Tender Notice: Consultancy Services for Sector Policy Framework Paper Development for the Governance, Justice, Law and Order Sector [GJLOS] Reforms

GJLOS Reforms Programme is a Government of Kenya led initiative that has been implemented since year 2004, through a sectorwide, cross-institutional approach. It has engaged the participation of over 30 Ministerial Departmental Agencies on the one hand and Non-State Actors, while drawing support from 15 International Development Partners.
GJLOS reforms have been pursued through a Medium Term Strategy framework which expired in September 2009. To keep reforming institutions together and to maintain momentum going forward, a short term Bridging and Coordination Mechanism (BCM) is currently under implementation.
The BCM prioritizes agenda-4 reforms, as well as activities supporting the designing process of the next medium term strategy.
Under the first medium term strategy (MTS), the first phase of GJLOS reforms were undertaken without a clear articulation of overarching principles underlying reforms. The lack of an overarching policy instrument meant that coordinating, monitoring and evaluating sector policy reforms was less effective.
Recognizing this weakness, the Fifth Joint Review (JRM-V) recommended for a prioritization of the sector-wide policy framework paper (PFP). Besides, stakeholders also considered the importance of sector policies to link up closely with the principles of national policies and priorities such as documented under Vision 2030 and the Medium Term Plan, and by the envisaged new constitution.
In pursuit of designing a new medium term strategy for implementing reforms, and guided by the GJLOS sector vision, MoJNCCA in collaboration with UNDP-Kenya, is seeking to implement JRM-V recommendations for prioritizing for formulation of an overarching framework by recruiting a consultancy that will develop GJLOS Sector PFP that is to be mainly informed by:
- An assessment of existing policy framework vertically and horizontally right across the GJLOS sector;
- The Vision 2030 and therefore the Medium Term Plan (MTP);
- National Dialogue and Reconciliation Accord (NARA);
- Various sector wide policy instruments including the MTEF; and
- Envisaged new constitutional dispensation.
The consultancy is to undertake a comprehensive policy assessment covering institutions and Ministerial Departmental Agencies that are currently under the GJLOS Sector, and from the findings and conclusions therein, advice roundtable dialogue process that brings together GJLOS sector stakeholder, for their further contributions to PFP development.
The consultant will then develop the final Policy Framework Paper that is ready for submission to cabinet, and, which will mainly detail policy guidelines and especially policy engagement mechanism for the next phase of reforms programme. A supplementary objective of this assignment is to provide specific recommendations to each implementing agents on policy priorities, while seeking to optimize harmonization vertically and horizontally – within and beyond the sector – with a view to building a dynamic and coherent policy-engagement mechanism for GJLOS reforms.
