MONITORING AND EVALUATION SPECIALIST, APHIA II, COAST

POSITION SUMMARY:
Monitoring and Evaluation Specialist undertakes functions for the overall coordination of monitoring and evaluation activities of the APHIA II Coast program, focusing specifically on systems for collecting data for measuring project implementation, quality assurance, documentation and reporting. The position overseas implementation of M&E activities in accordance with guidelines stipulated by the funding agency and regularly updates project staff on progress towards implementation of the work plan, and designing methods for demonstrating program outcomes and impact.

KEY RESPONSIBILITIES

  • Provides direction and technical assistance to the APHIA II Coast project in developing strategic and implementation plans
  • Reviews sub-agreements for monitoring and evaluation.
  • Develop or adapt indicators for monitoring and evaluation for all sub-agreements under the project
  • Participate in development of quality assurance systems in the program.
  • Ensure appropriate data collection tools and systems are in place collect required data for performance, monitoring and evaluation.
  • Prepare and review the program performance monitoring plan (PMP).
  • Operationalize PMP: data collection, verification and prepares project performance reports periodically and as required.
  • Participate in program monitoring visits/forums.
  • Identify monitoring and evaluation TA needs for subprojects and providing TA (through training, mentorship etc) or coordinate its provision.
  • Oversee and guide the MIS and project databases.
  • Supervise and provide guidance to the Data Manager and Data Clerk,
  • Key contact person to liaise with the country coordinator M&E public Health program in Kenya, regional and HQ SI division.
  • Advice and promote best practices in monitoring and evaluation.
REQUIREMENTS: KNOWLEDGE. SKILLS AND ABILITIES
  • Ability to conduct epidemiologic and social science research, including questionnaire development and data analysis.
  • Good working knowledge of KEMPS, Excel, Epi Info, Access packages.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infections.
  • Ability to work well with others and to develop and maintain compatibility among project staff, implementing partners, government staff, etc.
  • Well developed and written and oral communication skills.
MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
Masters degree in social sciences or public health. Must have at least five years experience in monitoring and evaluation. Demonstrated knowledge of evaluation designs for HIV/AIDS/FP/RH/malaria and ST1 programs as well as knowledge in health other programs in developing nations.

INFORMATION OFFICER

POSITION SUMMARY:
The Information Officer will provide assistance in the documentation and dissemination of country program and research activities to various stakeholders in Kenya and beyond and ensure knowledge management for FHI in Kenya and the region. The post holder will be based in Nairobi

KEY RESPONSIBILITIES
  • Oversee the editing, design and packaging of project and research reports, information briefs, newsletters, fact sheets and other information materials in print and electronic formats for different audiences.
  • Provide technical support, including training, to program staff on communications, ensuring that reports align with FHI's and donor branding guidelines.
  • Work with program and research staff to proactively write success stories, lessons learned, best practices and other materials that document the impact of Kenya's field programs and research.
  • Working with FHI's communications team in the US to maintain FHI's brand for consistency.
  • Package information from the FHI databases, projects and research reports, field visits and other sources to generate information materials understandable to a broad audience.
  • Establish online retrieval capacity for selected professional journals and disseminating information from journals to technical and research staff in Nairobi and field offices
  • Update staff on new materials available at FHI through notice and email
  • Assist FHI/Kenya team to develop and maintain a sound media relations strategy that promotes FHI's work by identifying opportunities for media coverage.
  • Provide guidance, training and other support to the Kenya office to document activities photographically, including contributing to photos to FHI's photo database.
  • Provide in-house editorial support to ensure high-quality reports.
  • Liaise with Library services in FHI HQ to access relevant information and provide the same to program and research staff including literature searches when requested.
  • For external audiences, update FHI.org with reports, tools and publications on FHI Kenya activities. For internal audiences, provide regular updates on FHI Now (intranet site).
  • Create/maintain a mailing list /data base of FHI stakeholders in Kenya and outside the country. Share this list with the manager of FHI's Online Rolodex on a biannual basis.
REQUIREMENTS: KNOWLEDGE. SKILLS AND ABILITIES
  • Experience in writing/editing for the media or publications
  • Ability to work with MS-Office suite and Desktop Publishing skills
  • Experience in the media and media relations is desirable.
  • Ability to write within tight deadlines.
  • Ability to work to set deadlines with minimum supervision as well as within teams.
  • Ability to work in a multicultural environment.
MINIMUM REQUIREMENTS: EDUCATION AND EXPERIENCE
A basic degree in journalism, communication or public relations or postgraduate diploma with good experience. Five or more years in project communications within an international development agency setting.
