Consultant, "Strengthening the criminal justice response to human trafficking in Burundi", Bujumbura

Background

The overall objective of the project BDIT42 “Strengthening the criminal justice response to human trafficking in Burundi” is to curb the growing incidences of trafficking in persons (TIP) by enhancing the capacity of the Government of Burundi to prosecute cases of TIP. The project has two immediate objectives. First, to provide technical assistance to the Government of Burundi to draft national legislation that is in line with the United Nations Convention against Transnational Organized Crime (UNTOC) and its TIP Protocol, while advocating for the ratification of both international instruments. Secondly, it will improve the capacity of Burundi law enforcement and other criminal justice and judicial agencies to identify TIP activities and efficiently investigate and prosecute TIP offences.

The consultancy will take place in two phases. In the first phase, the consultant will develop a training manual on TIP for criminal justice institutions in Burundi. The targeted institutions include the National Police (investigators, Interpol National Central Bureau, Anti-Human Trafficking Unit, Child Protection Unit), prosecution, State Counsels, the Judiciary and the Ministry of Defense.

Drawing on existing UNODC materials such as the Anti-human trafficking manual for criminal justice practitioners, the comprehensive training manual will enable the targeted institutions to identify TIP activities and efficiently investigate and prosecute TIP offences. The training manual will be submitted in French. The expected duration of the first phase of the consultancy is 30 days.

In the second phase, the consultant will train the targeted agencies using the Train the Trainers methodology. One Train the Trainers workshop will be held, with an expected duration of 10 days. The training will be conducted in French.

Duties and Responsibilities

The objectives of the assignment are the following:

* To develop a comprehensive training manual on TIP for criminal justice institutions in Burundi.
* To train the targeted institutions on the basis of the training manual, using the Train the Trainers methodology.

Competencies

The consultant will:

* Conduct research and desk review of existing manuals, curricula and materials as well as the existing legislative framework regarding TIP in Burundi, including the UNODC Anti-human trafficking manual for criminal justice practitioners;
* Develop a training curriculum and relevant additional materials targeting criminal justice institutions including the integration of case studies and interactive learning exercises relevant and appropriate to Burundi and the regional context;
* Conduct professional training on TIP for the criminal justice institutions in Burundi, using the Train the Trainers methodology.

Final Products

The Consultant will:

* 30 days after signature of contract, submit a comprehensive training manual on TIP for criminal justice institutions in Burundi that incorporates comments by UNODC.
* Conduct a 10 day training for the targeted institutions on the basis of the developed manual, using the Train the Trainers methodology.

Provision Of Monitoring And Progress Controls

The assignment will be carried out under the supervision of the National Project Manager, BDIT42 based in Bujumbura, in cooperation with the TIP Focal Point at UNODC's Regional Office for Eastern Africa (ROEA). The Anti-Human Trafficking and Migrant Smuggling Unit (AHTMSU) based in UNODC headquarters in Vienna will provide substantive advice to guide the consultant's work.

Required Skills and Experience

* Advanced university degree in law or legal studies
* At least 7 years experience in international legal instruments against human trafficking and international organized crime
* Excellent drafting skills and proven experience in developing training materials
* Excellent training skills. Training experience with law enforcement agencies will be an added advantage
* Good communication and interpersonal skills
* Excellent command of written and spoken French
