CARE International in Kenya is looking for dynamic, well organized and highly motivated individuals who are results-oriented, to fill the following positions:

1. General Administration and procurement Manager

Job Summary

The main purpose of this position is to manage the total supply chain within the Country Office as well as general administration services and fleet management. The holder of this position should ensure timely, effective and efficient delivery of services and ensure accountability as well as provide strong leadership. Donor, govt./regulatory bodies compliance as well as adherence to CARE policies, procedures and systems is key for this position.

Key Responsibilities:
  1. Plan, and manage in an accountable, efficient and effective way, key services in administration including property leases and maintenance, fleet management, travel, ensure front desk is customer oriented, shipment of personal effects.
  2. Plan and manage the total supply chain (to inventory/assets/warehousing) and conduct spend analysis and market research to determine most cost effective, and efficient purchase decisions.
  3. Coordinate and manage procurement of goods and services.
  4. Ensure staff are knowledgeable about donor, organizational and regulatory bodies' rules and regulations.
  5. Plan and conduct in-house training on supply chain management and related rules and regulations.
Required Experience and Qualifications;
  • Bachelor degree in Business Administration or any other related
  • Certified Institute of Purchasing & Supply (CIPS) or equivalent
  • Minimum of 5 years of relevant experience
  • MBA a plus
Skills/Competencies;
  • Excellent grasp of NGO/Donor policies and procedures relevant to admin/ Procurement;
  • Strong proven procurement experience
  • Experience in donor procurement regulations management
  • Good Communication skills
  • Be able to understand internal and external statutory laws that affect procurement, admin & logistics
  • Practical international sourcing preferably for humanitarian and development programmes
  • Strong and proven experience in people and relationship management
  • Ability to manage multiple requests and to liaise with several different departments,
  • Anticipates outcomes of activities and uses initiative to keep activities on course.
  • Has an 'understanding of ethical issues in the supply chain' and is analytical
  • Good computer skills
  • Results oriented and hands on experience
2. Internal Auditor

Job Summary

The successful candidate will have strong skills and competence in internal audit and risk management. He will be responsible and accountable for drawing up the audit plan with the Country Director, budgeting, implementing and evaluating a comprehensive management audit programme through systematic reviews and evaluations of operating procedures to ensure effectiveness of internal controls and compliance to regulatory, donor, organizational and statutory requirements.

Other responsibilities include identifying risk factors, preparing audit reports and developing and following up recommendations for improving service delivery systems.

Key Responsibilities:
  • Carry out audits as planned and give management recommendations on improvements to internal controls,
  • Ascertain effectiveness on use of assets as well as safeguarding mechanisms and advice management accordingly.
  • Liaise with external auditors and ensure follow up on recommendations,
  • Monitor operations and advise management on improvements as applicable,
  • Conduct special investigations as advised especially with regard to fraud and misrepresentation,
  • Lead the Departmental Managers in addressing critical findings identified during audits and financial reviews,
  • Review the monthly suite of management and donor reports to identify potential liabilities and ensure follow up is done by Finance to address the issues identified.
  • Provide advice to management regarding compliance issues on need basis or as a result of risk assessment,
  • To ensure all the financial audits and reviews as detailed on the quarterly audit schedules are accomplished.
  • Lead the Program Managers in addressing critical findings identified during partner audits, and
  • Liaise with the Sub Grant Manager to ensure compliance with the sub grants process, policies and procedures and that all relevant information regarding sub grantees is maintained.
Required Experience and Qualifications;
  • Bachelor's degree in Accounting (BCOM); Qualified accountant CPA required, internal audit experience helpful.
  • MBA degree would be a plus and audit certification would be a big plus.
  • Minimum of five years audit experience in private, public, or non-profit, in a busy organization.
  • Experience with various donor regulations rules and regulations.
  • Willingness to travel within the country.
  • Ability to communicate effectively.
  • Computer proficiency (spreadsheet, word processing) required
  • Knowledge of computerized accounting and record keeping systems a plus
  • Demonstrated competence in internal audit and risk management
  • Is a supportive team member, whose advice and input is regularly sought by peers and superiors
  • Good analytical skills
  • Great communication and interpersonal skills
  • Good writing skills
