Senior Contracts and Grants Officer Vacancy Announcement: Family Health International (FHI)

Family Health International (FHI) is dedicated to improving lives, knowledge, and understanding worldwide through a highly diversified program of research, education, and services in HIV/AIDS prevention, care and treatment, reproductive health, and infectious diseases.

We are seeking qualified candidates for the following position to be based in Nairobi:

Senior Contracts and Grants Officer
Ref No: FHI-SC&GO-AFRO

Position Summary:
  • To manage contracts, grants, task orders and cooperative agreements and develop, and implement systems to provide sound management information.
Key Responsibilities
  • Provide regional C&G support through collaboration with ROADS Country Managers in the region and Program Officers including specific guidance, support and resolution to C&G matters affecting their programs.
  • Work with the ROADS Project Director and team and provide C&G input and support during design, draft scopes of works, development of detailed budgets, submissions and negotiations to request for applications and proposals.
  • Work with the ROADS Project Director and team during subawards development to ensure the contractibility of the scopes of work and their consistency with the proposed budgets thereby streamlining the subaward process.
  • Consults with C&G Arlington on a regular basis for solutions to contracting and granting issues to streamline implementation and assure compliance with evolving FHI C&G policies and practices.
  • Manage prime award and subaward C&G work processes, including review and negotiation of proposed award instruments, amendments, and close-outs.
  • Monitor and contribute to work flows from design to close-out and help develop and implement systems to provide sound management control over FHI's compliance with award terms and conditions and FHI policy.
  • Responsible for review and approval process for sub-agreement and subcontracting implementation activities and contractual arrangements such as consultancies.
  • Develop and implement procedures to ensure compliance with award terms and FHI policy and provide support to Contracts and Grants (C&G) and other staff to ensure that C&G tools and processes align with program needs.
  • Develop templates and training materials to ensure compliance and support program and training needs.
  • Provides support with special projects within C&G.
  • Coordinate original documents and amendments to subagreements, task orders, partner agreements and contracts.
Requirements: Knowledge, Skills and Abilities
  • Knowledge of USG and other donor contract, cooperative agreements, and grant regulations.
  • Knowledge of award management, subaward requirements and donor relations.
  • Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
  • Ability to manage high volume work flow with minimal supervision
  • Ability to interpret funding regulations and develop implementing procedures.
  • Excellent written and verbal communication skills.
  • Proficient in computer and MS programs to include spreadsheet and database and Management Information Systems.
Minimum Requirements: Education and Experience
  • BS / LLB /BA in Business Administration, Accounting or related field, and 5-7 years relevant experience in a business setting; 3 of which must be in USAID grants and contract administration; or MS/MA/MBA, and 3-5 years relevant experience in a business setting; 2 of which must be in USAID grants and contract administration.
