Monitoring/Database Consultant Job Vacancy: Norwegian Refugee Council (NRC

Norwegian Refugee Council (NRC) Somalia/Kenya is a two Country Program with four field offices in Dadaab - Kenya; Hargeisa (Somaliland), Bossaso (Puntland) and Mogadishu (South Central) in Somalia.

NRC has been present in Somaliland since early 2004 and has in short time established Education, Shelter and School Feeding projects for IDPs, refugees and local population. Following both a security assessment and a programme assessment mission to several locations in Somalia undertaken in 2006, NRC has established a coordination office in Nairobi, Kenya.

Further NRC expended to Puntland in 2006 and Dadaab in 2007. In February 2007 NRC opened a field office in Mogadishu. Currently NRC activities in Mogadishu are mainly focused on Shelter and Distribution.

Position: Monitoring/Database Consultant
Duty Station: Based in Nairobi with travel to Somaliland and Dadaab
Contract Period: 3-6 months
Starting Date: as soon as possible

Job Purpose

The Monitoring/Database Consultant will be responsible for refining the monitoring tools that exist in NRC currently in consultation with the field teams and for the development of a Database for Dadaab for the Shelter/Sanitation, Education and Camp Management projects

Reporting To:

The Monitoring/Database consultant reports to the Finance Manager in Nairobi but will come under the management of the Head of Office when he/she is in Somalia and Dadaab. The Consultant will have to undertake the following tasks:

Tasks and Responsibilities

Monitoring Systems
  • Undertake field visits to assess the monitoring tools in the region
  • Assess the Monitoring tool that exists and refine the tools to develop standardized systems within the mission.
  • Identify information requirements of the various regions and mission in discussion with the teams from Somaliland, Puntland, South Central, Dadaab and Management team of Nairobi.
  • Undertake changes and refinements in the Monitoring tools based on
  • discussions with the Management Team, Area Manager and Project Managers
  • Refine the tool to include project level monitoring and program level monitoring as well as establish linkages to the NRC HQ systems (Core Activity Database)
  • Set up operational arrangements for collecting, analyzing, and reporting project data
  • Train staff to use the Monitoring tools and build capacity of staff.
Database - Dadaab
  • In discussion with the staff, identify a suitable database for the information management requirements in Dadaab
  • Assist in the setting-up and implementation of the management information system (MIS) database for the project in Dadaab;
  • Train users using the database and system applications and ensure that the Project Staff is trained in managing the Database.
  • Assist in analytical activities to ensure proper data collection instruments are developed, data are properly collected, managed, stored, validated, and entered into Database
Professional Background
  • Degree or Certificate in related field
  • Computer skills (Word, Excel, Access) and MIS systems;
  • 2+ years work experience in projects involving database programming and/or application development, database administration, etc.
  • Ability and willingness to travel throughout Somalia
  • Knowledge of computer hardware and software
  • Ability to be a team player in a diverse and high pressure environment
  • Service oriented approach in delivering IT, programming and analytical support
