Background

Objectives of the assignment

The UN JPLG is a 5 year joint programme of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The partners in the Joint Programme are the District Councils and associated Government structure. The Programme is aligned to the programming frameworks of the Somaliland Reconstruction and Development Programme (RDP) 2008-12 and the UN Transition Plan (UNTP) 2008-10. The outcome of the RDP is to achieve decentralized service delivery in all of Somaliland. The outcome of the UNTP is that local governance contributes to peace and equitable priority service delivery in selected locations.

It is envisaged to achieve as wide coverage in Somaliland as resources and conditions allow with a comprehensive approach to assist local governments to be credible, professional service providers, increasing public investment in basic services, and strengthening civic awareness and participation in local decision-making and development. The strategy pursued will comprise:

* policy and legal frameworks for decentralization, local government, service provision and land management,
* institutionalizing local government systems, vertical and horizontal inter-government linkages and civic education initiatives,
* investment in public services and goods through testing a Local Development Fund model, direct service provision and promotion of public-private partnerships, and
* processes and systems for housing, land and property disputes and resolution.

UNDP’s interventions as part of the joint programme will be derived from its current local governance projects, but will also comprise a growing involvement in local finance, notably through the implementation of the District Basket Fund. These interventions can be summarized as follows:

* Support the strengthening of local governance structures and capacity development.
* Provide support to the establishment and functioning of district councils, including through the rehabilitation and equipment of district and regional councils premises, building the awareness of the district councils of their mandate, duties and responsibilities, and building their operational, administrative and financial management capacity;
* Support the delivery of services at local level financed from a district basket fund, managed by the district councils and implemented through a participatory planning process.
* Assist authorities in improving legislation related to local governance, decentralization, and fiscal transfer mechanisms, and in building the long-term capacity of local public servants.

Objective:

The objective of the assignment is to develop a methodology and carry out training of trainers for JPLG/ MOI manuals and to carry out Training of Trainers with the service providers and central and local government officials of the Minister of Interior and Planning as well as the District Councils to ensure quality capacity development initiatives.

Purpose:

* Ensure a foundation for quality capacity development activities for central government institutions, district councils and district administration

Functions / Key Results Expected

The tasks of the consultant is:

Under the overall guidance of UNDP/JPLG and in close collaboration with the Programme Coordination Unit and the Puntland and Somaliland interior ministries and sub national administrations:

* Develop a training of trainers for each of the six topics developed by JPLG
* Deliver the training of trainers for each of the six topics developed by JPLG
* Train a cadre of government and JPLG staff in the TOT methodology and how to deliver them.

Duration of the assignment:170 days (over a period of 10 months)
Duty station:Nairobi 25 day, Somaliland 60 days, Puntland 60 days, home based 25 days

Duties and Responsibilities

The scope of work is as follows:

* Study all manuals developed by JPLG for the six topics and develop a Training for Trainers which would be delivered to the service providers as well as selected government and JPLG staff members.
* Deliver the Training of Trainers on different manuals, ensuring the trainers understand the differences in the manuals and how to tailor their training depending on the audience.

Competencies

* Demonstrated experience of designing and carrying out trainings as well as designing and carrying out Training of Trainers.
* Experience from working in a conflict setting a strong advantage.
* Innovative, solution oriented, and a positive attitude required.


Required Skills and Experience

* Master’s Degree in development studies, social studies or any other relevant field.
* A minimum of 7 years experience in capacity or organizational development of local
