Evaluation Consultant Job Vacancy: United Nations Office on Drugs and Crime (UNODC)

The consultancy is aimed to evaluate the UNODC/UNDP project aimed at strengthening counter-terrorism in Kenya implemented together with Kenya National Counter-Terrorism Centre (NCTC), Office of the President, as the main government counterpart.

The evaluation is being undertaken in order to independently assess the quality of the original design of the project, efficiency and effectiveness of the project implementation, overall impact of the project and the sustainability of benefits arising from the project, as well as the results of the project implementation.

The duration of the consultancy is 12 working days in Nairobi, Kenya.

II. Expected responsibilities and deliverables:

Under the direct supervision of the UNODC Evaluation Manager and in close consultation with Core Learning Partners of the evaluation, the Consultant will be responsible for the following deliverables:
  • Development of a sound methodological approach, including tools, templates, instruments
  • A documented set of preliminary evaluation findings for presentation at the debrief in at the end of the evaluation exercise
  • A first full draft of the evaluation report (based on the UNODC standard format and guidelines for evaluation reports)
  • A final draft of the evaluation report, taking into account comments provided by UNODC on the first draft
  • Facilitation of the meeting at which the findings/ recommendations of this evaluation will be disseminated to key stakeholders.
III. Required qualifications:
  • Minimum first degree or its equivalent in one of the following areas: law, criminology, international relations, social sciences and other related field;
  • Extensive knowledge and experience in design and implementation of international cooperation projects in the area of rule of law, governance and security;
  • Extensive experience in developing evaluation methodologies, conducting independent evaluations and producing reader-friendly, utilization-based evaluation findings and recommendations, preferably with United Nations development agencies and/or major donors;
  • Knowledge of counter terrorism and anti-money laundering issues, policies and programmes in country and the region;
  • Detail oriented, able to meet deadlines and able to prioritize multiple tasks;
  • Strong organizational and financial management skills;
  • An understanding of socio- cultural- political context of Kenya.
  • Fluency in the English language and excellent writing skills.
  • High level proficiency in using Microsoft Office applications.
  • High-level interpersonal, communication and research skills.
