CRS, IUCN and CARE seeks to recruit the National Program Coordinator (NPC) to be based in Moshi to coordinate the Running Dry Program, which is jointly implemented and managed by the three consortium members through the establishment of the National Coordination Group (NCG). The Running Dry Program is based on Integrated Water Resource Management (IWRM) concept and approaches, with particular focus on improved local water governance. The NPC facilitates the development of a partnership relationship between the consortium members and with other local and national stakeholders. The program is driven by stakeholder led processes.
The NPC is a senior position and is responsible for ensuring program quality through effective program coordination between the three consortium members and with other stakeholders. The NPC is also responsible for cross-fertilizing learning across the program and partners, as well as ensuring quality monitoring and reporting (both technical and financial), including ensuring adherence to compliance issues.
The NPC works closely with the Focal Point Person of the three consortium members and provides technical and logistical guidance to local implementing partners of the three consortium members through NCG mechanism. The NPC receives reviews and consolidates reports generated by the Focal Point Persons for submission to the Regional Program Unit. In future, the position is also expected to play significant role in policy analysis and advocacy related to, local water governance, as well as in terms of representation, networking, learning and influencing with government, civil society, donors and other related agencies in Tanzania.
Requirements:
• Masters Degree in IWRM or related field.
• At least 5 years of experience working in senior management position, with demonstrated program management and coordination experience with a range of local, national and international partners. Experience in managing IWRM program with multiple partners would be an added advantage.
• Demonstrated experience in managing donor grants and related budgeting, procurement, reporting and compliance procedures.
• Excellent communication and interpersonal skills, with the ability to dialogue, network, and negotiate with a range of stakeholders.
• Experience in policy analysis and leading evidence based advocacy initiative.
• Demonstrated experience in team building and partnership development
• Conceptual and operational monitoring and evaluation knowledge and skills
• Excellent verbal and written communication skills in English.
