CONSULTANT- TEAM LEADER - GOVERNANCE OUTCOME EVALUATION GOVERNMENT OF KENYA/UNDP COUNTRY PROGRAMME ACTION PLAN

Background
This Terms of Reference is to be read in conjunction with the overall Terms of Reference prepared for the Country Programme Action Plan Governance Outcome Evaluation and more details on the background can be found there.
In general, the Evaluation Team will be responsible for conducting the Outcome Evaluation. This entails among other responsibilities designing the evaluation according to the specific terms of reference; gathering data from different sources of information; analyzing and systematizing the information; identifying patterns and causal linkages that explain current performance; drafting reports at different stages (inception, drafts, final); responding to comments and factual corrections from stakeholders and incorporating them, as appropriate, in subsequent versions; addressing comments by the external East; and making briefs and presentations ensuring the evaluation findings, conclusions and recommendations are communicated in a coherent, clear and understandable manner once the report is completed. All reports shall be written in English. The Evaluation Team is responsible for editing and quality control and the final report should be presented in a way that directly enables publication.

Duties and Responsibilities
General Objective

The overall objective of this External Evaluation is to review progress towards the outcome objectives, assess the efficiency and cost-effectiveness of how the Programme has moved towards its objectives and outcomes, identify strengths and weaknesses in the Programme design and implementation, and provide recommendations on sustaining implementation of the activities, initiated within the components. For this purpose, an evaluation team comprising an International Consultant (team Leader) and a National Consultant will conduct the evaluation exercise.

Main tasks

In order to achieve the above objective, under the overall guidance of the Management Team, comprising UNDP and coordinating government authority and in consultations with programme component partners and stakeholders, the Evaluation Team is expected to perform following duties:

* Evaluate the impact of UNDP interventions and its contribution in building national capacity for efficient, accountable and inclusive governance and service delivery.
* Assess the appropriateness and relevance of the UNDP strategies in addressing the identified problems and hence contributing to the achievement of the outcome.
* Assess if the outcome has been achieved or will be achieved given the activities supported by UNDP.
* Provide appraisal on the validity/relevance of the outcome for UNDP supported interventions, and the extent to which the set results and outcomes have or can been achieved;
* Identify gaps/weaknesses in the current Programme design and provide recommendations as to their improvement;
* Identify lessons learnt from previous and ongoing interventions in this area;
* Assess the role of the Programme in building local leadership capacities at the national levels in responding to epidemic;
* Review and assess the Programme’s partnership with the government bodies, civil society and private sector, international organizations in Programme implementation and comment on its sustainability;
* Review and assess the efficiency of implementation and management arrangements of the Programme;
* Review achievements undertaken by the Programme up until now and assess what they have achieved and their sustainability;
* Review links/joint activities with other UNDP Programmes and UN Agencies and how these have contributed to the achievement of the outcome;
* Provide recommendation on how best to implement the CPAP outcome and the its planned interventions

The Team Leader will have overall responsibility for the quality and timely submission of all deliverables including the final evaluation report to UNDP. Specifically, the team leader, will perform the following tasks:

* Lead and manage the evaluation mission;
* Design the detailed evaluation plan and methodology and evaluation survey instruments;
* Ensure efficient division of tasks between the mission members;
* Conduct the outcome evaluation in accordance with the proposed purpose and scope of the evaluation;
* Draft and communicate the evaluation report to UNDP;

Competencies

* An International Consultant, as Team Leader will be an acknowledged authority on the matters related to strategic planning, programme evaluation and organizational development.
* He/she must have solid experience in the programme formulation, recognized for his/her understanding and appreciation of the situation with regard to development issues, and respected for his/her expertise and opinion on the subject.
* He/she has the ultimate responsibility for delivery of the outputs and for the ultimate success of this mission but can only achieve this through the collective effort of all team members he/she must have full trust in team, and lead them for achievement of the best output.
* The candidate should have a strong understanding of Kenya’s specifics and regional environment.
* The Team Leader will be expected to work full time on this task for the duration of the mission and as agreed on the adopted contractual agreement.

Required Skills and Experience

Qualification requirements for the international consultant/team leader:

* Higher education (a master’s degree) in public administration, law or social sciences related areas
* Strong understanding of capacity development/strengthening Strong evaluation skills and extensive experience (at least 5 years) in conducting evaluations, strong working knowledge of UNDP, the civil society sector and working with state public authorities on issues related to good governance.
* Knowledge of gender, women empowerment and human rights is essential
* Extensive knowledge of result-based management and evaluation,;
* Experience in applying SMART indicators and reconstructing or validating baseline scenarios;
* Minimum 10 years professional expertise in international development co-operation, good governance, in programme evaluation, impact assessment and strategic recommendations for continued support/development of programming/strategies including strong reporting skills;
* Good professional knowledge of the Africa region
* Extensive experience in working with the donors;
* Demonstrated analytical, communication and report writing skills;
* Fluency in speaking and writing English
