National Environment Management Authority (NEMA) invites applications from qualified and experienced candidates for the following vacant positions:

1. DEPUTY DIRECTOR, HUMAN RESOURCES & ADMINISTRATION
GRADE E3 (1 POST)


The Deputy Director, Human Resources & Administration will be responsible to the Director, Human Resource, Administration and Finance for the efficient management of the Human Resource and Administration Section.

Duties and Responsibilities
Specific duties will include; efficient planning, controlling, coordinating, organizing and operating the Human Resource and Administration function in the Authority. The officer will also initiate, develop and implement appropriate human resource and administration policies and procedures, and also participate in resource mobilization initiatives.

Requirements for Appointment

For appointment to this grade, an officer must have:

  1. Served in the grade of Chief Human Resource and Administrative Officer( Grade E4), or in a comparable and relevant position for a minimum period of three (3) years,
  2. A Masters Degree in any Social Science or its recognized equivalent qualification from a recognized university,
  3. Demonstrated outstanding professional competence and administrative ability in the overall management of a Human Resource Section.
  4. A management course lasting not less than four (4) weeks; and
  5. Shown merit and ability as reflected in work performance and results.
2. DEPUTY DIRECTOR, ENVIRONMENTAL RESEARCH CO-ORDINATION
GRADE E3 (1 POST)


The Deputy Director Environmental Research Co-ordination will be responsible to the Director, Environmental Planning and Research Co-ordination.

Duties and Responsibilities
Specific duties at this level will be to provide technical support to the National, Provincial and District committees in formulation of action plans, assessing and incorporating environmental concerns in all their research plans; ensuring public dissemination of findings in collaboration with the lead agencies; ensuring timeliness in the collection of analysis and dissemination of results to the stakeholders; and coordinating the development of achievable, deliverable research programmes and to ensure that research assignments are carried out in time and deadlines accomplished.

Requirement for Appointment

For Appointment to this grade, an officer must have:-
  1. Served as Chief Environmental Research Officer grade of E4 or in a comparable and relevant position for at least 3 years,
  2. A Masters Degree in Environmental Management, Natural Sciences or any other relevant field from a recognized Institution
  3. Shown merit and ability as reflected in work performance and results.
3. DEPUTY DIRECTOR, COMPLIANCE AND ENFORCEMENT
GRADE E3 (1 POST)


An officer at this level will be responsible to Director, Compliance and Enforcement for management, administration and supervision of Compliance and Enforcement activities

Duties and Responsibilities
Specific Duties will be departmental budgeting; preparation of work plans, performance contracts; liaising with other departments, lead agencies to enhance compliance.

Requirements for Appointment

For application to this grade an officer must have:
  1. Served in the grade of Chief Compliance and Enforcement Officer, or a comparable position for at least three (3) years or relevant position in the Public Service for at least five (5) years;
  2. A Master's degree in Environmental Management, Biochemistry, Environmental Engineering, Natural Sciences or any other related field from a recognized institution;
  3. Have worked as a Head of Unit/Section/Department;
  4. Shown merit and ability as reflected in work performance and results;
4. CHIEF ENVIRONMENTAL PLANNING OFFICER
GRADE E4 (1 POST)


This position reports to Deputy Director, Environmental Planning Co-ordination

Duties and Responsibilities
Specific duties at this level will be to supervise and coordinate preparation and implementation collaborative plans, in liaison with other institution, Environmental Action plans, Budgeting, Performance Contract, progress reports for the department, Preparation of bankable projects and mainstreaming of environmental economics into overall development planning.

Requirement for Appointment

For appointment to this grade an officer must have;
  1. Must have served in the grade of principal planning officer grade E5 for at least 3 years or comparable position in the public service.
  2. Masters degree in environmental planning and management or relevant field from a recognized institution.
  3. Attended a senior management course lasting not less than 4 weeks cumulatively,
  4. Shown merit and ability as reflected in work performance and results.
5. CHIEF ENVIRONMENTAL RESEARCH OFFICER
GRADE E4 (1 POST)


This position reports to Deputy Director, Environmental Research Co-ordination

Duties and Responsibilities
An officer at this level will be involved in; Coordinating of collaborative research network (s) in the country with Lead Agencies with the objective of covering all thematic and geographic jurisdiction and scopes of concern to the Authority; coordinating the development of achievable, deliverable research programmes, establishing practical and useful linkages with regional and global research network and supervising and steering technical and support staff under him/her to formulate research that will achieve NEMA's objection.

Requirement for Appointment
  1. Served in the grade of Principal Environmental Research Officer - E5 for at least three (3) years,
  2. Masters Degree in Environmental Management or any other relevant field from a recognized Institution
  3. Attended a senior management course lasting not less than four (4) weeks cumulatively; and
  4. Shown merit and ability as reflected in work performance and results
6. CHIEF COMPLIANCE AND ENFORCEMENT OFFICER
GRADE E4 (1 POST)


An officer at this level will be responsible to Deputy Director, Compliance and Enforcement.

Duties and Responsibilities
Work at this level involves coordination of licensing, inspection, monitoring, administration and supervision of staff within the Section; ensuring compliance with the Act and regulations; environment degradation, inspection and co-coordinating activities of other institution/lead agencies in the enforcement of environmental regulations and any other duty as may be assigned from time to time.

Requirement for Appointment

For appointment to this grade an officer must have:
  1. Served in the grade of Principal Compliance and Enforcement Officer or a comparable position for at least three (3) years or relevant position in the public sector for at least three (3) years;
  2. A Master's (MSc) degree in Environmental Management, Biochemistry, Environmental Engineering, Natural Sciences or any other related field from a recognized institution in the same field.
  3. Shown merit and ability as reflected in work performance and results;
  4. Worked as a Head of Unit/Section/Department;
7. SENIOR QUANTITY SURVEYOR
GRADE E6 (1 POST)


The position reports to Chief Compliance and Enforcement Officer.

Duties and Responsibilities
Duties will include supervision and verification of landscaping in restoration works; Checking drawings submitted, costing land bills of quantities for projects submitted for EIA licensing to establish real cost; working closely with inspection and monitoring teams to develop bills of quantities for sites requiring rehabilitation

Requirements for Appointments

For appointment to this grade an officer must have:
  1. BSc in Quantity Surveying with three (3) years experience;
  2. Registered with the Architectural Association of Kenya or equivalent professional body;
  3. Computer literacy; and
  4. Shown merit and ability as reflected in work performance and results.
8. SENIOR COMPLIANCE AND ENFORCEMENT OFFICER
GRADE E6 (5 POSTS)


Reporting to Chief Compliance and Enforcement Officer

Duties and Responsibilities
Specific duties include assisting in the Standards Review and Enforcement Committee; developing and managing the registry for environmental standards; liaising with other agencies in inspection and monitoring of the environment, issuing guidelines for the management of environment aspects such as lakes and rivers, toxic and hazardous chemicals and materials etc; and preparing inventories of degraded areas and factors causing degradation; reviewing projects; assisting in licensing process and any other duty that may be assigned from time to time.

Requirements for Appointment

For appointment to this grade; an officer must have:
  1. Served in the grade of Compliance and Enforcement Officer I or a comparable and relevant position in the public or private sector for a minimum period of three (3) years
  2. A Bachelors and Master of Science (MSc) degree in Environmental Management, Biochemistry, Environmental Engineering, Natural Sciences or any other related field from a recognized institution in the same field,
  3. Computer literacy necessary; and
  4. Shown merit and ability as reflected in work performance and results.
9. WETLANDS OFFICER I
GRADE E7 ( 1 POST)


This position reports to the Deputy Director, Coastal Marine and Fresh Waters

Duties and Responsibilities
An officer at this level will familiarize him/herself with inland water issues in the country. Specific duties will entail assisting in monitoring the state of wetlands or a regular basis and participating in conservation programmes.

Requirements for Appointment
For appointment to this grade, an officer must have:
  • A Bachelors degree in Aquatic Ecology (fresh water bias) or any other relevant field from a recognized institution,
  • Served in the grade of Wetlands Officer II (Grade E8), or a comparable position for at least three (3) years;
10. ACCOUNTANT II
GRADE E8 (2 POSTS)

An officer at this level will be responsible to Senior Accountant for coordinating the functions of Accounts Section.

Duties and Responsibilities
Specific duties will be to assist in the development and implementation of financial controls and procedures within the sections and preparation of financial statements for various purposes as well as project financial appraisal and management.

Requirements Appointment
For appointment to this grade an officer must have;
  1. A Bachelors Degree in Commerce (Accounting option) from a recognized university or Part III of the Certified
  2. Public Accountants Examination or their equivalent qualification from a recognized institution,
  3. Served as an Accounts Assistant for a minimum period of three(3) years; and
  4. Shown merit and ability as reflected in work performance and results.
11. HUMAN RESOURCES OFFICER II
GRADE E8 (1 POST)


This is the entry and training grade in this cadre. An officer at this level will be responsible to Principal Human Resources and Administration Officer for a wide range of personnel and administrative duties.

Duties and Responsibilities
Specific duties will include staff development and training, recruitment and placement, welfare, salary administration, industrial relations and carrying out simple general administration duties.

Requirements for Appointment

For appointment to this grade an officer must have;
  1. Served as a Human Resources/Administrative Officer III or in a comparable and relevant position for a minimum period of three (3) years,
  2. Shown merit and ability as reflected in work performance and results,
  3. A Bachelors Degree in any Social Science from a recognized university
12. COMPLIANCE AND ENFORCEMENT OFFICER III
GRADE E9 (7 POSTS)


This is the entry and training grade for diploma holders in this cadre. An officer at this level will undergo an on-the-job training under the supervision the Senior Compliance & Enforcement Officer

Duties and Responsibilities
Specific duties include, receiving and dispatching EIA reports, communicating with lead agencies for sectoral comments, organizing review sessions for the EIA review panel, communicating and responding to enquiries on report status to clients

Requirements for Appointment

For appointment to this grade, an officer must have;
  1. A Diploma in Environmental Resources Management, Chemistry, Environmental Science or any other relevant field from a recognized institution
  2. Minimum one year experience in documentation dispatch and processing,
  3. Clear understanding of the EIA process and environmental related matters,
  4. High proficiency in computer applications-MS word, MS Excel, MS Access, MS PowerPoint and GIS
  5. Must be bellow 30 years of age.
