Monitoring and Evaluation Expert Vacancy - Ministry of Trade - Funded by the European Union

The Ministry of Trade, Department of Private Sector Development Strategy (PSDS) is the over-arching framework in support of private sector development in Kenya.

The overall goal of PSDS is to stimulate growth and competitiveness of the Private Sector in Kenya. PSDS is clustered into five goals namely: Enabling Environment; Institutional Transformation; Trade Expansion; Productivity and Competitiveness Improvement; and Development of Entrepreneurship and Micro and Small Enterprises.

The Department’s activity cuts-across line Ministries and Departments, and partners with the Private Sector Organizations and Non-Governmental Organizations in the country.

PSDS supports activities within the National Economic and Social Council and is linked to Kenya Vision 2030, with specific focus on six priority sectors namely: Agriculture, Manufacturing, Wholesale & Retail, Financial Services, Tourism and Business Processes Outsourcing.

The Department of Private Sector Development Strategy (PSDS), formerly the PSDS Secretariat within the Ministry of Trade, co-ordinates the implementation of the Strategy, and has a key responsibility to Monitor and Evaluate programmes/projects under the Strategy.

In this respect, the Ministry of Trade is seeking to engage the services of a Monitoring and Evaluation Expert to oversee the successful implementation of this key responsibility under the Department of PSDS.

Reporting to the Director of PSDS and working closely with the Programme Manager, Assistance to Micro and Small Enterprises Programme (ASMEP), the Monitoring and Evaluation Expert’s responsibilities will be:-

Duties and Responsibilities
  • To work closely with the M&E Systems Designer, gain familiarity with the designed PSDS M&E System, participate in template designing, develop an implementation plan, operate and co-ordinate the M&E System;
  • Operationalize and implement Result Based monitoring and Evaluation System for the Private Sector Development Strategy (PSDS), to be used to monitor and evaluate implementation of all Programmes and Projects falling within the PSDS Five Goals;
  • To work closely with the Programme Manager, ASMEP and other ASMEP activities implementing partners; in the data collection, analysis and report generation;
  • To operate, maintain and support programmes and projects in the implementation, collection, analysis and generation of results and reports.
  • Participate in Supporting monitoring and tracking of resources towards outcomes;
  • Support PSDS Goal Managers, Programme Officers, Programmes and Projects, and Partners in the application of M&E Procedures, Indicators, Outcomes and Impact Monitoring, and where necessary, adapting the M&E system to their needs at the inception or different stages of their programme/project;
  • Regularly sensitize and capacity build stakeholders through convening of workshops and seminars; strengthen project/programme stakeholders’ capacity to adopt and implement M&E system in the identification of appropriate indicators, collect and analyse data, and to record and generate progress reports;
  • Ensure that Programme/project partners apply and implement M&E system through the designed templates in order to collect data, analyse and generate reports; and support the establishment of baseline data on the basis of agreed indicators;
  • Participate and co-ordinate data collection; ensure that M&E data collected is analysed and reports generated in accordance with the M&E reporting timelines specified for each programme/project;
  • Generate aggregate and summarized M&E results and reports; and ensure that the results and reports are disseminated regularly and timely;
  • Establish and maintain M&E links between the Programmes/Projects, PSDS Goals and NIMES.
Requested Services

We require the services of an M&E expert who has knowledge and experience on Results Based Monitoring and Evaluation. The main task of the expert will be to monitor and evaluate programmes/projects under the PSDS and ASMEP.

The tasks will involve an in-depth understanding of PSDS and all the programmes falling under the five goals of PSDS, and support the embedding, co-ordination and maintenance of the M&E system.

The operationalized M&E system is anticipated to generate accurate and reliable results that provide PSDS Goal managers, programme/project managers with operational performance information and progress information; NIMES with aggregated PSDS data.

Key Qualifications, Skills and Competencies

Experienced M&E Expert fulfilling the following requirements:
  • A university degree in Economics, Business Administration, Statistics or relevant social science discipline;
  • Experience and skills in management of projects/programmes;
  • 3 years experience and above in Results Based Monitoring and Evaluation systems;
  • Strong skills in research methodology;
  • Good technical skills in measurement, evaluation and data analysis
  • Knowledge of NIMES is an added advantage;
  • Experience in Private Sector Development;
  • Capacity Building and Training in M&E;
  • Strong Reporting and Writing Skills;
  • Strong Oral and Written Communication Skills;
  • Ability to work with minimal supervision;
  • Computer literacy is a Must.
Location and Duration

The M&E Expert will be based at the offices of PSDS Department in the Ministry of Trade in Nairobi, with occasional travel to other locations in Kenya.

The initial contract will be for 12 Months renewable subject to availability of Funds and Performance.
