Manager - Market Supervision
Reporting to the Chief Executive, the selected candidate will be responsible for;
- providing technical leadership in the design, implementation and evaluation of market supervision activities, including all inspection and surveillance programmes aimed at securing compliance with regulatory requirements by all market participants;
- carrying out investigations and collecting ad supporting evidence to ensure effective and appropriate enforcement action;
- developing and implementing strategies for detecting market misfeasance and breaches of the capital markets laws and regulations to secure martet integrity;
- developing and implementing strategies for regular market surveillance and monitoring of securities and financial transactions by market participants;
- overseeing the financial analysis undertaken in respect of licensing requirements, takeovers, mergers, acquisitions, public offers and listings of equities and fixed income securities and all aspects of the efficient oversight of all activities of persons licensed and regulated by the Authority.
Qualifications such as CFA, CFE will be an added advantage.
Senior Legal Officer - Enforcement
Reporting to the Manager, Legal Affairs, the selected candidate will be responsible for;
- reviewing investigation reports and analyzing evidence relating to existing or potential violations and breaches of capital markets laws, rules and regulations;
- making recommendations on appropriate enforcement action in accordance with the Capital Markets Act, internal manuals and precedent;
- ensuring regard to due process and natural justice in the determination of sanctions;
- representing the Authority and advising external counsel regarding judicial and quasi-judicial proceedings involving the Authority, including civil, criminal and tribunal matters;
- liaising with the Attorney General's Chambers, Registrar General, Stock Exchange and law enforcement agencies in relation to the enforcement of the laws, rules and regulations of the Authority.
Professional qualifications such as FCIArb, CPA, CPS, CFA or ACCA will be added advantages.
Senior Legal Officer - Legal Framework
Reporting to the Manager, Legal Affairs, the selected candidate will be responsible for;
- reviewing the capital markets enabling legislation, rules, regulations and guidelines and recommending amendments or new provisions in the interest of promoting fair, orderly and efficient capital markets in accordance with international standards and best practice;
- organizing and coordinating the review of capital markets enabling framework with reference to cross-sectoral laws affecting capital markets;
- researching and coordinating technical assistance programmes focusing on the deepening of the capital markets;
- developing internal and external guidelines to ensure smooth market operations to supplement the legal and regulatory framework.
Professional qualifications in such as CPA, CFA, ACCA or CPS will be added advantage.
Senior Financial Analyst
Reporting to the Manager, Market Supervision, the selected candidate will be responsible for;
- implementing and evaluating financial projects involving analysis and interpretation of periodic financial statements of listed companies and market intermediaries aimed at securing compliance with the Capital Markets Act and rules and regulations thereunder in order to safeguard and protect investor interests.
- Analyzing and reporting on the financial condition of licensees and listed companies by: Maintaining and updating data and information obtained from balance sheets, income statements and cash flow statements; assessing asset quality and adequacy of provisions as well as confirming ownership, determining current financial soundness, appraising managerial strength, quality and competence on a continuous basis.
- Analyzing trends in financial ratios and other financial data of market intermediaries.
- Financial analysis of all other applications submitted by issuers and new license applicants to determine compliance with the subject applied for such as an Initial Public Offer, rights issue, new license etc.
- possess a degree in Finance, Accounting, Economics or related field and hold full professional qualifications of CPA (K) or ACCA.
- Be a member of a relevant professional body with 4 years of relevant work experience in finance, accounting or audit environments, as well as in financial analysis and reporting.
- Have a clear track record/experience in finance and or capital markets.
- Proven ability to read and analyze income statements, balance sheets, cash flows and portfolio reports among others will be an added advantage.
- Working knowledge and application of International Financial Reporting Standards is a must.
- Possession of a Masters degree will be an added advantage.
- Excellent written and verbal communication skills
- Good interpersonal relations with excellent presentation and public speaking skills
- Demonstrated ability to work long hours and under pressure and meet strict deadlines in a demanding environment
