CARE INTERNATIONAL-SOMALIA/SOUTH SUDAN

CARE Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

CARE South Sudan – Malakal is looking for suitable candidates to fill the position of Grants Officer. Reporting to the Finance & Admin Officer and working in close collaboration with CARE Somalia/South Sudan Risks and Grants Unit, the Grants Officer will facilitate the implementation of a number of small grants to local groups and LNGOs in Upper Nile State of South Sudan and support capacity building of such local groups/LNGOs.

Job Summary

The position will specifically be tasked with overseeing the process of sub-granting in accordance with procedures set forth in the CARE Somalia/South Sudan Sub-Grants Manual and specific approaches and requirements for the CARE South Sudan MFS Tagwiya Program. The incumbent will also ensure that local partners are carefully assessed for their suitability to implement activities and contribute to accomplishing key results under the Tangwiya program, are categorized according to level of base capacity and risk, receive the necessary capacity building and training to perform to expected management, organizational and technical standards and, have the ability to adequately report, monitor and evaluate their respective operations in collaboration with CARE South Sudan staff

The incumbent will also be responsible for the following key areas:
Grants Management - Risks and Capacity Assessments
Facilitate effective Sub-granting mechanism
Ensure establishment of robust monitoring and evaluation system
Assist in Finance Management in the Program
Prepare work-plans and report

Proven integrity, transparency and accountability
Demonstrated competence in successfully building the management, financial and administrative capacity of local organizations
Possess excellent Financial Management-Planning, organizing, controlling, and monitoring skills.
Strong interpersonal and communication skills in English
Work effectively and cooperatively with others towards shared goals, establishing and maintaining principle-centered working relationships
Demonstrate ability to use innovative approaches, strategies and personal initiative and posses strong leadership and teamwork skills.


Qualifications and Skills:
Bachelor’s degree in Commerce, Finance, Accounting, Business Administration and/or Certified Public Accountants II.
At least 2 years relevant working experience in International NGO especially in administering a project component with a significant sub-granting strategy
Proven competence in computer skills and an understanding of Ms Word, Excel and at least one accounting package.
Desired Skills and Qualifications
Previous work experience in Sudan.
Knowledge of the Arabic language, written and spoken.


This is unaccompanied position based in Malakal Sub-Office with frequent visits to Pagak in Maiwut County and to Payams situated along the Sobat Corridor in Upper Nile State
