knowledge sharing;
  • Reviewing the TOR and facilitating various missions;
  • Assist the Project Manager in following up of implementation of decisions made at various levels;
  • Any other duty (related to the project’s activities) as may be assigned by the Project Manager.
Minimum Requirements
The applicant must have the following qualifications:-
  • Be a holder of Degree in either Natural Sciences or Social Sciences from a recognized University
  • A certificate in Project Planning and Management/M&E from a recognized training institution
  • Have a minimum of 3 years working experience in the field of Monitoring and Evaluation in a multi-sectoral development programme/project
  • Excellent report writing skills
  • Be computer literate (demonstrated experience in spreadsheets, SPSS or any other statistical tools)
  • Work experience and knowledge of Government of Kenya policies, operations as well as experience in working with local communities
  • Capacity to work with minimum supervision to meet strict deadlines.
