Kenya ICT Board Grants - Call for proposals for development of digital content and software applications

This Call for Proposals is issued by Kenya ICT Board acting in its capacity to administer a Grants Management program for the Ministry of Information and Communications (MoIC).
All queries should be directed to Kenya ICT Board (KICTB).
The GOVERNMENT OF KENYA has received a credit from the International Development Association in the amount of US$ 114.4 Million equivalent towards the cost of the Transparency and Communications Infrastructure Project (TCIP).
Credit No. 4284-KE
Project ID No. P094103.
TCIP will be implemented by the KICTB under the Ministry of Information and Communications. The Board therefore intends to apply US$ 4 Million of the proceeds for Grant Applications for the development of digital content and
software application.

Grant Opportunities
1. Government Information Portal
This Grant component will support the development of the existing Government information portal (www.information.go.ke). There is increased demand for the development of web and mobile based information services that provide Government agencies and the public with readily accessible and transparent content and data.
This grant will be utilized for developing;
a) Specifc content and applications
b) Innovative new content and applications
c) Urban and rural community based applications

2. Private sector content and applications including SMS and IVR and eServices
The purpose of this grant is to support individuals and fi rms to develop innovative communications and information applications that utilize web and mobile technologies. The grant will cover the expenses for service and content development as well as awareness building.

Grant Amount
The grant will be limited to a maximum of US$ 50,000 for firms and US$ 10,000 for individuals. The single currency for price conversions is Kenya Shillings, the source of official selling rates is Central Bank of enya and the date of exchange rates is the date of Call for Proposals advertisement.

Grant Duration
The grant once awarded will be valid for one year. Grant initiation must be no later than two months from award.
Eligibility
Kenyan Registered Firms

  • The firm must be legally registered in Kenya
  • The firm must submit the resumes of the project implementers and show that they have the required skills and qualifications to execute the project to completion
  • Must have a valid PIN number
  • Must submit a complete grant application form in English
  • Must submit a letter stating it’s capability to see a concept through to completion with reference to similar projects that the firm has successfully implemented (added advantage)
For Individuals
  • Must be a Kenyan Citizen above 18 years of age
  • Must provide their resume. The project implementer must have the required skills and qualifications to be able to execute the project to completion
  • Must submit a complete grant application form in English
  • Must submit a letter stating their capability to see a concept through to completion with reference to similar projects that the individual has successfully implemented (added advantage)
The Solution
The content should be neutral and not prejudicial to any group, race, tribe, age group and should as much as possible be inclusive, that is, accessible to persons with disabilities, non partisan.
The content or application must be accessible through web and mobile
The solution will be available in both English and Kiswahili.

Inquiries and communication
The Kenya ICT Board will take written questions about the grant and the application process from June 3, 2010 to June 24, 2010 (for 21 days after the Call for Proposals) and all the answers will be posted on the website within seven days
of receipt. All questions should be submitted via email only to grants@ict.go.ke

There will be four workshop in the following venues:
  • Mombasa Polytechnic: Mombasa, June 18th 2010
  • Maseno University: Kisumu, Tuesday 22nd June 2010
  • Moi University: Eldoret, Friday 25th June 2010
  • Kenya International Conference Center (KICC) Date: 29th June 2010
