Our client, Horizon Limited is a holding company with three subsidiary companies all located in Rwanda and involved in the fastest growing sectors of the country's economy.
It is in the light of the increasing challenges associated with growth that the group is looking for highly qualified, skilled and motivated staff, preferably from private sector settings, to drive the group to its destination.

1. CHIEF OPERATIONS OFFICER (COO)
Position Scope
Reporting to the Chief Executive Officer, the Chief Operations Officer will be responsible for the overall operational performance of Horizon Limited and its subsidiaries.
Key responsibilities will include:
- Ensure projects are appraised in accordance with company's policies and procedures and implemented in accordance with clients agreements
- Ensure new project proposals are processed in accordance with set procedures and standards and within agreed time schedules to build company's image and help in decision making
- Ensure all Horizon Ltd projects are adequately and regularly monitored
- Day-to-day monitoring of all Horizon Ltd subsidiary companies(SBUs);
- Formulating in collaborations with SBUs strategies and collective measures for more efficiency in operations;
- Ensure preparation of progress reports on performance of SBUs
- Coaching and motivating subordinates to create an effective team working towards common objectives
- Any other duties that may be assigned by the Chief Executive officer from time to time.
- Holder of a Bachelor's Degree in Engineering or related field with a Post Graduate Degree in Management or Finance
- 7-10 years experience, 4 of which should have been at similar position or any other related senior management position within a reputable organization(s).
Position Scope
Reporting to the Chief Executive Officer, the Chief Finance Officer will be responsible for directing and overseeing all the financial activities of HORIZON LTD. Being responsible for the general financial outlook of the Company, this role is defined in terms of the financial viability.
Key responsibilities will include:
- Prepare the group's periodic and annual financial statements that conform to the International Accounting Standards (IAS) and International Financial Reporting Standards.
- Co-ordinate and support the process of budget preparation for the group.
- Design and implement an internal control system that will guarantee operational efficiency and security of the group's resources.
- Liaise with the subsidiary managers to prepare operational and business plans of the group.
- Any other duties that may be assigned by the Chief Executive officer.
- Holder of Bachelor's degree in Business Administration, Business Management or Commerce with specialization in Accounting.
- A professional accountancy qualification of any of the national organization bodies that are members of IFAC such as ACCA, CPA, and CIMA etc. is a must.
- A Holder of a Masters degree in Accounting or Finance shall have an additional advantage.
- 7-10 years of senior accounting and financial management experience.
Position Scope
Reporting to the Chief Operations Officer, the General Manager of Horizon Construction is responsible for overseeing the construction portfolio and the day-to-day management of the subsidiary company.
Key responsibilities will include:
- Maximization of property returns by negotiating optimum rates as per the prevailing markets rates.
- Oversee the preparation of tender bid documents that are versatile and competitive
- Ensure constructions standards are adhered to.
- Networking with key stakeholders in the construction industry
- Gain and maintain credibility with clients
- Carry out projects in the shortest time possible, efficiently and within the structural requirements of the highest standards
- Holder of a Bachelor's Degree in the field of civil, construction or building science technology or related field with a Post Graduate
- Degree in any field of engineering or management
- 10 years and above experience in the industry, 5 of which should be in a similar position covering complex work output and in a highly reputable organization
Position Scope
Reporting directly to the Chief Executive Officer, the Group Chief Internal Auditor will be responsible for ensuring that all the operations are executed in conformity with rules and regulations of Horizon Limited.
Key responsibilities will include:
- Ensuring compliance with approved Management policies, Procedures and Control Systems.
- Reviewing and Recommending Sound Internal Controls Systems
- Carrying out special Audit Assignment and Investigations
- Planning and Implementing Annual Audit Programs
- Reviewing and Developing of Audit Manuals
- Participating in Preparation of Budgets and Ensuring Effective Controls
- Ensuring Compliance of Operations to the Organizations' Policies and Procedures
- Liaising with other Departments on Implementing of Internal Control Recommendations
- Ensuring Effective Utilization of Resources
- Preparing Timely and Accurate Reports and Distributing to Appropriate Users.
- Have a Bachelors Degree in Accounting,
- Accountancy qualification such as C.P.A, A.C.C.A or other accountancy professional qualification recognized by IFAC is a must.
- 5-7 years experience in Auditing, 3 of which must be at senior level.
