Mifugo Project

The ISS Nairobi in collaboration with the Eastern African Police Chiefs Cooperation Organisation (EAPCCO) is implementing the Mifugo Project, which seeks to develop appropriate mechanisms for preventing and eradicating cattle rustling and related illicit cross border criminal activities in Eastern Africa through the facilitation of the signing, ratification and full implementation of the Protocol on the Prevention, Combating and Eradication of Cattle Rustling in Eastern Africa.

This is a multiyear project, engaging substantive work in five EAPCCO countries namely Kenya, Uganda, Tanzania, Ethiopia, and Sudan.

The ISS seeks to appoint a qualified and experienced person for the position of Senior Training Co-ordinator based in Nairobi:

Job Title: Senior Training Co-ordinator, Mifugo Project
Reporting to: Programme Head

Reporting to the Programme Head, the successful candidate will be an experienced trainer, with expertise in curriculum development, development of manuals, training modules and ability to develop and conduct trainings to local, national and regional organizations. The training coordinator will build the anti-cattle rustling capacity of EAPCCO member states through the development of training modules, coordination and provision of training.

Key duties: In collaboration with EAPCCO training sub-committee: the successful candidate will develop and produce training materials, 'training of trainers' courses on cattle rustling related issues.

In addition he/she is expected to conduct trainings of law enforcement agencies, prosecution and judiciary in the region. The provision of lectures, training and input in the region upon request is a key function of this post.

Liaising with EAPCCO on the content of training material and convene the meeting of the Training Task Force from EAPCCO member countries to finalize course content. Convening an annual meeting of high level national experts from the security, livestock, environmental, political, civil society and diplomatic communities in the region to share lessons learnt and best practices.

Assisting the Office Director in developing project proposals, reviewing research of colleagues, guiding and coaching junior researchers and interns.

Requirements:

  • A good understanding of policies, laws, and operational and legislative procedures, which are employed to prevent and combat cattle rustling and cross border activities in the region.
  • An advanced degree in Political Science, Education or a relevant Social Science.
  • At least five years of relevant teaching and training experience preferably in a public or NGO setting.
  • Good communication, presentation and networking skills; and ability to interact effectively with senior government officials and policy makers.
  • Strong organizational and MS Office skills.
  • Excellent writing skills in English.
