Information and Communications Officer

We are retained by Lake Victoria Region Local Authorities Cooperation, (LVRLAC) to identify qualified individuals from East Affica member countries to fill a vacancy in their headquarters in Entebbe, Uganda.

LVRLC is a network organization of eighty one Local Authorities in the basin of Lake Victoria of East Africa.

It was founded in 1997 with a mandate to coordinate and strengthen collaborative efforts by Local Authorities within the Lake Victoria Basin towards sustainable utilization, management and conservation of the shared natural resources in the Lake Victoria Basin.

Its mission is to facilitate member Local Authorities through building of strategic partnerships, harmonization of policies and promotion of knowledge on best practices that enhance the capacity of Local Authorities to provide better living standards, services and opportunities for sustainable development in the Lake Victona Region.

Our client is seeking to recruit a suitable professional for its strategic programs. The post which is based at the headquarters in Entebbe, Uganda is tenable for a period of two years renewable subject to availability of funds and cames competitive benefits. This is described below.

Main duties and responsibilities

The Information and Communications Officer will carry out research functions and be responsible for information management and advocacy for LVRLAC.

His/her duties will be:
  • To identify relevant research issues and formulate LVRLAC research agenda in line with the LVRLAC strategic plan.
  • To generate sound and marketable research proposals and participate in resource mobilization efforts to support the research function of the organization
  • To liaise and maintain partnership with other relevant research institutions and to enhance reciprocal generation and sharing of research information,
  • To ensure effective dissemination of LVRLAC research information with relevant actors and stakeholders
  • To establish and maintain an appropriate information management system within LVRIAC.
  • To maintain an up-to date LVRLAC website and resource centre.
  • To maintain day-to-day links with the media so as to ensure visibility for LVRLAC’s issues and her work,
  • To produce newspaper articles, participate in media programs and produce information materials that are relevant for the promotion of LVRLAC’s work.
  • To support the relevant Project Officers and the Secretary General in maintaining positive and effective public relations for the organization.
  • In consultation with relevant project staff, identify key legislative and policy issues that are relevant to LVRLACs work and to develop the organization’s advocacy agenda in the context of the LVRLAC strategic plan
  • To spearhead, coordinate and undertake LVRLAC advocacy activities at the local authority, national, regional and international level.
  • To build and maintain strategic links and partnerships with other advocacy actors and institutions which are relevant for the advancement of LVRLAC’s advocacy agenda.
Job requirements
  • A minimum university degree in mass communications or Social science with a strong research component
  • Additional training in information management, research methodologies, advocacy or public relations management is a strong added advantage.
  • Computer literacy in basic work processing and data management packages.
  • A minimum of 3 years professional experience in a research and advocacy or public relations position in a reputable institution,
  • Well developed skills in policy analysis and advocacy strategies
  • Excellent writing verbal communication skills
  • Knowledge of working with the media
