CARE Kenya - Communications Officer and IT Coordinator

CARE International in Kenya is looking for dynamic and highly motivated individuals of high moral character and professional integrity to fill in the following the positions:

1. Communications Officer
Ref-CO-30/2010

To be based in Nairobi with 25% travel to the field offices.

The Communications Officer will report to the Country Director.

Job Summary

The Communication officer will enhance the sustainability of the mission by improving CARE Kenya’s public image by promoting public and media awareness of CARE’s broad programmatic areas; Global Fund HIV/AIDS prevention , refugee assistance and livelihoods initiatives.

In particular he/she will be responsible for improving the flow of information within the organization and managing relations with media representatives, promoting public awareness of successes of relief and development programmes, improving our relations with the government and fostering knowledge and support for CARE relief and development activities by representatives of line ministries through the provision of concise, regular reports about ongoing activities.

The incumbent will also secure CARE’s positive image in publications and electronic coverage by providing up-to-date information to meet demands from the press and electronic media and be responsible for providing general situational information and updates on CARE’s work and send to CARE members, regional offices and partners.

The Communications Officer will report to the Country Director.

Responsibilities:

Development and implementation of a strategy for improving relations with the Government of Kenya.
  • Identification of key officials, departments, ministries
  • Planning and coordination of conferences, briefing meetings, field visits, project launches or handovers, and social events for increasing interaction with appropriate level officials
  • Production of public statements, speeches
  • Develop collegial connections with government representatives for directing their interests to CARE accomplishments.
Development and implementation of a media strategy for improving CARE’s public image in Kenya
  • Production of articles for internal and external media on CARE Kenya activities
  • Provide information and creative input for pamphlets, promotional, materials, videos, photos, exhibition displays.
  • Develop collegial connections with media representatives; provide updates and factual background information and tips on stories about CARE projects, highlighting accomplishment.
  • Work with CARE Canada and CARE International media and communications departments to provide information, photos and stories about CARE Kenya for international media
  • Preparation press reports, as required.
Development and implementation of an internal communications strategy to improve knowledge of staff about CARE Kenya, CARE Canada, CARE International
  • Production of project summary reports
  • Production of newsletter
  • Provide update stories/articles/photos for CARE website
  • Provide recommendations to senior programme staff on strategies for dealing with government officials/departments/ministries
  • Prepare updates and handouts on CARE’s work and situation for visitors and for regional and country offices and CARE members.
  • Prepare a monthly internal news bulletin, which is a means of mass communication with CARE staff and an opportunity for feedback to senior management.
Provide the Country Director with reliable information and talking points for responding to media demands for interviews.
  • Serve as media and communications focal point in emergency response
  • Network with sector coordinators, programme coordinators, project managers, district managers, consultants, CARE members, other country offices and regional offices, NGOs, UN agencies to promote sharing of current information.
  • Train project line staff and national staff in protocol and dialogue techniques with government officials.
Skills and qualifications
  • A Bachelor’s Degree in International Development, Journalism or any other relevant area and at least 1 years work experience in a similar organization.
  • Excellent writing and desktop publishing skills.
  • Experience with digital photography
  • Effective communication and interpersonal skills, team work, good public relations, self driven, problem solving and decision making skills.
  • Fluency in English and Kiswahili is a must.
  • Computer literacy a must
  • The Communications Officer must be able to operate without close supervision and be self organized on tasks and outputs including unobtrusive use of logistics support.
2. IT Coordinator
Ref-IT/DDB-30/2010

To be based in the Emergency and Refugee Operations Programme in Dadaab, North Eastern Province.

Job Summary:

Reporting to the IT Manager, the IT Coordinator will provide help desk support in software and hardware related problems to all users in the CARE Dadaab programme and carry out trouble shooting and net work maintenance.

He/she will enforce IT policies, ensure standard practices are observed and that there is data security and integrity.

The officer will also provide computer training to project and department staff.

Responsibilities and Tasks
  • Respond to helpdesk calls and keep track of user problems in liaison with the IT team in Nairobi and facilitate the computer & PABX hardware and soft ware servicing and maintenance.
  • Carry out regular Server Backups and enforce safe and secure computer use within the Garissa Sub-office.
  • Administer and Manage Email and Financial Information System servers.
  • Provide and schedule hardware maintenance plans for computers, communication masts and Telephone System and provide end user support of LAN on its day -to-day administration.
  • Monitor VSAT bandwidth and report on disconnection and accessibility.
  • Ensure that there is adequate system security by refining network monitoring and implement security management software and hardware on the LAN/WAN.
  • Ensure the Project Management Folder is maintained properly and support and facilitate procurement of IT equipment and services.
Qualifications and Competencies
  • A Degree in Computer Science.
  • Certification in Microsoft Windows Server 2003 and Exchange Server 2003 will be an added advantage.
  • Excellent interpersonal and negotiation skills with ability to engage diverse range of employees.
  • Excellent presentation and communications skills both written and verbal
  • Experience in developing and delivering learning events and workshops in information technology.
