PRE-QUALIFICATION FOR PLANNING CONSORTIA
INTERNATIONAL PLANNING COMPETITION TO DEVELOP A MODEL / CONCEPTUAL SPATIAL PLAN FOR THE NAIROBI METROPOLITAN REGION

"NAIROBI METROPOLITAN REGION - A WORLD CLASS AFRICAN METROPOLIS"

I. BACKGROUND FOR THIS COMPETITION
Kenya Vision 2030, which is the successor development programme to the Economic Recovery Strategy for Wealth and Employment Creation, is anchored on results being achieved in three areas, namely the economy, the social and the political spheres.

It is motivated by collective aspiration for a much better society than the one we have today, before and by the year 2030. Its aim is to make Kenya "a globally competitive and prosperous country with a high quality of life by 2030."

The economic pillar aims to achieve an economic growth rate of 10 percent per annum and sustaining the same until 2030 in order to generate more resources to address the issues of wealth creation, employment generation, equitable distribution of national wealth, as well as effective youth employment and engagement.

The social pillar seeks to create just, cohesive and equitable social development in a clean and secure environment. The political pillar aims to realise an issue-based, people-centred, result-oriented and accountable democratic system. Under each of these pillars, flagship projects to be implemented have been identified for implementation. Planning and management of both rural and urban areas has been identified as critical to Kenya's overall development vision as articulated under Vision 2030.

One of the key interventions is the determination to prepare comprehensive metropolitan and investment plans covering six principle urban regions. One of these is the Nairobi Metropolitan Region. The Nairobi Metropolitan Region (NMR) covers a region of 32,000 km2, with a population of approximately 6 million persons in fifteen (15) Local Authorities.

The Promoter of this Spatial Planning Competition is the Ministry of Nairobi Metropolitan Development, Government of Kenya.

II. INVITATION TO BIDDERS FOR INTERNATIONAL PLANNING COMPETITION
The Ministry of Nairobi Metropolitan Development now invites applications for participation in the International Planning Competition. Planning Consortia from all over the world may participate in the competition, if they meet the following requirements:

a. The Team Leader is a registered and licensed Spatial/Physical Planner under internationally recognised professional bodies / institutions; or is a registered, recognized and licensed Urban and Regional Planner, Physical Planner in Kenya under Physical Planners Registration Act, Chapter of the Laws of Kenya;

b. All other professionals participating in the competition shall either be licensed / certified / registered / authorised to practice in Kenya or in their countries of practice; or under internationally recognised professional bodies;

c. Proof of registration will be mandatory;

d. No member shall belong to more than one consortia;

e. At the time of submission, competitors shall prove their effective collaboration with Kenyan professionals and learning institutions;

III. THE APPROACH OF THE COMPETITION
This will be a two-stage competition beginning with Prequalification in the first stage to be followed by Calls for Proposals addressed to prequalified planning consortia in the second stage.

IV. STAGE 1 - PREQUALIFICATION
Prequalification aims at selecting up to a maximum of eight (8) of qualifying Planning Consortia to participate in this International Planning Competition to develop a Conceptual Spatial Plan for the Nairobi Metropolitan Region to articulate and facilitate realisation of the goals of the Nairobi Metro2030 Strategy and Kenya Vision 2030.

The following documents should be submitted in the Prequalification, namely:

1. Conceptual and methodological approach to development of the model / conceptual plan
2. Planning Consortia profile with details on the following: a. Past relevant experience of the consortia b. Past relevant experience of the consortia partners c. Past relevant experience of the consortia staff
3. Relevant Curriculum vitae's of relevant staff members who will actively participate in the competition
4. Bank reference

The Planning Competition Secretariat based at the Ministry of Nairobi Metropolitan development will undertake the evaluation of these submissions.

The eight (8) pre-qualified planning consortia will be requested to compete in the Second Stage
for the development of a Conceptual Spatial Plan for Nairobi Metropolitan Region articulating
the objectives of Nairobi Metro2030 Strategy and promoting achievement of Kenya Vision 2030
targets.

Competition entries for Stage I shall be submitted either personally or by post or via a courier service so as to reach the Planning Competition Secretariat by December 15th 2008, by 16.30 hours, local Kenyan time at the following address:

All applications shall be marked on the package with a sign, "Prequalification for Development of a Model / Conceptual Plan for the Nairobi Metropolitan Region."

V. STAGE 2 - COMPETITION FOR DEVELOPMENT OF A MODEL CONCEPTUAL SPATIAL PLAN
Submissions at this stage shall be anonymous. At the second stage, the prequalified planning consortia will be invited to prepare a Model / Conceptual Spatial Plan for the Nairobi Metropolitan Region articulating the objectives of Nairobi Metro2030. All qualified consortia will receive the same documentation or base material to assist them in preparing the Conceptual Spatial Plan for the Nairobi Metropolitan Region.

All the submissions shall contain a separate financial proposal on fees to develop an implementation plan for the Nairobi Metropolitan Spatial Planning Framework.

An independent Jury shall evaluate the Conceptual Spatial Plans submitted by the consortia. After adjudication, all the submitted concepts and proposals shall be publicly exhibited.

VI. PRIZES AND HONOURABLE MENTIONS
There will be six (6) prizes to be conferred as indicated below.

* First Prize: Kshs. 18,000,000
* Second Prize: Kshs. 10,000,000
* Third Prize: Kshs. 7,000,000

On the recommendation of the jury, honourable mentions will be conferred on non-winning designs, which bring remarkable partial ideas and solutions as indicated below.

* 1st honourable mention: Kshs. 1,000,000
* 2nd honourable mention: Kshs. 750,000
* 3rd honourable mention: Kshs. 500,000

For purposes of evaluating the submissions, the following criteria will be applied:

* Interpretation of the Metro2030 Strategy 30 Marks
* Best Model of the Concept 40 Marks
* Presentation 20 Marks
* Response to Queries 10 Marks


Any changes to the criteria by the jury will be communicated to all Planning Consortia.

VII. CO-ORDINATION OF THE PLANNING COMPETITION
The Planning Competition Secretariat will do coordination and management of the Planning Competition. Any competitors wishing to obtain further information may send questions in writing, by fax or e-mail, to the Competition Secretariat. All such queries received within the deadlines indicated will be answered and displayed on the competition web site of the Ministry of Nairobi Metropolitan Development. This document wilt then be considered an integral part of the competition brief.
