HelpAge International (HelpAge) Terms of Reference Programme Design and Proposal Development

1. Introduction

HelpAge International (HelpAge) Africa Regional Development Centre (ARDC) is looking for an experienced consultant to support in the design of a programme and writing of a proposal for submission to Comic Relief under the “People Affected by HIV/AIDS Programme Strategy 2009-12”.

The proposed programme will target three countries, i.e. Ethiopia, Kenya and Zambia who present different levels of prevalence and socio-economic and political environment and will work with four partners.

Detailed justification and analysis on the choice of countries and partners is available and will be provided to the selected consultant.

The consultant will work with a support team based at the ARDC and Ethiopia offices to develop a programme of intervention that responds to two out of the five envisaged outcomes outlined in the Comic Relief Strategic document as follows:
  1. Increase the number of people with HIV and AIDS and their families realising their rights to services that will enable them to live longer, healthier and lead more productive lives
  2. People living with HIV and their families benefit from increased incomes and more secure tenure resulting in improved livelihoods.
The consultant will also ensure that the proposed programme fits and responds to two major areas of HelpAge’s global action as follows:
  • Ensuring a major increase in the delivery of quality health, HIV and AIDS and care services for older people and those they support; and
  • Ensure that many more people have secure incomes;
And; the Africa Regional Strategy for 2010-2015 which commits to achieve the following:
  • By 2015, older people in nine countries in Africa will access a range of appropriate primary health care services at the (community level) and
  • By 2015 at least 10 countries in Africa will have improved access to age friendly HIV and AIDS services (Including policy influence, prevention, care and treatment)
  • 50% more older people benefit from programmes that promote secure livelihoods in 16 countries
2. The Task

The consultant will input in to the field assessment tools developed by the programme teams.

The consultant will design a programme of response and a funding proposal full generic application and concept note using CR’s format for submission to Comic Relief on 5th March 2010.

The proposal that will be supported with a log frame and detailed budget will be based on the ARDC’s HIV/AIDS strategy (2010-2015) and in line with the priorities identified by Comic Relief as defined above.

The proposal will be based on needs assessment reports that will be generated by teams in Ethiopia and the ARDC that will cover the following:
  • Outcomes of discussions with partners, with PLHIV mainly older people and key informants
  • Analysis of the key issues affecting PLHIV more specifically older people
  • Analysis of the rights/entitlements and services provided to PLHIV
  • Analysis of quality/relevance of the services to the needs of older people and gaps in services and information provided;
  • Assessment of areas that need to be strengthened in terms of data collection, to help in advocacy work for PLHIV.
  • Analysis of interventions by government and non-governmental agencies and the private sector in the project areas, how the planned programme will complement the efforts of others and what the added value of the intervention will be
  • Analysis of key players and possibilities of collaboration
  • Understanding of country HIV and AIDS National policies, strategies and processes that can be utilized to improve access to services by the target groups and demonstrating how the proposed interventions contribute to the achievement of national and regional and global commitments such as the relevant MDG targets and Universal access to care and treatment
  • Recommended interventions by the needs assessment teams with outcomes, activities and stakeholders and budgets.
  • Detailed analysis of partners’ capacity, identifying strengths and weaknesses and appropriate responses to increase their service delivery and advocacy efforts
  • Assessment of how the new project will build on learning and recommendations from past work – particularly that funded by Comic Relief
  • Assessment of learning opportunities through the new project that will be relevant to HelpAge and the wider community
3. Approaches

Working with the support of the ARDC and Ethiopia staff, the consultant will utilise the following approaches in the development of the programme

3.1 Review of key documents

The consultant will review the following key documents to gain background understanding of the planned programme.
  • Comic Relief’s “People Affected by HIV/AIDS Programme Strategy 2009-12”.
  • HelpAge International corporate strategy 2010-2015
  • Africa Strategy 2010- 2015
  • ARDC HIV/AIDS Africa Advocacy Strategy
  • Programme documents of the various HIV/AIDS projects under implementation in the region including proposals, donor and evaluation reports
  • HelpAge position papers and research documents
  • HIV/AIDS policies and strategies from countries that will be involved in this programme
  • Relevant International and regional HIV/AIDS and Poverty reduction policies, including position papers from key UN bodies such as UNICEF and UNAIDS
  • Needs assessment reports undertaken by staff in identified countries
3.2 Consultation with staff and partners and other stakeholders
  • The consultant will conduct consultations with staff via teleconferences to receive briefing and clarification on submitted documents and needs assessment report. The consultant will identify additional materials that will support him/her in gaining more insight into CR’s requirement and other relevant documents
3.3 Write-up of the proposal, Logical Frame Work and budget formulation
  • The consultant will develop and agree a timed schedule for the project design and proposal development process
  • The consultant will initially produce a log frame that reflects the design of the programme
  • Once the logframe is agreed, formulate and develop budget that covers the programme implementation and support costs
  • Write a full programme design in a generic format describing the programme objectives, justification of the problem and the priority areas of intervention, programme activities, monitoring and evaluation including the sustainability and analysis of the roles and responsibilities of each partner.
  • Develop a time frame for the implementation of the programme
  • Using Comic Relief’s first stage application format, develop the concept note providing appropriate information for each headline
  • Formulate and develop budget that covers the programme implementation and support costs.
4. Desired Outputs
  • An initial outline of work and process plan
  • Logical Framework that summarises the goal, objectives, activities and impact indicators
  • A 3 year HIV/AIDS programme design that is framed on the basis of the Africa HIV/AIDS strategy and Comic Relief’s “People Affected by HIV/AIDS Programme Strategy 2009-12”.
  • A detailed budget that articulates the financial and human resource requirements of the programme
  • A concept note for Comic Relief first stage application using the provided format for narrative and budget application
5. Timeline
  • The proposed task is expected to be completed in 20 days between mid January to mid February.
6. Person Specification

Essentials
  • Experience in programme design, implementation and management with specific reference to HIV/AIDS from the rights of PLHIV perspectives
  • Experience in proposal and budget development for major donors
  • Logframe development experience
  • Experience of HIV/AIDS issues in Africa
  • Knowledge of rights issues and
  • Knowledge and experience in income security/social protection issues in the context of HIV/AIDS
Desirable
  • Proven working experience with Comic Relief either as an assessor or gained from developing a proposal and interacting with CR during implementation
