Background
UNDP Southern Sudan Office is supporting the development efforts of the Government of Southern Sudan (GoSS) through various Programmes located in the following Units:
  • Poverty Reduction and Millennium Development Goals Unit.
  • Crisis Prevention and Recovery Unit.
  • Governance/Rule of Law Unit.
UNDP is partnering with GoSS on achieving the following broad development results areas (Outcomes) through various projects located in the Governance/Rule of Law Unit:
  • Institutions, systems and processes of democratic governance strengthened.
  • National/sub-national/state/local levels of governance expand their capacities to manage equitable delivery of public services.
  • Rights upheld and protected through accountable, accessible and equitable Rule of Law institutions
The position of Assistant Country Director is located in the Governance/Rule of Law Unit.
The incumbent in the position will contribute, in a leadership role, towards the achievement of the above-mentioned result areas in partnership with government institutions at all levels and other development assistance organizations that include projects/programmes of the UN in Southern Sudan.
The incumbent will be the focal point responsible for quality control of the unit’s Rule of Law portfolio. He will directly supervise two NOB/NOC Analysts and will liaise on a daily basis with the Project Manager of the Rule of Law cluster that indudes three projects currently 12-15 milion dolars in value.
These are: Access to Justice, Support to the Ministry of legal Affairs and Constitutional Development, and Support to the Judiciary. His/her counterpart in the Government wil indude the Chief Justice and the Judiciary, the Minister and Under-secretary of the Ministry of Legal Affairs, other federal State level staff induding the Chair and staff of the Human Rights Commission and NGOs. In the absence of the Team Leader, Governance/Rule of Law, the incumbent will act at the team leader of the unit.
III. Functions / Key Results Expected
Under the supervision of the Team Leader, Governance/Rule of Law Unit, the incumbent wil ensure achievement of the folowing key results and functions:
Development Policy formulated, and programme strategies of the Unit and the Office planned and implemented:
  • Analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to Common Country Assessment (CCA), UN Development Assistance Framework (UNDAF), Country Programme Document (CPD), Country Programme Action Plan (CPAP) and other documents.
  • Identification of areas for support and interventions within the Governance and Rule of Law practice areas.
  • Business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Management of the UNDP programme in Southern Sudan within the Governance/Rule of Law Unit, and the Office effectively supported:
  • Design and formulation of programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Effective application of Results Based Management (RBM) tools, establishment of management targets and monitoring achievement of results of programme and projects of the Units, and provide support to the office in this respect.
  • Ensure quality control from formulation to implementation of programmes and projects of the Unit and the Office.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit, and follow-up of audit recommendations on programmes and projects.
  • Ensure preparation of quality financial and substantive progress reports on Outcomes of Programme/s, and Outputs of Projects of the Unit, and support the office in this respect.
Partnership Building and Resource Mobilization for the Governance/Rule of Law Unit and the Office:
  • Contribute to the development and implementation of the CO partnership and resource mobilization strategies to achieve programme outcomes.
  • Ensure the establishment of programmatic coordination and synergy with government, UN agencies, bilateral, private sector and NGOs to include joint programming with UN agencies and UN Mission in Sudan.
  • Support programme linkages and cooperation among projects of the Unit, and other Units in the office.
  • Research for information on donors’ priorities areas of development support in Southern Sudan, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
  • Mobilize resources to achieve outcomes linked to thematic areas of the unit and determine programmatic areas of cooperation with donors and government to include preparation of substantive briefs on possible areas of cooperation and opportunities for cost-sharing.
Knowledge Management and Representation of the Unit and the Office facilitated:
  • Interact, participate and present successful initiatives/programme experiences at various programme-related for with a government, donors, NGOs, UN Agencies and civil society.
  • Sound contributions to knowledge networks and communities of practice.
  • Guide the preparation of materials for programme briefs to management, participate in substantive discussions, and participate in donor group meetings and multi-stakeholder meetings related to the thematic areas of responsibility.
  • Represent the Unit and the Office in various meetings including with Government, UN agencies and donors including when delegated presentations and speeches as appropriate on behalf of UNDR
  • Undertake other job-related responsibilities as may be assigned by the supervisor
IV. Impact of Results
The key results have an impact on contributing to the overall success of the country programme and reaching United Nations Development Assistance Framework (UNDAF)I Country Programme Development (CPD).
In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

VI. Recruitment Qualifications
Education:
  • Masters degree in Law and/or Social Science with strong background in various areas of development.
Experience:
  • At least 10 years of extensive experience at the technical as well as management levels in development organization at national and/or international level.
  • Professional experience with the UN or other international organizations is an advantage.
  • Strong ability to conceptualize, operationalize, and monitor programmes;
  • In-depth understanding of current issues of governance, sustainable development and peace-building in Southern Sudan.
  • Experience in networking with various development partners – government, UN agencies, donors and civil society is an essential requirement
  • Strong inter-personal skills, commitment to policy development, participatory approaches, and gender mainstreaming.
  • Computer literacy is a prerequisite for the position
Language Requirements:
  • Excellent command/fluency in English (written and oral)
