Summary
The Head of Human Resources (HR) is responsible for strategic human resource planning and directing the activities of the personnel functions in the Programme.
The KEMRI-Wellcome Trust Research Programme is a partnership between the Kenya Medical Research Institute (KEMRI), Oxford University and the Wellcome Trust.
The programme is well known internationally for its work tackling malaria and other infectious diseases among children and has a broad scope in medical research, carrying out basic laboratory-based research, clinical and community based studies, health systems and health policy research.
The twin overriding aims of the programme are to conduct research to the highest international scientific and ethical standards on health problems which are major causes of morbidity and mortality in Africa, and to build strong and sustainable national and regional research capacity.
The Programme has its headquarters in the KEMRI Centre for Geographic Medicine Research- Coast (CGMRC) in Kilifi and a research grouping in Nairobi.
It is led by a management team consisting of a KEMRI-Centre Director, a Programme Director, a Chief Operating Officer and a group of senior researchers, each leading a major research group. The Programme has approximately 750 staff.
The Programme is now looking to recruit a highly experienced professional for the position of Head of Human Resources.

Key Responsibilities:
- Development and implementation of HR strategy for the Programme
- Formulation and interpretation of HR policy and procedures
- Overall management of staff within HR, including management of all personnel information, recruitment, delivering staff objectives and performance management, and staff learning and development
- Collaboration with the scientific leadership of the Programme through active membership of the Programme Management Committee
- Alignment of recruitment and business strategies to ensure that the staff recruited are well placed to meet organization goals
- Leadership on HR issues related to change management in the Programme i.e. growth dynamics.
- Development of job evaluation, rationalization and harmonisation across the Programme.
- Ensure effective and proactive communication across the Programme on HR performance, policies, procedures and services.
- Leadership in the implementation of a Human Resources Information System.
- Introduce and manage succession/staff development/workforce planning as an essential activity within the Programme.
- Management of the Programme’s statutory obligations to staff and ensuring regulatory compliance.
- Leadership and management of the Programme’s recruitment and induction processes.
- Maintenance of a competitive and cost effective pay and benefits for the Programme in line with Kemri/Wellcome Trust’s rewards principles and setting, implementing and maintenance of the salary structure
- Leadership of the effective implementation of the performance management process for the Programme and linking this to the Programme’s Learning and Development strategy.
- Responsible for developing the HR Department’s core budget proposals and the management of the HR Department’s budget, to ensure that resources are deployed to best effect and provide value for money.
- Development of service level agreements for HR at the Programme, in consultation with stakeholders.
- Be a part of the senior management headed by the Chief Operating Officer and other support units (including Finance, ICT, Operations) to support better use of office automation to ensure the smooth operations of the programme
- Will oversee the planning and implementation of the HR activities budget.
Skills and Competence:

Essential Requirements:
- First degree in HR, Business Administration, Social Sciences or equivalent, with content in Human Resource Management.
- At least 4 years relevant experience as Human Resources Manager or equivalent in a medium to large sized organization
- Experience of working in a multicultural intergovernmental organisation
- Knowledge of employee relations policies, procedures and experience in their implementation
- Breadth of HR management , understanding scientific staff competence requirements , ability to handle fiscal database and completely integrate budget and planning documents for HR management
- Computer literate with good communication and interpersonal skills
- Knowledge of Kenya laws and practices
- Experience in handling grievance procedures
- Demonstrable written and oral skills in English
- Experience in implementing Human Resources Information Systems
- Member of the Institute of Human Resources Management
Desirable Requirements:
- Post graduate qualification in Human Resource Management
