Background


The Somali Support Secretariat is designed to support, serve and facilitate the policy and planning dialogue between the various constituencies of the Somalia Coordination Structure with an aim to support a coherent coordination framework for the implementation of the reconstruction and development plan (RDP).

The Somali Support Secretariat provides complementary and responsive secretariat service in support of the coordination structure between the Somali Authorities and the Coordination of International Support to Somalis (CISS) constituencies and ensures eventual ownership by the Somali authorities in the different regions. The Secretariat is to ensure a coherent and integrated secretariat support mechanism, thus guaranteeing political neutrality and independence with respect to sectoral technical coordination meetings at all levels.


Duties and Responsibilities


  • Under the overall guidance and supervision of the Head of the Secretariat, the Operations Officer is responsible for the following duties:


  • Manage the general meeting services and facilities and liaise closely with the Head of the Secretariat on requirements.
  • Ensure adequate and efficient secretariat support services for all meetings in or outside the Secretariat, this includes preparation of minutes, agenda, invitations and related/background documents and facilitate the work of the committees and working groups, extra-ordinary meetings, workshops/seminars and conferences.
  • Manage the Secretariat's Field Offices by supervising and guiding the Field Liaison Officers in the different locations in Somalia to ensure that independent, effective, responsive and efficient secretariat support services are provided to the joint field coordination activities.
  • Responsible for the procurement of all supplies and equipment for the Secretariat's Offices in Nairobi and the field.
  • Responsible for the logistical/travel arrangements for meetings in Nairobi, Somalia and other locations for the Secretariat's Staff, Somali authorities and members of the international community.
  • Manage the Secretariat's and Filed Offices' budget and monitor expenses in conjunction with UNOPS policy and procedures.
  • Responsible for information support by managing and maintaining the Secretariat's database/Resource Centre and Website and ensure regular and accurate up-dates by collection and dissemination of relevant documents/materials for use by all constituencies at Nairobi and field level.
  • Manage and regularly up-date the Secretariat's Project Matrix database that provides clear idea of where agencies are operating and in what sectors and act as a focal point for acquisition and dissemination of requested data.
  • Administer the Secretariat's financial, human and other resources allocated to the Secretariat.
  • Responsible for the implementation of security measures in Nairobi and the field for the protection f the Secretariat's staff and properties.
  • Make contributions to the Secretariat's quarterly, annual and donor reports and support the editing of the reports.
  • Manage and regularly up-date the electronic calendar for meetings to avoid overlapping and duplication of meetings in Nairobi and the field.
Perform any other duties given by the Head of the Secretariat.

Required Selection Criteria


Competencies
  • Sound management, administration, organizational and leadership and supervisory skills.
  • Excellent inter-personal communication, oral and writing skills are essential.
  • A mature, takes initiative, highly motivated person with well developed peoples skills and sound judgment; has ability to work in a team environment and ability to use tact and discretion when dealing with others both inside and outside UNOPS.

Advanced skills in word processing, spreadsheet, database, Internet, web management, e-mail and other various modes of telecommunications.


Education/Experience/Language


  • BA degree in Business and/or Public Administration or Management or relevant Social Sciences.
  • Minimum of seven years work experience in programme administration, finance, procurement, logistics, IT and Human Resource development are required with sufficient knowledge in programme support and management.
  • Well conversant with humanitarian and development programme operations of the United Nations and /or International Organizations.
  • Experience in dealing with variety of partners at all levels, including national counterparts, donor community, UN agencies, International and national NGOs and civil society.
  • Experience and knowledge in organizing conferences, workshops and seminars are an asset.

Somalia Experience is desirable.
