Capital Markets Authority (CMA) Jobs and Careers

Capital Markets Authority (CMA) is a statutory agency charged with the prime responsibility of regulating and developing efficient capital markets in Kenya.

The Authority wishes to recruit competent, skilled candidates for the following positions:

Manager, Information Communications Technology - HRD/ICT

Reporting to the Chief Executive, the selected candidate will be responsible for setting the overall ICT direction for the Authority in both strategic and tactical terms, identifying and implementing ICT strategy, assessing the relative impact of emerging technology to strategic needs of the Authority, determining long-term organization-wide and market ICT needs and developing overall strategy and financing plans and providing continuous oversight in the following areas: system security, information dissemination, and coordination of multisite ICT systems.

The selected candidate will identify the Authority's information needs and design appropriate ICT solutions that meet the Authority's expectations.

In addition, the candidate will develop and prepare ICT operating and capital budgets and ensure ICT projects are managed within budget guidelines. As Head of the ICT department, the selected candidate will carry out supervisory responsibilities in accordance with the Authority's policies and applicable laws, including recruitment and selection, training and development, planning, directing work, appraising performance and resolving problems.

The ideal candidate should possess a Bachelors degree in Computer Science, Information Systems, Information Technology or related field. The candidate must have 6 or more years of ICT industry work experience, with a minimum of 4 years of leadership experience in managing multiple, large, cross-functional ICT systems influencing senior level management and key stakeholders.

In addition, the candidate must have ability to define and solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exits. A Masters' degree and knowledge of capital markets operations will be added advantage.

Assistant Manager, Investigations - HRD/ AMI

Reporting to the Manager, Market Supervision, the selected candidate will be responsible for planning, directing and coordinating the technical operations and activities of the investigations section involving conducting investigations of violations of the capital markets securities, laws and regulations and developing strategies to proactively detect activities which undermine the integrity of capital markets.

The ideal candidate should possess a degree in Law, Finance, or related field, be a member of a relevant professional body, with 5 years of relevant work experience. Experience in handling investigations of a financial nature is critical. Knowledge of securities operations and securities law as well as being a Certified Fraud Examiner will be added advantage.

Accountant - HRD/ACC

Reporting to the Manager, Finance the selected candidate will be responsible for provision of comprehensive financial and management information to the Authority, ensuring a smooth close of accounts for the month and year end, reviewing of systems and procedures within the Authority so as to increase efficiency and comply with any new guidelines arising from internal and external audit reports, assisting in the preparation and implementation of the Authority's budgets and monitoring implementation, carrying out regular stock takes in the departments and ensuring corrective action is taken as necessary, preparing and writing monthly, quarterly and annual financial reports.

In addition, the candidate will liaise with human resources and the procurement functions in the maintenance of financial controls relating to workforce establishment and procurement of goods and services.

The ideal candidate should possess a Bachelors degree in Finance, Accounting or related field, with full professional CPA or ACCA qualifications. The candidate must have 4 years progressive working experience, expert knowledge of accounting, auditing, financial and management reporting, experience with computerized accounting packages and be an active member of a relevant professional body.

Assistant Manager, Legal Framework - HRD/ALF

Reporting to the Manager Legal Affairs, the selected candidate will be responsible for continually conducting diagnostic studies and reviews to assess impediments to capital markets development arising from inadequacies in the current laws and regulations, institutional arrangements, supporting infrastructure and technical capacity, preparing plans for improving the legal and regulatory framework, institutional arrangements, infrastructure and capacity over the short, medium, and long term, identifying impediments to full implementation of IOSCO Principles and presenting relevant legislation adopting international best-practice standards from other jurisdictions.

The selected candidate will facilitate discussions with Capital markets stakeholders and agreement on new initiatives to address policy, legal, regulatory, supervisory, institutional and capacity constraints to the development of the capital market in Kenya.

In addition, the candidate will develop guidelines, rules and procedures to implement the regulatory framework, organize and coordinate the review of capital markets enabling legislation, rules, regulations and guidelines and recommend amendments where need arises. The candidate will also act as the liaison person with the Attorney General's office. Ministry of Finance, Registrar General, Law Reform Commission and other relevant agencies.

The candidate should possess a Bachelors degree in Law and be an advocate of the High Court of Kenya. The candidate must have 5 years of relevant work experience in the field of legal drafting, with a minimum of 3 years in conducting legal diagnostic studies to assess inadequacies in laws and regulations and recommending actions for improvement of laws and regulations, preferably in the capital markets sector. The candidate must have ability to identify legal and regulatory impediments and provide practical solutions. A Masters degree in Law, CPS and knowledge of capital markets operations will be an added advantage.
